Floodplain Overlay District Development Application Process
1. Applicant Submits a Floodplain Overlay District Development Application to the
Development & Public Works Department
The application must conform to the Floodplain Overlay District Development
Submittal Requirements Checklist on page 4 of this application packet.
Planning Division staff screen the submittal at the front counter to determine
whether all required items listed in the Floodplain Overlay District Development
Submittal Requirements Checklist have been submitted.
Applications missing required items will not be accepted for submittal
2. City Staff Conduct Detailed Completeness Check
• Planning staff conduct a detailed completeness check within 30 days of submittal.
• The assigned Planner notifies the applicant in writing regarding the completeness of
the application.
• An application is not deemed complete until all information as required by SDC
3.3.435(B), including all information necessary to evaluate the proposed
development, its impacts, and its compliance with the provisions of the Springfield
Development Code and other applicable codes and statutes have been provided.
• Incomplete applications, as well as insufficient or unclear data, will delay the
application review process and may result in denial.
3. City Staff Review the Application and Issue a Decision
• Floodplain development approval is a Type I decision and thus is made without
public notice and without a public hearing since there are clear and objective
approval criteria and/or development standards that do not require the use of
discretion.
• Decisions address all the applicable approval criteria and/or development
standards.
• Applications may be approved, approved with conditions, or denied based on the
findings of fact showing compliance/non-compliance with the Floodplain
development standards in SDC 3.3.430.
• The City mails the applicant and any party of standing a copy of the decision, which
is effective on the day it is mailed.
• The decision issued is the final decision of the City and may not be appealed.
4. Next Steps
• Approval of a floodplain development permit is required before construction or
development begins within any area of special Flood hazard established in SDC
3.3.420(B).
Upon placement of the lowest floor of a structure (including basement) but prior to
further vertical construction, applicant must obtain documentation, prepared and
sealed by a professional licensed surveyor or engineer, certifying the elevation (in
relation to mean sea level) of the lowest floor (including basement).
Where base flood elevation data are utilized, the applicant must obtain As -built
certification of the elevation (in relation to mean sea level) of the lowest floor
(including basement) prepared and sealed by a professional licensed surveyor or
engineer, prior to the final inspection.

WRITTEN STATEMENT
In accordance with Floodplain Overlay District Development requirements, this written statement
describes the proposed development and demonstrates that the proposal complies with the standards
contained in SDC 3.3-430.
LAND USE REQUEST
The Church of Jesus Christ of Latter-day Saints moved forward with its plans to construct a new
temple to be known as the Willamette Valley Oregon Temple — on a 10.5 -acre site in the Gateway
neighborhood of Springfield (Map 17-03-15-40, Tax Lot 3201). The property subject to this application
is immediately next door, to the east (Map 17-03-15-40, Tax Lot 3600). The northern portion of the
site is undeveloped. The owner of this property, 200 International Way, LLC, and the Church have
decided to work together to improve the appearance of this vacant area. No buildings or other
developments are proposed.
As a portion of this area is within the 10D -year floodplain, it has been determined that a Floodplain
Overlay District Development application is required. Therefore, the applicant is submitting this "No -
Rise" Floodplain Overlay District application.

The site is located north of International Way in the Gateway area of Springfield. It is comprised

III. FLOODPLAIN DEVELOPMENT PERMIT—APPROVAL STANDARDS AND FINDINGS
This section is presented in the same order of applicable requirements found in Section 3.3-430,
Floodplain Overlay District Development Standards of the Springfield Development Code. Applicable
sections of the code are in bold italics, followed by proposed findings of fact in normal text.
A Floodplain Development Permit shall be reviewed under Type I procedure by the Building Official
and the City Engineer. They shall approve, approve with conditions or deny the request on the
following standards.
A. General Standards, In all special flood hazard areas within the UGB, the following
standards shall be adhered to:
1. Alteration of Watercourse. Require that the flood carrying capacity within the altered
or relocated portion of said watercourse is maintained. Require that maintenance is
provided within the altered or relocated portion of said watercourse to ensure that the
flood carrying capacity is not diminished. Require Compliance with SDC
3.3.425(C)(3)(b) and SDC 3.3.425(C)(3)(c).
Response: This No -Rise Floodplain Overlay District Development permit is for minor site
grading. The subject site does not contain, abut, or impact a watercourse.
2. Anchoring. All new construction and substantial improvements shall be anchored to
prevent flotation, collapse or lateral movement of the structure resulting from
hydrodynamic and hydrostatic loads, including the effects of buoyancy. All
manufactured dwellings shall be anchored per SDC 3.3.430(B)(3)(d).
Response: This No -Rise Floodplain Overlay District Development permit is for minor site
grading. No buildings or structures are being proposed.
3. Construction Materials and Methods.
a. All new construction and substantial improvements shall be constructed with
materials and utility equipment resistant to flood damage.
b. All new construction and substantial improvements shall be constructed using
methods and practices that minimize flood damage.
Response: This No -Rise Floodplain Overlay District Development permit is for minor site
grading; no structures or improvements are included.
4. Utilities and Equipment

Response: Base Flood Data is the same used for the adjacent project and its Floodplain
Overlay District approval (Case No. 811-22-000223-TYP1)
9. Structures Located in Multiple or partial Flood Zones.
Response: This application does not include any structures.
B. Specific Standards. In all flood zones within the City and its urbanizable area the
following specific standards shall apply to all new construction and substantial
improvements in addition to the General Standards contained in SDC 3.3_430(A).
1. Flood Openings.
2. Garages.
3. For Special Flood Hazard Areas with Base Flood Elevations.
4. Floodways.
5. Standards for Shallow Flooding Areas.
Response: There are no structures, garages, dwellings manufactured homes included in this
proposal. The subject property is not in the floodway.
IV. CONCLUSION
Based on the information and findings contained in this written statement, associated exhibits, and
plan set, the proposal meets the Floodplain Overlay District Development standards contained in the
Springfield Development Code. Therefore, the applicant requests that the City of Springfield approve
the proposal.

fraud.

instructions in the course of a transaction.
• ALWAYS VERIFY wire instructions, specifically the ABA routing number and account number, by calling the party who
sent the instructions to you. DO NOT use the phone number provided in the email containing the instructions, use
phone numbers you have called before or can otherwise verify. Obtain the number of relevant parties to the
transaction as soon as an escrow account is opened. DO NOT send an email to verify as the email address may
be incorrect or the email may be intercepted by the fraudster.
• USE COMPLEX EMAIL PASSWORDS that employ a combination of mixed case, numbers, and symbols. Make your
passwords greater than eight (8) characters. Also, change your password often and do NOT reuse the same
password for other online accounts.
• USE MULTI -FACTOR AUTHENTICATION for email accounts. Your email provider or IT staff may have specific
instructions on howto implement this feature.
