MINUTES OF THE WORK SESSION MEETING OF
THE SPRINGFIELD PLANNING COMMISSION HELD
TUESDAY, September 18, 2018
The City of Springfield Planning Commission met in a work session in the Jesse Maine Meeting
Room, 225 Fifth Street, Springfield, Oregon, on Tuesday, September 18, 2018 at 6:00 p.m., with
Commissioner James presiding.
ATTENDANCE
Present were Chair James, Vice Chair Koivula, Commissioners Vohs, Bergen and Sherwood. Also
present were, DPW Director ________, Community Development Manager Sandy Belson, Senior
Planner Mark Rust, City Attorney Kristina Kraaz and Management Specialist Brenda Jones and
members of the staff.

WORK SESSION STAFF REPORT
1. Development Code Update-
Mark Rust, Senior Planner gave the Commissioners a short bio of his experience in Planning.
PowerPoint Presentation regarding the Springfield Development Code Update Project
Mark Rust will be the Project Manager for this project:
• Who AM I? Mark Rust
• 20+ years working in Land Development
• Civil Engineering background
• Both public and private sector experience
• City, County, Law Firm, private consulting practice
• Real Estate Development
GOAL
• Update Springfield Development Code
o Make it easy to use, understand and implement
o Modernize the code
o Maintain consistency with City policy
• Complete project in 3 years

o The purpose of the Development Code Update project is to change the Springfield
Development Code to support efficient, timely, and clear development review. The
updated Development Code will support Springfield’s economic development
priorities and will honor Springfield’s home town feel now and in the future.
Commissioner Vohs asked about _________________

Mark responded, the short answer is yes__________________ there are sections of that manual that
need to come back into the Development Code

Commissioner Koivula, he believes they did that with _________________provision of DRAFTS
Mark answered that he would keep that in mind___________________
Koivula, it would be better topuch the Commissioner
Commissioner James said that the reality is that this project is a very large project___________
Question for Mark, being adverse to change, how will you get staff involved so they will be excited
about this project
Mark responded that it will be tough but he is taking his direction from the City Council. So having
the broad ___________getting the by-in from staff will be challenging, he doesn’t have a silver bullet,
honestly everyone might not be happy with it, but will have to come to terms with the inevitable.
Commissioner James asked one of the things he recognizes is that there are models that have been
adopted that are very different, but have been adopted across the board.
Mark answered that there was a fair amount of research done by Greg Mott, he ______there has been
more of a high-bread nature for __________________form based code, mark believes that Springfield
already had a High-Bread code _ he agrees that its important to take a high level code_________ the
State has prepared a code for smaller jurisdictions_______________

Commissioner James asked if we will be pulling information from the Home Builders
Mark responded that he would bring these groups to bring them in on the Audit stage prior to the
adoption phase
Commissioner Vohs is concerned that the fresh and new code might not be a smaller code. He is
concerned that there are code _____________having process where they had to backtrack, because
they ______________
Mark Rust responded that these are good points. He is working very closely with our Legal Staff to
make sure we get it right the first time. The Council wants less
Commissioner Koivula is concerned that having input at the end of the project went it should be at the
beginning.
Commissioner James believes that this will be coming to the CCI
Mark responded that he will be bringing this topic back to both the City Council and the Planning
Commission as the CCI.
Mark wanted Commissioner Koivula
Commissioner Sherwood asked when you go through the Code
Mark responded that he first thought would be that that is correct. Some of our old neighborhoods
have the small markets in the neighborhoods__________________
