HomeMy WebLinkAbout2013 01 15 WS Minutes Approved by Springfield Planning Commission: City of Springfield Work Session Meeting MINUTES OF THE WORK SESSION MEETING OF THE SPRINGFIELD PLANNING COMMISSION HELD TUESDAY, January 15, 2013 The City of Springfield Planning Commission met in a work session in the Jesse Maine Meeting Room, 225 Fifth Street, Springfield, Oregon, on Tuesday, January 15, 2013 at 6:00 p.m., with Commissioner James presiding. ATTENDANCE Present were Chair James, Vice Chair Bean, Commissioners Salladay, Kirschenmann, Moe and Vohs. Also present were DPW Supervisors Matt Stouder, Jim Donovan, City Attorney Joe Leahy and Management Specialist Brenda Jones and members of the staff. 1. Joint meeting of the Springfield Planning Commission and the Springfield Development Advisory Committee to review DAC work priorities for submission to the City Council Pursuant to the direction of City Council, the DAC has begun the process of refining initial brainstorming materials into potential work areas based on background information presented to them and adaptation of criteria for creation of a matrix reflecting the relative ranking of the subjects and group consensus at this stage. After a brief presentation by the DAC and staff, the Planning Commission is asked to discuss priority items with the DAC and provide feedback on the results of the DAC work and the criteria for initial ranking where applicable. The DAC and staff will incorporate Planning Commission feedback into the next work session with City Council on March 11, 2013. Financial impacts are limited to committee administrative costs, senior staff time and City Attorney guidance at this time. City Council will determine work schedules and allocation of City resources upon review of the DAC’s work later this spring. Chair James opened the work session for January 15, 2013 and asked Jim Donovan to present the item Jim Donovan introduced the AIS and asked that Renee Clough, DAC Chair to go through the ideas that the DAC has been working on Renee Clough, DAC Chair introduced the work that the DAC has been working on Denise Bean asked if anyone could explain where they go from here Renee answered that this largely depends on what feedback they receive from the PC Denise comment on what a great job they are doing Tim Vohs- asked why they think they will be changing job descriptions Renee responded that Vohs City of Springfield Planning Work Session Minutes May 21, 2012 Page 2 Ed McMahon explained a little more as to what Matt Stouder explained a little more what this item really means Greg James added a little more to the job description Steve More Greg James Ed McMahon the good news is that Vohs Rick Satre added that ………….it’s really great when a business relocates to Springfield because they like working with Springfield. This community always starts with “Yes”, unlike other jurisdictions that start at “No” Vohs, Eric Hall, they both had meeting today at another jurisdiction, both his and Renee’s meetings today helped the, ……………as an architect a year ago he only wanted to take applications to Eug Renee Clough wanted to mention the low hanging fruit, Matt and Jim have done a great job with working through these items. Greg James commented Greg James asked everyone to turn their attention to the matrix in their packets, he went on to explain that this matrix was consent driven. You can see that site review is ranked at the highest level ……………. Eric Hall explained that those four categories ………….they didn’t spend as much time on ranking the 1’s, 2’sect. …………for example one of the things discussed that all commercial development has some sort of site review process…………….but they don’t have this process………ranking these items where just gut instincts and they depended on the knowledge of staff. Donovan asked that everyone turn to page 2-2………………………Jim explained how this process would go and why somethings take a little longer than other items. The DAC will take some items and break down into smaller groups and work through some of these items in smaller committee’s Greg James thanks Commissioner VanGordan for his help and direction for his input and support to the DAC. Commissioner Vohs, asked City of Springfield Planning Work Session Minutes May 21, 2012 Page 3 Renee Clough explained that those are items from a document they used when they first started. Denise Bean reminded staff that they again would like to get the process which would look like a flow chart Eric Hall wanted to stop and answer her question and explain where they are in the process. James Bean asked for a list of Values Vohs, if the committee comes up with a solution Eric Hall was at a housing policy board, they had staff from the States Office, one of the items discussed was how at the governor’s office James asked for any last minute comments Stouder added that James it’s important as this develops that this item is a regular progress report from staff.
