MINUTES OF THE REGULAR SESSION MEETING OF
THE SPRINGFIELD PLANNING COMMISSION HELD
Tuesday, June 6, 2017
The City of Springfield Planning Commission met in a regular session in the City Council Chambers, 225 Fifth Street,
Springfield, Oregon, on Tuesday, June 6, 2017 at 8:00 p.m., with Commissioner James presiding.
ATTENDANCE
Present were Chair James, Vice Chair Koivula, Commissioners James, Nelson, Vohs, Dunn, Landen, and Sherwood.
Also present were, Current Development Manager Greg Mott, Current Development, Planner Mark McCaffery, City
Attorney Kristina Schmunk-Kraaz and Management Specialist Brenda Jones and members of the staff.

1. CHURCH FACILITY EXPANSION WITH ASSOCIATED INFRASTRUCTURE AT 395 W. CENTENNIAL
BLVD- Journal No. TYP317-00006 and TYP217-00013
STAFF REPORT
Planner Mark McCaffery asks the Planning Commission to review the application submitted to the City of Springfield for a
Discretionary Use and Site Plan Review Applications for a church facility expansion in the Kelly Butte neighborhood. The
subject site is addressed as 3695 W. Centennial Blvd. in Springfield, Assessor’s Map No. 17-03-27-44, Tax Lot(s) 02000 &
02100. The proposed church expansion includes a proposal to establish new parking and landscaping infrastructure and
associated Stormwater facilities. Section 3.2-210 of the Springfield Development Code (SDC) requires Site Plan Review and
Discretionary Use review for churches to be established in Low Density Residential districts.
The property that is the subject of the Discretionary Use request is located at 395 W. Centennial Boulevard, a developed
parcel containing a 1,196 square foot church facility. The 11,700 square foot property is improved with a 1,196 square foot
1-story church facility and small outbuilding located at the corner of W Centennial and Kelly Boulevards. A small improved
gravel driveway surface is accessed through an existing curb-cut approximately 40 feet from the intersection of W Centennial
and Kelly Boulevards. W Centennial Boulevard is functionally classified as an urban minor arterial roadway and Kelly
Boulevard is classified as a local road. Both roads are maintained by the City of Springfield and feature curbside sidewalks.
The subject property comprises lots 4 and 5 of Block 3 of the Sunny Side Addition which was platted in 1910. A 14 foot
wide east-west alley way runs along the southern portion of the property. Overhead electric utilities are located along the
western and southern portions of the property. A Lane Transit District bus stop is adjacent to the property along W
Centennial and a fire hydrant is featured on the northern portion of the property. The site is zoned and designated LDR in
accordance with the Springfield Zoning Map, the Kelly Butte Refinement Plan and the adopted Metro Plan diagram. Other
properties surrounding the subject site are zoned LDR.

Three written comments were received 1) Michael Bolk, 2) Mary Grace Brogdon and 3) Nancy and Dan Rarick

Commissioner Koivula was there talk of a nursery. The applicant responded that this would only be during church
hours.

TESTIMONY FROM THOSE IN SUPPORT
• Dan Rarick – 333 W. Centennial, claimed to be a Salvation Army Store. He mentions this because its not a fact, they are
not opposed to the development, they don’t want their view imposed by the building becoming larger. He would like to
have a sign at the alley that encourages right turns only. No other real concerns
• Nancy Rarick, 333 W. Centennial Blvd.; Springfield, Oregon 97477. Concerned about, small but concerned. The
heating system at the church roars on their house, she would like to have this system moved to the other side of the
building where there is no neighbors. She would also like the height, this would impose their view for sunsets each
night, all they would see is white and roof, no sunsets. Concerned with the parking on the Alley side, the parking facility
will be moved which would be only 5’ from the property line, she would like a barrier of some sort to protect her
property.

• Mark McCaffery- he would defer to the applicant for any comments on regarding the new concerns raised by the
neighbors.
Commissioner Koivula asked………………….Mark responded that the PW Director will have to approve the parking plan to make
sure that he required parking is .
Commissioner James, do we require a barrier for the parking area. Mark agreed that these are called wheel stops which
ensures………..
REBUTTAL FROM THE APPLICANT
• Roof Line, goal was to have the building look like there was not an addition built, they are 10’ under the allowable
height, they really are not open to changing the roof line.
• Sign at the Alley- People exit usually how they come in, doesn’t believe this will be an issue.
• Heating Unit, thinks they can move this to the other side
• Parking setback- the planning director does have the ability to approve or not approve . they would want to keep the
parking plan but will install the wheel stops.

PLANNING COMMISSION DISCUSSION
• Commissioner James- he heard the nature of concerns, and appreciates that the applicant is willing to move the heating
system and adding the wheel stops
• Commissioner Koivula has several concerns with the application………he thinks allowing the parking within the
setback is a bad idea. He visited the property this last weekend and realized how little parking……………the on-street
parking is not sufficient. He looks at it and it’s a very small restricted site, he doesn’t think the property is large enough
for the expansion and would vote no on the project.
• Commissioner Nelson is concerned with the parking and has driven by during service and there is a lot of cars on a small
lot
• Commissioner Vohs only concern is the lighting
• Commissioner James wants to point out that this application provides additional parking and they are not enlarging the
size of the sanctuary, the applicant is trying to bring the property more in alignment with the code. LDR provides
approval of churches on this property. This makes sense to him and he believes with the additional conditions should
help with some of the concerns of the neighbors. He is in favor of this project.
• Commissioner Dunn, there is a larger number of conditions, it is staff responsibility to make sure that all of the
conditions are met. He realizes there is a lot of work that still needs to be done.
• Commissioner James asked if the wheel stops are part of the Code and will have to be required. Mark responded yes.
• Commissioner Shorewood he had no other concerns and agrees with Commissioner James and Dunn. He doesn’t see to
many concerns as long as all the conditions are met, he is in favor.
