HomeMy WebLinkAbout2017 06 06 RS Spfld_LC City of Springfield Regular Meeting MINUTES OF THE JOINT REGULAR SESSION MEETING OF THE SPRINGFIELD PLANNING COMMISSION AND LANE COUNTY PLANNING COMMISSION HELD TUESDAY, June 6, 2017 The City of Springfield Planning Commission met in a Regular Session in the Library Meeting Room, 225 Fifth Street, Springfield, Oregon, on Tuesday, June 6, 2017 at 7:00 p.m., with Springfield Commissioner James and Lane County Commissioner Hledik presiding. The City of Springfield Planning Commission met in a Work Session in the Library Meeting Room, 225 Fifth Street, Springfield, Oregon, on Tuesday, June 6, 2017 at 6:15 p.m., with Springfield Commissioner James and Lane County Commissioner Hledik presiding. ATTENDANCE Springfield Planning Commissioners present were Chair James, Vice Chair Koivula, Commissioners Nelson, Vohs, Dunn, and Sherwood. Also present were, DPW Director Anette Spickard, Lane County Planning Commissioners present were Chair Hledik, Vice Chair Rose, Commissioners Coon. Kaylor, Sisson, Thiesfeld, Thorp, and Weeks. Springfield Staff: Current Development Manager Greg Mott, Current Development Planning Supervisor Jim Donovan, Senior Planner Andy Limbird, City Attorney Mary Bridget Smith and Kristina Kraaz and Management Specialist Brenda Jones and members of the staff. REQUEST FOR METRO PLAN DIAGRAM AMENDMENT AND ZONE CHANGE FOR ABOUT 421 ACRES OF PROPERTY IN THE SOUTHEAST THURSTON HILLS, JOURNAL NO. TYP417-00001 AND TYP317-00003- City of Springfield and Lane County Planning Commission Regular Meeting Minutes June 6, 2017 Page 2 STAFF REPORT Springfield Senior Planner Andy Limbird., is asking the Springfield and Lane County Planning Commissions to review the concurrent Metro Plan Diagram and Zoning Map Amendment applications for six contiguous, vacant, wooded parcels in southeast Springfield that comprise the planned Thurston Hills Natural Area Park. The proposed amendment would change the comprehensive plan designation and zoning for the property from Low Density Residential (LDR) and Light Medium Industrial (LMI) to Public Land and Open Space (PLO). Approximately 215 acres of the property proposed for Redesignation and rezoning is outside the Springfield City Limits and Urban Growth Boundary and therefore requires approval by Lane County. The applicant has submitted concurrent Metro Plan diagram and Zoning Map amendment applications for six contiguous residential properties on 5th Street north of Q Street. The proposed amendment would change the comprehensive plan designation and zoning for the property from Low Density Residential (LDR) to Medium Density Residential (MDR) and High Density Residential (HDR). The requested amendment to the Metro Plan diagram would also concurrently amend the Q Street Refinement Plan diagram (a refinement plan to the Metro Plan) applicable to the site. THE MOTION PASSED WITH A VOTE OF 5 FOR AND 0 AGAINST 2 RECUSED. 5:0:2absent LEGISLATIVE PUBLIC HEARING 1. 2012 Willamalane Park and Recreation Comprehensive Plan – Springfield # TYP413-00003 Staff: Mark Metzger Lane County # 509-PA13-05304 Staff: Lindsey Eichner Mark Metzger senior planner, remarked that the City of Springfield relies upon Willamalane Park and Recreation District for the Cities Park Planning, the State requires Cities to develop plans for parks in the same way we have to plan for economics, residential, commercial, industrial development and with Willamalane being a special district that provides those services for the City, Willamalane has prepared a Comprehensive Plan that helps the City of Springfield to meet our State obligation. We are here this evening to look at updating and replacing 2004 Willamalane Park and Recreation District Comprehensive Plan, with a 2012 version. The proposal tonight is a Refinement Plan which makes it a Metro Plan document that does require City and County participation. There are criteria for approving Refinement Plan amendments states in reaching a decision upon Refinement Plan Amendments the Planning Commissions and City Council shall adopt finding which demonstrate performance to the following: 1. The Metro Plan; 2. Applicable State statues; and 3. Applicable State-wide Planning Goals and Administrative Rules That is the comp plan has to be consistent with the Metro Plan State statutes and applicable state administrative rules. Staff in its report has evaluated the Willamalane Comp Plan against these approval criteria and believes that the findings contained in the report give the Springfield Planning Commission a base a recommendation to the Springfield City Council to approve the Comp Plan.
