HomeMy WebLinkAbout2017 04 18 RS City of Springfield Regular Meeting MINUTES OF THE REGULAR SESSION MEETING OF THE SPRINGFIELD PLANNING COMMISSION HELD Tuesday, April 18, 2017 The City of Springfield Planning Commission met in a regular session in the City Council Chambers, 225 Fifth Street, Springfield, Oregon, on Tuesday, April 18, 2017 at 7:00 p.m., with Commissioner James presiding. ATTENDANCE Present were Chair James, Vice Chair Koivula, Commissioners James, Nelson, Vohs, Dunn, Landen, and Sherwood. Also present were, Current Development Manager Greg Mott, Current Development Senior Planner Andy Limbird, City Attorney Kristina Schmunk-Kraaz and Management Specialist Brenda Jones and members of the staff. ABSENT PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Chair Greg James Kristina explained to the audience if they wanted to speak to the item tonight that anyone speaking that this testimony would not be entered into the record. But that they could attend the May 5, 2017 City Council Public Hearing and give testimony at that time. DECLARATION OF CONFLICT • Read by City Attorney Kristina Schmunk-Krazz QUASI-JUDICIAL PUBLIC HEARING – Continued from April 4, 2017: PC Deliberation and Vote Only 1. REQUEST FOR METRO PLAN DIAGRAM AMENDMENT AND ZONE CHANGE FOR A 3.35 ACRE PROPERTY ON 5TH STREET, CASES TYP417-00002 AND TYP317-00004 Conduct deliberations and forward a recommendation to the City Council regarding a proposal to amend the adopted Metro Plan diagram and Springfield Zoning Map. On April 4, 2017, the Planning Commission conducted a work session and held a public hearing on the proposal to amend the Metro Plan diagram and Zoning Map. At the conclusion of the April 4, 2017 meeting, the public hearing and written record for the applications were closed. The Planning Commission now intends to review all materials and testimony submitted into the record, conduct deliberations, and forward a recommendation to the City Council. The public hearing before the City Council is scheduled for May 15, 2017. Senior Planner Andy Limbird Kristina asked if any of the Commissioners have any conflict of interest: • James responded that all the commissioners received an email after the hearing was closed, so this information cannot be used for this hearing. • No Contacts • No conflict of interest City of Springfield Planning Commission Regular Meeting Minutes April 18, 2017 Page 2 Commission Vohs asked if staff had any response to any of the information that was submitted at the April 4, 2017 hearing. Andy responded that this testimony will be entered into the packet for the City Council May 5, 2017 Commissioner James asked that staff bring up the zoning map on the council tv’s. James added that the Commission received additional testimony, written testimony and additional information from staff. Several of the concerns were voiced by the Written and by testimony by neighboring properties. James Setback for the original LDR, current setback would be 10’, is this correct? Andy responded yes. The request is to change this to MDR which would make the setback 25’ and only at the height of 25’. The LDR designation that is currently doesn’t predicate that this only be a single level which is not the case. Andy responded to this information James asked the Commission if this made sense to the Commissioners, they all nodded yes. Commissioner Landen asked staff about the setback, Andy responded. James asked about screening a buffering when property is zoned MDR when it is adjacent to LDR. Andy responded that some of the buffering in this area would be the fence and vegetation around the property, this would be vegetative screening. James as he was reviewing the staff report he noticed that across from 5th street that MDR and HDR have been developed, there seems to be a logical ……….one of the things that bothers him, Tax Lot 4601 is to close to the LDR, it would make him feel better if this tax lot would be zoned Nick Nelson agreed that the TL4601 should be TL5000 will be MDR Commissioner Landen explained to the audience where the commission is talking about regarding the tax lot. Sherwood asked what the easement is between 4601 and 4700. What would the height requirement be and what would the TL be.. andy responded…………… Vohs wanted to point out that currently there is not a site plan for this property, so until we see this we can’t really comment on this until the site plan is submitted. Buffering and screening will be a little more impactful Dunn surplus of …….. Greg James for Glenwood…..for this area this is………… Greg Mott responded that the lot 4601 is approximately 4600 ‘ this will allow 5 dwelling units or 7 as HDR. Koivula as he recalls there was a discussion regarding where the numbers are ….. another point that is being missed with this deficit, it appears that HDR is being over built…maybe not in Springfield but it does seem this is being over built. Andy responded that the one on game farm is a memory facility which is MDR…… Kristina explained about what the Legislature is pushing though and that this commission cannot use this for their decision tonight. James explained that the properties in question have 5 housing units. The council is wanting to promote infill and support the building to help housing supply. Sean Dunn Agreed, as does Commissioner Vohs. Michael Koivula has concerns with the banding of the zoning, which is not logical for future build and makes it seem as if staff is trying to shoe horn this zoning. He understands that the audience worries about the traffic, as he reads them the traffic is about 6 seconds. He believes that the fred Meyers City of Springfield Planning Commission Regular Meeting Minutes April 18, 2017 Page 3 property and cars leaving this property that this makes it a perfect accident like a t-bone accident that usually results in a hug accident or even death. He would like to see whatever type of buffering that can be done be done. Also he would like to see the vision clearance cleared. Commissioner Sherwood asked about the housing densities, are we taking into account the neighborhoods in the counts? Is there any concerns from staff that they are over burdening the other neighborhoods. Andy responded that he does not agree with this. Andy placed on the TV the City map showing the residential land by classification which shows this property as vacant and re-developable. In essence the City is wishing for ……..Andy responded that this is allowable and would address the cities overall Commissioner Vohs, all of the citizens that have concerns regarding this property, asked that the developer or there representative have some neighborhood meeting and have a discussion with these home owners on what they plan on doing with this property. PLANNING COMMISSION DELIBERATION- MOTION TO RECOMMEND APPROVAL OR APPROVAL WITH CONDITIONS OR DENIAL OF THE REQUEST BASED ON STAFF REPORT AND ORAL/WRITTEN TESTIMONY. 1. Metro Plan Amendment • Commissioner James Moves to forward a recommendation to the City Council to approve TYP417-00002, Rick Satres’ application on behalf of Roy Gray for a Type I amendment to the Eugene-Springfield Metropolitan Area General Plan diagram to: → Re-designate three parcels approximately 1.78 acres identified as assessor’s map 17-03-26-24, Tax Lots 4600, 4601 and 5000 from Low Density Residential to Medium Density Residential; and → Re-designate three parcels approximately 1.57 acres identified as assessor’s map 17-03-26-34, Tax Lots 4700, 4800 and 4900 from Low Density Residential to High Density Residential, Seconded by Commissioner Sherwood 7:0:0 City of Springfield Planning Commission Regular Meeting Minutes April 18, 2017 Page 4 2. Zoning Map Amendment • Commissioner Koivula moved to forward a recommendation to the City Council to approve TYP317-00004, Rick Satres’ application on behalf of Roy Gray to: → Rezone three parcels approximately 1.78 acres identified as assessor’s map 17-03-26-24, Tax Lots 4600 4601, and 5000 from Low Density Residential to Medium Density Residential; and → Rezone three parcels approximately 1.57 acres identified as assessor’s map 17-03-26-34, Tax Lots 4700, 4800 and 4900 from Low Density Residential to High Density Residential, • Seconded by Commissioner Vohs 7:0:0 Because the application meets the applicable criteria of approval.
