CCI Regular Meeting
MINUTES OF THE REGULAR MEETING OF
THE SPRINGFIELD COMMITTEE FOR CITIZEN,
INVOLVEMENT HELD WEDNESDAY, April 18, 2017
The City of Springfield Committee for Citizen Involvement met in a work session in the Jesse Maine Meeting Room, 225
Fifth Street, Springfield, Oregon, on Wednesday, April 18, 2017 at 6:30 p.m., with Greg James presiding.
ATTENDANCE
Present were Chair Greg James, Vice Chair Michael Koivula, Commissioners Tim Vohs, Sean Dunn, Andrew Landen,
and Troy Sherwood. Also present were Development and Public Works Current Development Manager Greg Mott,
Senior Planner Andy Limbird, City Attorney Kristine Kraaz, and Management Support Specialist Brenda Jones and
members of the staff.
ABSENT
STAFF REPORT
1. Downtown Design Standards Project: Citizen Involvement Update, TYP414-00001-
Principle Planner Linda Pauly submitted the staff report for the proposed mid-term adjustments to citizen involvement
activities for the remainder of the project. If approved by the CCI, the proposed changes would:
1) Modify the Downtown Citizen Advisory Committee (CAC) roster as proposed; and
2) Direct staff to seek additional citizen input over the next 4 months through focused outreach to address the vacant
categories on the CAC, and to address the City Council’s request for input from the development community.
Staff will continue to seek citizen input as outlined in the approved Citizen Involvement Pan.
Motions for tonight
1. Approve a new membership category for the Downtown CAC: Springfield Renaissance Development
Corporation (SRDC) representative.
2. Delete two membership categories (CDAC and NEDCO Downtown Program) from the Downtown CAC Roster.
3. Re-assign Karen Hagemen to serve as SRDC representative
4. Re-assign Steve Moe to serve as General Public representative.
5. Re-assign Vincent Martorello or Willamalane designee to server as the Willamalane representative
6. Direct staff to conduct focused outreach to members of the Historic Commission, Chamber of Commerce,
NEDCO, Springfield Downtown School representatives of the Design and Development Community
7. Direct staff to recruit for (2) General Public positions and (1) Downtown Business Owner position on the CAC.
