HomeMy WebLinkAbout2018 12 04 RS City of Springfield Regular Meeting MINUTES OF THE REGULAR SESSION MEETING OF THE SPRINGFIELD PLANNING COMMISSION HELD Tuesday, December 4, 2018 The City of Springfield Planning Commission met in a regular session in the City Council Chambers, 225 Fifth Street, Springfield, Oregon, on Tuesday, December 4, 2018 at 7:00 p.m., with Commissioner James presiding. ATTENDANCE Present were Chair Koivula, Commissioners Vohs, Landen, Bergen, Gill and McGinley . Also present were, Current Development Manager Greg Mott, Current Development Planning Supervisor Jim Donovan, City Attorney Kristina Kraaz and Management Specialist Brenda Jones and members of the staff. ABSENT Commissioner Sherwood- Excused PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Chair Koivula DECLARATION OF CONFLICT • Read by City Attorney Kristina Schmunk-Krazz Commissioner McGinley announced that she has a conflict of interest with the subject public hearing and has recused herself. Commissioner Bergen has a potential conflict of interest. She is a local realtor. She does not know the applicant but could in the future. QUASI-JUDICIAL PUBLIC HEARING – 1. REQUEST FOR METRO PLAN DIAGRAM AMENDMENT AND ZONE CHANGE FOR A 1.0 ACRE PROPERTY AT 273 DEADMOND FERRY ROAD, CASES 811-18-000182-TYP4 AND 811-18-000181-TYP3- STAFF REPORT Andy Limbird Senior Planner submitted his staff report via PowerPoint presentation to the Planning Commissioners. TESTIMONY FROM THE APPLICANT • Karl Mueller; 370 “Q” Street; Springfield, Oregon 97477 Testimony - Planner Commissioner Landen asked about the Flood Plain area Andy responded City of Springfield and Lane County Planning Commission Regular Meeting Minutes December 4, 2018 Page 2 TESTIMONY FROM THOSE IN SUPPORT • None TESTIMONY OF THOSE OPPOSED • None TESTIMONY OF THOSE NUETRAL • None SUMMATION FROM STAFF • REBUTTAL FROM THE APPLICANT • CLOSE OF THE HEARING • Hearing was closed by Commissioner Landen and seconded by Commissioner Vohs 5:0:2 PLANNING COMMISSION DISCUSSION • Commissioner Koivula commented that this application helps with the housing need in Springfield No other MOTION TO RECOMMEND APPROVAL OR APPROVAL WITH CONDITIONS OR DENIAL OF THE REQUEST BASED ON STAFF REPORT AND ORAL/WRITTEN TESTIMONY. PLAN DIAGRAM AMENDMENT Commissioner Koivula moves to forward a recommendation to the City Council to approve case 811-18-000182-TYP4 an application by Karl Mueller Enterprises LLC on behalf of Moktar Alhenyare, for a Type1 amendment to the Eugene-Springfield Metropolitan Area General Plan diagram and Gateway Refinement Plan map to re-designate approximately one acre of residential property located at 273 Deadmond Ferry Road (Map 17-03-15-40 , Tax Lot 01700) from Low density Residential, because the amendments meet the applicable criterial of approval. Seconded by Commissioner Vohs. 5:0:2 ZONE CHANGE Commissioner Koivula moved to forward a recommendation to the City Council to approve case 811-18-000181-TYP3, an application by Karl Muellar, Muellar Enterprises LLC on behalf of Moktar Alhenyare, to amend the Springfield Zoning map to rezone approximately one (1) acre of residential property located at 273 Deadmond Ferry Road (Map 17-03-15-40 Tax Lot 01700) from Low Density Residential to Medium Density Residential, because the amendments meet the applicable criteria of approval, with the conditions of approval contained in the staff report. Seconded by Commissioner Landen 5:0:2 IT WAS MOVED BY COMMISSIONER Kirschenmann WITH A SECOND BY COMMISSIONER Moe TO APPROVAL. THE MOTION PASSED WITH A VOTE OF 5 FOR AND 0 AGAINST 2 RECUSED. 5:0:2absent City of Springfield and Lane County Planning Commission Regular Meeting Minutes December 4, 2018 Page 3 REPORT OF COUNCIL ACTION Commissioner Koivula attended the _______ Council Meeting. Commissioner Vohs attended the 12/3/2018 Council Meeting.
