MINUTES OF THE WORK SESSION MEETING OF
THE SPRINGFIELD PLANNING COMMISSION HELD
TUESDAY, December 4, 2018
The City of Springfield Planning Commission met in a work session in the Jesse Maine Meeting
Room, 225 Fifth Street, Springfield, Oregon, on Tuesday, December 4, 2018 at 6:00 p.m., with
Commissioner Koivula presiding.
ATTENDANCE
Present were Vice Chair Koivula, Commissioners Bergen, Vohs, Landen, Sherwood, Gill and
McGinley. Also present were: Interim Community Development Manager Sandy Belson, Assistant
City Attorney Kristina Kraaz and Management Specialist Brenda Jones.
ABSENT
• Commissioner Sherwood- Excused
WORK SESSION- Training Session for the Planning Commissioners
1. The Springfield Context: : Our locally adopted plans and tools for implementation-
PowerPoint Presentation presented.
Sandy touched on these topics:
• History from 1939-1972
• Metro Plan Adoption 1980 – 1985
• Metro Plan Content
• Functional Plans
• Neighborhood Refinement Plans, and
• Implementation
• Questions from the Commissioners:
Commissioner Landen asked…
Commissioner Vohs asked who developed the Oxbow Plan
Commissioner Koivula asked about the reduction of SDC for ADUs
Vohs asked about the metro plan, he knows there are differences of opinions on what will
happen to the Metro Plan.
Sandy Springfield has their own Transportation Plan

Vohs worked on a Transportation issue, TransPlan.
Landen- building on flat land or hills
McGinley- Bike Pedestrian Plan
Koivula- Hillside development;
Bergen- nothing to share
2. Metro Plan and Zone Change training for Commissioners- Andy Limbird, Senior Planner
