CCI Regular Meeting
MINUTES OF THE REGULAR MEETING OF
THE SPRINGFIELD COMMITTEE FOR CITIZEN,
INVOLVEMENT HELD Tuesday, November 20, 2018
The City of Springfield Committee for Citizen Involvement met in a work session in the Jesse Maine Meeting Room, 225
Fifth Street, Springfield, Oregon, on Tuesday, November 20, 2018 at 8:30 p.m., with Michael Koivula presiding.
ATTENDANCE
Present were Vice Chair Koivula, Commissioners Sherwood, Vohs, Landen, Sherwood, Bergen, Gill and McGinley. Also
present were: Interim Community Development Manager Sandy Belson, Assistant City Attorney Kristina Kraaz and
Management Specialist Brenda Jones.

STAFF REPORT
1. Development Code Update Project; Jo #811-18-000-
Mark Rust Senior Planner presented the topic The plan is designed to cover the complete project, not necessarily per
Phase.
QUESTIONS FROM THE COMMITTERE
Tim Vohs asked
Mark Rust responded that the City Council requested that they will revisit the committee’ such as the TAC or the
Governance Committee would be yearly

Mark Rust, Phase II would start prior to Phase I being completed. Mark is working on a much more detailed
schedule which is larger than the one in his presentation

Grace Bergen what would happen if this persons term ends would there role on the governance committee end as well?

Mark Rust added that he will; be changing the word “Public” to “Committee”

Michael Koivula thought it would be a good idea to have an explanation …..also under the presentation and
events………….. potential impacts would be a better term to use….. Mark agreed. And said this would make it more
clear……….also Technical Advisory and ……..
Mark Rust asked if ………….

Kuri Gill thanks Mark for his work. To play off of what Mike was saying, she wanted to make sure everyone knows how
important this is and how much it matters. Under the community engagement goals, she believes that this is an Action
which should be a goal. And on the engagement strategies, she thought a survey would be important like ----------get
some pre-input survey—she thought this would be an important tool.
Mark Rust understands what she’s asking and has a few ideas. He’s has some concerns with --------urban growth
boundar5y----employment -------he thinks her idea is partly already in the plan and would be happy to discuss this
a little more and get her idea’s. ---------- LISTEN TO RECORDING
Kuri would also like to see this also in Spanish if possible
Mark met with our Public Relations staff to get an idea of how they convey the message, he really likes Kuri’s
Idea and thanked her for her comments

Mark recognized the conflict with affordability and Low income…………..he is not opposed to striking out the
word “Affordasbility”
Michael Koivula likes the word “Affordability”

Mark Rust answered that
Troy thinks that the affordability is extremely important. He agree’s with the intent but wants to highlight affordability
Michael still doesn’t see the consumers of business or youth, he thinks Mark should offer ………..a larger committee
would be good on the longer term committee’s………..
Mark responded that he can takes a look at this and
Kuri also added
Mark said that would be true as well as ………..all income –third bullet………..Mark will take a look at the key
messages from the comprehensive plan
Grace asked if it would be possible to do some video messaging v. written messaging, wh feels this might capture the
attention of some of the demographic
Mark would be happy to look into this
Sandy added that during the affordable housing they used …………. She encouraged mark to talk with amber to

Grace added ……….. also, page 5 of 6 housing ……Springfield Realitor’s is actually Springfield Board of Realitor’s…..
Mark would like to be more broad and not only have a Real Estate agent but more so anyone. Mark asked if he
should change the name to Springfield Board of Realitor’s
Grace asked about the appraiser’s
Mark added that his thinking about this was ----------residential appraiser
Grace was looking for a point of clarification.

Troy said he is familiar with the video that Sandy is talking about but thought…

Troy said that specifically to this process more specifically for TAC………….he thinks LINKED In might get the City to
more professional candidates
Mark said that they could look into this more.

Michael asked if the Commission would like to see who would be interested in being on the Governance Committee
Grace Bergen would he interested in being on the TAC Committee
Andy Landen would be interested in being on the Governance Committee
Troy Sherwood be interested in being on the Governance Committee
Tim Vohs would be interested in being on the Governance Committee
Sophia McGinley would be interested on the Technical Committee
Kuri Gill?

Troy Sherwood would like to see more of the Commissioners be as involved as we can…….
