MINUTES OF THE WORK SESSION MEETING OF
THE SPRINGFIELD PLANNING COMMISSION HELD
TUESDAY, July 17, 2018
The City of Springfield Planning Commission met in a work session in the Jesse Maine Meeting
Room, 225 Fifth Street, Springfield, Oregon, on Tuesday, July 17, 2018 at 6:00 p.m., with
Commissioner James presiding.
ATTENDANCE
Present were Chair James, Vice Chair Koivula, Commissioners Vohs, Dunn, Landen, Sherwood and
Bergen. Also present were, DPW Manager Sandy Belson, Senior Planner Molly Markarian, City
Attorney Kristina Kraaz and Management Specialist Brenda Jones and members of the staff.
ABSENT
• Commissioner Sherwood- Excused
WORK SESSION STAFF REPORT
1. Main Street Safety Project-
Senior Planner Molly Markarian presented the Power Point Presentation regarding
Springfield’s Main Street Safety Project.

Commissioner James asked about ODOT and the contract
Molly responded that this is ODOTs contract
Commissioner Koivula asked about safety
Molly responded that they are not at that level yet
Commissioner James looking at the Team Springfield, asked why Willamalane is not listed
since they have parks on Main Street. They should be involved
Commissioner Vohs asked…..(listen to recording)
Bill Johnson with ODOT responded yes, there is a finance ……. , they cannot use the hearts
funds, ODOT will find the money to build it, as it turns out the 4m will not be able to
complete the project, but is confident they will find the money.

Key Messages:
Cheree asked that the Commissioners to give her a list of things regarding the Key messages
that resonates with them regarding the public input……
Commissioner James, the Commission has been through a lengthy process with the TSP, they
had several Main Street Businesses, that those businesses know that this is the plan that they
will be able to give their input. As far as the Purpose Statement, it reflects very
well………The public needs to know how the two pieces Mains Street Safety and the TSP
how they will be working together.
Cheree asked where commissioner James thinks this message should fall?
Commissioner James said it didn’t matter as long as it’s somewhere. He wants the public to
have a clear understanding how this whole process is going to work.
Commissioner Koivula thinks it critical that the message addresses how the most unsafe
corridor is going to become safer.
Commissioner Koivula said there will be a lot of friction regarding an idea of roundabouts.

Community Engagement:
Cheree defined what they are talking about when talking about Community Engagement…
What she wants to do with the team is work through this document and then in September
bring it back to the Planning Commission for their input.
Commissioner James asked if any Focus groups will be scheduled …..
Cheree responded that they are doing is local access meetings and small group meetings….the
same intent is there….
Cheree asked the commission if they have any other ideas that they should be looking at.

Corridor Strategic Advisory Committee (SAC)
Cheree will be asking in September if this following
Molly………a recruitment will be posted 7/20
Commissioner James asked how much time will be required for this committee?
Cheree said that there will be 10 2-hour meetings over a 3-year commitment
Molly added that when they craft the media release, they will be sure to outline all of those
components.
Commissioner Vohs asked about the raised center median treatments are a given…..
Molly responded that this process will look at all of this information and all the data that they
can get to help with the process.
Bill Johnson added that they have identified where the most critical areas are in Oregon. He’s
not sure where the center median came from, because ODOT has their own concerns with
Main Street……….it’s not a continuous median without any left hand turn.
Commissioner James added………
Molly added why certain types of devices are used for certain types of crashes.
Commissioner Koivula asked to go back to the Advisory Committee website
Commissioner Landen asked about the pedestrian projects, is this part of this project

Sandy Belson is hearing about that there is a desire to know why these certain types of
medians being used….the story needs to be told.
