MINUTES OF THE REGULAR SESSION MEETING OF
THE SPRINGFIELD PLANNING COMMISSION HELD
Wednesday, February 21, 2018
The City of Springfield Planning Commission met in a regular session in the City Council Chambers, 225 Fifth Street,
Springfield, Oregon, on Wednesday, February 21, 2018 at 7:00 p.m., with Commissioner James presiding.
ATTENDANCE
Present were Chair James, Vice Chair Koivula, Commissioners James, Nelson, Vohs, Dunn, Landen, and Sherwood.
Also present were, Current Development Manager Greg Mott, Current Development Planning Supervisor Jim Donovan,
City Attorney Kristina Kraaz and Management Specialist Brenda Jones and members of the staff.

1. ZONING MAP AMENDMENT- REZONE APPROXIMATELY 5.23 ACRES OF MOSTLY VACANT
LAND FROM LOW DENSITY RESIDENTIAL (LDR) TO PUBLIC LAND AND OPEN SPACE (PLO)

STAFF REPORT
Andy Limbird Senior Planner, the property requested for Zoning Map Amendment is a mostly vacant 5.23-acre
parcel near the intersection of South 32nd Street and Jasper Road. This property was the subject of an annexation,
approved in 2016, and subsequent Site Plan Review Approval for the development of Project #4.17, Willamalane
Comprehensive Plan, for a natural area park, trailhead parking lot, and a portion of the Mill Race pathway, also
approved in 2016. The applicant is requesting a Zoning Map amendment to change the zoning of the property
from Low Density Residential (LDR) to Public Land and Open Space (PLO). The property is addressed as 3202
Jasper Road (Assessor’s Map 18-02-06-24, Tax Lot 4000).
The subject property is zoned and designated LDR in accordance with the Springfield Zoning Map and the
adopted Metro Plan diagram. Section 3.2-705.A of the Springfield Development Code (SDC) provides for PLO
zoning to be applied to properties planned for park and open space uses. The subject property is owned by
Willamalane and is a part of the Mill Race pathway system. The Mill Race pathway connections between the
Middle Fork pathway, South 32nd Street, and the Booth-Kelly site near downtown Springfield are identified as key

projects in the adopted Willamalane Comprehensive Plan, which is a refinement plan to the Metro Plan. Project
4.17 of the Willamalane Comprehensive Plan.
Thurston Hill , the land will not be part of the
Designation change to Parks and Open Space. Point of clarification
Staff did not receive any emails, mail or calls regarding this action.
Commissioner Vohs, currently there is a UGB expansion going on now, is there a possibility that one of the
expansion area’s

Mary Bridget responded that we are still waiting for the ruling
Greg Mott, he will make sure that the commission gets a copy of the map that shows the new boundaries
Commissioner Vohs with the Commission hearing testimony of the TSP application has there been any
information submitted regarding a new apartment building being built
Andy Limbird responded…..and also talked about the Gray property appeal and the Remand
Commissioner Koivula this could be very dense
Andy responded.

Planning context
Trailhead , path, slough and pedestrian path over the slough. The remainder of the property had been developed as a
trailhead path.
This property was part of another …..tract which was purchased for the trailhead and path.
Mountain View Apartments has been the rumor but this property still remains as LDR
Findings in the staff report remain and supports the staffs recommendation.

Commissioner Sherwood moved to approve the Zoning Map Amendment Jo. NO. 811-18-000003-TYP3 for 5.23 acres of land
from Low density Residential to Public Lands and Open Space located at 3202 Jasper Road. Seconded by Commissioner Vohs
6:0:1 abstained.

BUSINESS FROM DEVELOPMENT AND PUBLIC WORKS
• Greg talked about the Code re-write and where we are in filling that position. All agencies are having trouble
with getting qualified applicants. This is a huge problem around the state.
• Greg also updated the Commission with the back fill of the Planner I position. They will be doing interviews this
Friday February 23, 2018.
• Commissioner Vohs asked Greg Mott a question regarding the Code update that was completed last year adding a
