HomeMy WebLinkAbout2018 01 17 RS City of Springfield Regular Meeting MINUTES OF THE REGULAR SESSION MEETING OF THE SPRINGFIELD PLANNING COMMISSION HELD Wednesday, January 17, 2018 The City of Springfield Planning Commission met in a regular session in the City Council Chambers, 225 Fifth Street, Springfield, Oregon, on Wednesday, January 17, 2018 at 7:00 p.m., with Commissioner James presiding. ATTENDANCE Present were Chair James, Vice Chair Koivula, Commissioners James, Nelson, Vohs, Dunn, Landen, and Sherwood. Also present were, Current Development Manager Greg Mott, Senior Planner Andy Limbird, City Attorney Kristina Kraaz and Management Specialist Brenda Jones and members of the staff. ABSENT None PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Chair Greg James APPROVAL OF MINUITES: • Commissioner Vohs Move to approve minutes of the Committee for Citizen Involvement, o June 20, 2017 with the following amendments… seconded by Commissioner Landen 7:0:0 • Move to approve minutes of the Planning Commission o July 18, 2017 Work Session, o October 17, 2017 Regular Session, o November 8, 2017 Regular Session Comment from Koivula to get CRITERIA OF APPROVAL: • Read by Kristina Kraaz DECLARATION OF CONFLICT • Read by City Attorney Kristina Krazz • Andrew Landen works for PeaceHealth but has no financial gain of this application is approved. PeaceHealth Guest House – Discretionary Use 811-17-000143-TYP3; Site Plan Review Application 811-17- 000155-TYP2 – Andy Limbird Senior Planner, The residential guest house is proposed to be located on the north side of Joseph Place just east of the intersection with Martin Luther King Jr. Parkway. The property is addressed as 116 St. Joseph Place. (Assessor’s Map 17-03-22-00, Tax Lots 100 & 200). The subject property is owned by PeaceHealth and is currently vacant. The subject site is zoned Medium Density Residential (MDR) in accordance with the Springfield Zoning Map and it lies outside the Riverbend Master Plan and Nodal Development area. Properties in the Immediate vicinity are zoned Low Density Residential (LDR) MDR, Mixed Use Commercial (MUC), Campus Industrial (CI) and Medical Services (MS). ……….a narrowing of the property , everything west of the sight . The memory care facility is allowable Comments from the Fire and Life Department- he fire department has requested that this location be locked using a Public Works lock, so they can enter this location. Commissioner Vohs Andy responded that the Cities……this is a short run that is …….. Commissioner Sherwood asked about the easement as well, this easement will go through the applicants property. Andy responded that there would be Commissioner Koivula attachment 2, 2 of 14, hes not sure what the exception and was awarded the exception. He appreciates the work staff has put into this application. PLANNING COMMISSION DISCUSSION: • Commissioner Koivula wanted to reiterate how impressed he is • Commissioner James would also like to add that he is very impressed with the facilities that are being built in this area………single story will fit very well in this area. MOTION TO RECOMMEND APPROVAL OR APPROVAL WITH CONDITIONS OR DENIAL OF THE REQUEST BASED ON STAFF REPORT AND ORAL/WRITTEN TESTIMONY. MOTION: Commissioner Sherwood moved to approve 811-17-000143-TYP3, PeaceHealth’s application for Discretionary Use approval for a guest house facility at 116 St. Joseph Place, Map 17-03-22-00, Tax Lots 100 & 200, because the application meets the applicable criteria in the Springfield Development Code. Seconded by Commissioner Vohs 7-0-0 Motion carries 7-1-0 Commissioner Koivula moved to approve 811-17-000155-TYP2 PeaceHealth’s application for Site Plan Approval at 116 St Joseph Place, Map 17-03-22-00, Tax Lots 100 & 200, because the application meets the standards of criteria in the Springfield Development Code. Seconded by Commissioner Vohs. 7:0:0 REPORT OF COUNCIL ACTION: • Commissioner Vohs, Dunn and Sherwood briefed the Commissioners of the Council Meetings they attended. • Commissioner James gave an update on the new Hamlin building and the new Administrative Building located next to City Hall. • Commissioner Landen gave a short brief regarding the BPAC Committee BUSINESS FROM THE PLANNING COMMISSION: • Election of Planning Commission Chair and Vice Chair. He wanted to thank the Commission for the support the Commission has shown hm. He also reminded the Commission that his term ends in October 2018. He would also would entertain staying on as the Planning Commission Chair. Commissioner Landen nominated Greg James as Chair seconded by Commissioner Koivula. 6:0:1 Greg James did not vote. Commissioner James moved to keep Commissioner Koivula as a Vice Chair. Second the motion by Commissioner Landen 6:0:0 Koivula did not vote for himself.
