Work Session Meeting
MINUTES OF THE REGULAR MEETING OF
THE SPRINGFIELD COMMITTEE FOR CITIZEN,
INVOLVEMENT HELD TUESDAY, May 20, 2014
The City of Springfield Committee for Citizen Involvement met in a regular meeting in the Council Chambers Meeting
Room, 225 Fifth Street, Springfield, Oregon, on Tuesday, May 20, 2014 at 7:00 p.m., with Greg James presiding.
ATTENDANCE
Present were Chair Greg James, Vice Chair Nick Nelson, Commissioners Johnny Kirschenmann, Steve Moe and
TimVohs. Also present were Current Development Manager Greg Mott, City Attorney Lauren Rich, and Management
Support Specialist Brenda Jones and members of the staff.

Lauren Rich proceeded to instruct the Committee for Citizen Involvement how the meeting would proceed.
INDIVIDUAL DECLARATION OF POTENTIAL CONFLICTS OF INTERET OR EX-PARTE CONTACT
Commissioner James – potential conflict would only be if he was going to run for City Council, but will has no idea of
running for any position at this time.

STAFF REPORT
Neil Laudati presented the staff report regarding Council Compensation. The City Council ……………….76% of those
that took the survey approved moving forward …………..
Greg Mott asked if the survey if it addressed the amount of compensation.

COMMITTEE DISCUSSION AND MOTION:
Commissioner Moe – would like to add any natural cost of living to the motion, and would like to see it go back to the
voters for any major change to the dollar amount.
Commissioner Nelson – agrees with Commissioner Moe and those who took the survey
Commissioner Kirschenmann – after being on the Commission for over 7 years feels like he has a clear vision of who our
Councilors are. He agrees that paying the Council is a good idea and adding a cap of the Cost of Living.
Commissioner Vohs – agrees with the Committee but would like to see that the motion is more inclusive instead of just a
yes or no.
Commissioner James – personal opinion after looking at all the data and researching what other jurisdiction do. The
Council should not have any out of office expense because they are City Councilors. He believes that the community is
conservative but extremely supportive.
There was an express concern that automatic increases decided by just the council. He would like to see that the motion
states such.
Commissioner Vohs would also like to see that any increase go before the voters not that the council or the budget
committee.
Commissioner Kirshenmann asked Commissioner Vohs to explain one of his comments.

Commissioner James reminded everyone that they have done the job that they were asked to do

Commissioner Moe added that the Council trust the Committee and will take the time needed
MOTION
• Commissioner Moe recommends that the Council move forward with placing a charter amendment regarding
Council Compensation on the ballot November 2014 with the following additional recommendations for Council’s
consideration; and recommend that the base be $300. For City Councilor and the Mayor start at the base of $500.
