Work Session Meeting
MINUTES OF THE WORK SESSION MEETING OF
THE SPRINGFIELD PLANNING COMMISSION HELD
TUESDAY, September 16, 2014
The City of Springfield Planning Commission met in a work session in the Jesse Maine Meeting
Room, 225 Fifth Street, Springfield, Oregon, on Tuesday, September 16, 2014 at 6:00 p.m., with
Commissioner James presiding.
ATTENDANCE
Present were Chair James and Vice Chair Nelson, Commissioners Kirschenmann, Salladay, Vohs, and
Pishioneri. Also present were Current Development Manager Greg Mott, Principle Planner Linda
Pauly, City Attorney Lauren King and Management Support Specialist Brenda Jones and members of
the staff.
ABSENT
None
PRESENTATION
1. Main Street Corridor Vision Plan Project Update Program -
Linda Pauly Principle Planner stated that one year ago (September 17, 2013) the CCI approved the
Citizen Involvement Plan for the Main Street Corridor Vision Plan project. Since then, the City has
conducted extensive outreach activities to involve the community in development of integrated land
use and transportation visions for lands along Springfield’s Main Street/Highway 126. The purpose of
the Plan is to take a comprehensive look at the future of the Corridor as a whole and how it connects
Springfield while considering community development, transportation projects and other initiatives to
improve Main Street’s economic vitality and livability. The Planning Commission will conduct a work
session on the Draft Main Street Corridor Vision Plan on November 4 and a public hearing on
February 17, 2015.
This project is the first phase of a comprehensive planning process. The adopted Vision Plan will
inform and guide:
• preparation of updated Springfield Comprehensive Plan land use designations and zoning in
Phase Two to support the implementation of the vision;
• preparation of the Springfield Comprehensive Plan (2030 Plan) Land Use and Urban Design
Element;
• the Main Street segments of the Main – McVay Transit Study
The Vision Plan project is part of a larger, coordinated City of Springfield multi-element Main Street
Project that also includes implementation of new pedestrian crossings in the shorter term and a study
to consider future transit options in the Main–McVay Corridor.
Commissioner Pishioneri asked Linda Pauly the web address for this project. Linda responded that
she would give that address at the end of the presentation.

Draft Strategies and Actions:
Strategic Goals for Main Street
Questions 1 – 4 speak to the Strategic Goals for Main Street Transportation Choices:
Commissioner Pishioneri is not sold on a presentation he participated which was called the
Kibble…..?
Commissioner James asked if the current plan in Glenwood specifically the round-a-bouts, do
these work with the plan that is in place.
Stacy is concerned with keeping the traffic moving slower, she has seen in other jurisdictions
that they use other methods to slow traffic. Commissioner James would also like to see this.
Commissioner Pishioneri
Commissioner James asked about the bike connectors that are safe, he knows that
Willamalane has purchased property to help with the connectors.
Commissioner James asked if the light installed on main street if they have made a difference.
Linda moved on to questions 5 - 9 which the goals are for the main street transit and community
benefit.
Commissioner James asked if staff received a lot of Questions and/or comments regarding
alternative modes of transportation.
Linda asked specifically about questions 8 “Business outreach and support Programs”.
Commissioner Salladay said that the Eugene/Springfield leadership program will be starting
soon, this might be an opportunity for staff to present their material and receive comments.

Commissioner James likes the idea of how the swells are being dealt with.
#14 Zoning and code updates with appropriate design standards should be of interests to the Planning
Commission. Commissioner Moe responded that he felt like the City is doing in Glenwood. Linda
went on to day the she heard that
