RE: Development Initiation Meeting Narrative and Questions Regarding a PotentialAnnexation,
Zone Change, Comprehensive Plan Map Amendment, Phased Subdivision, and Mixed -housing
Development of a Property Adjacent Thurston Road in Springfield, OR.
The purpose of this development initiation meeting is to elicit feedback from the Cityof Springfield and other
affected agency stakeholders regarding a potential application for an Annexation, Zone Change,
Comprehensive Plan Map Amendment, Phased Subdivision, and Mixed -housing Development of a ±30.77 -
acre property (Tax Lot 3200 & 3603 of Lane County Assessor's Map Number 17023500) located within the
City of Springfield's Urban Growth Boundary and currently designated for Low Density Residential uses in the
City's Comprehensive Plan.
Surrounding properties to the south arewithin the Low Density Residential (UDR) zoning district, and thoseto
the east and west are within the Public Land & Open Space (PL) zoning district.
A conceptual site layout (see attached) illustrates the planned phasing of this mixed -density housing project
and includes a total of 22 single-family homes, 37 cottage cluster homes, and 342 multi -family homes.
In addition to any othertopics staff would like to discuss, wewould appreciate yourfeedback on thefollowing:
1. Based on our initial research, we understand that approval of the following land use actions are
necessary to advance the planned mixed -density project through land use entitlement:
a. Annexation of the entire ±30.77 property into the City of Springfield;
b. Amending the Comprehensive Plan Map designation, from Low-density Residential to
Medium -density Residential, for that portion of the site that is planned to host cottage
cluster- and multi -family home types;
C. Applying the City's R-1 zoning designation to that portion of the site that is planned to host
single-family residential homes;
d. Applying the City's R-2 zoning designation to that portion of the site that is planned to host
cottage cluster- and multi -family home types;
e. Subdividing the property in the manner shown on the attached conceptual site plan;
f. Site Plan review for the planned cottage cluster and multi -family homes;
g. A Tree Felling Permit to remove more than 5 trees within a 12 -month period.

Please confirm whether other land use applications and review procedures are needed.
Please also discuss the associated submittal requirements, decision making bodies, and
anticipated time frame for City approval based on current review times and staff workloads.
2. The planned development will provide needed housing and critical infrastructure connections in
this partof Springfield and will necessitate some degree of permanent impact to areas identified on
Springfield's local wetland inventory. Please confirm that the attached preliminary layout
(circulation patterns, lot orientations, street connections, dimensions, intersection spacing, block
lengths, etc.) is acceptable to the City. Please also share what feedback staff anticipates from the
Planning Commission, City Council, and neighbors.
3. Please discuss any known transportation or utility capacity concerns the City may have for this site.
4. Please discuss the scope of any traffic analysis requirements anticipated with the planned project.
5. Please confirm the stormwater management and water/sewer design requirements that would
apply to the planned development along with any identified masterplan improvements that may be
required.

questions we should be asking.
