2400 Hartman Lane
Oregon Urology Parking Lot Expansion
Branch Engineering Inc. Project No. 22-216
This lot is a developed property in the General Office Zone. It is composed of a
2.18 -acre property (Tax Map 17-03-22-33 Tax Lot 600). The property abuts Hartman Lane
to the east and lies between Harlow Road to the north, and Darlene Ave to the south
The existing property consists of a medical office with 34,158 SF of floor area and 105
total parking spaces. A stormwater facility runs along the southern side of the site which
overflows to the city system.
An expansion to the parking lot is proposed on the southeast end of the site,
replacing some of the existing storm facility. A total of 18 additional spaces are planned,
as well as a new storm planter and additional stormwater storage. The storage under
parking will be permitted through DEQ with a UIC permit and lies in the 99 -year time of
travel zone according to the City of Springfield and Springfield Utility Board Wellhead
Protection Areas map. This expansion does not exceed the maximum allowable parking
spaces for the site according to SDC 4.6.125, and the stormwater overflow into the city
system in the proposed design matches the existing conditions for a Springfield 25 -year
storm event.
In the proposed parking area, there are several different easements including
Public Utility Easements along the south and east property lines and an easement to the
Springfield Utility Board. These easements and others reduce the available area for tree
planting. There is 1,763 SF of landscaping requiring 17 trees and 69 shrubs. The
proposed landscaping plan shows 4 new trees and one existing with 76 shrubs, 11
grasses, and 30 ground cover. This provides more plants than required, but there is not
enough space for the required trees.
