Minutes for Tuesday, November 2nd, 2021
Work Session
Meeting held virtually via Zoom
Planning Commissioners Present: Chair Sophie McGinley, Vice Chair Andrew Landen, Kuri Gill,
Andrew Buck, Matthew Salazar, Grace Bergen, and Michael Koivula
Staff: Sandy Belson, Comprehensive Planning Manager; Mark Rust, Current Planning Supervisor;
Arva Hussain, Assistant Planner; Michael Liebler, Civil Engineer; Brian Barnett, City Traffic

Chair Sophie McGinley called the meeting of the Planning Commission Work Session to order at
6:00 P.M.
WORK SESSION ITEM(S)
1. Main Street Safety Project – Draft Facility Plan
Staff: Molly Markarian, Senior Planner

• Commission members’ declaration of potential conflicts of interest
Potential Conflicts of Interest:
• Chair McGinley has no potential conflict of interest.
• Vice Chair Landen has no potential conflict of interest.
• Bergen is owner of a real estate company and has a potential conflict of interest.
• Koivula has no potential conflict of interest.
• Gill has no potential conflict of interest.
• Buck has no potential conflict of interest.
• Salazar has no potential conflict of interest.
Molly Markarian / Staff: gave a presentation on the Main Street Safety Project with an
emphasis on Chapters 4 and 5 of the Draft Facility Plan, which focus on the toolbox of solutions
and how they could be implemented. She also gave the Commissioners an update about the
feedback from the community about the Draft Facility Plan and the Technical Memorandum 19
as well – as next steps (see PowerPoint presentation).
Commissioners asked questions and discussed the information provided. Commissioner
Koivula shared his notes with the Commission.
2. Development Code Update Project

Potential Conflicts of Interest:
• Chair McGinley has no potential conflict of interest.
• Vice Chair Landen owns property in Springfield and has a potential conflict of interest.
• Bergen owns property in Springfield and is an active realtor and has potential conflicts
of interest.
• Koivula owns residential property in Springfield and has a potential conflict of interest.
• Gill owns residential property in Springfield and has a potential conflict of interest.
• Buck owns residential property in Springfield and writes insurance claims and has
potential conflicts of interest.
• Salazar owns residential property in Springfield and works with a real estate developer
in Springfield and has potential conflicts of interest.
Mark Rust / Staff: informed the Commissioners that the draft code sections in the packet are
not the same as the ones presented before. Prior Work Session packets included the same draft
code sections as presented last Summer. The current packet has integrated comments from the
public into the draft code, which has also been updated to include notes (see PowerPoint
Presentation).
Chair McGinley: informed the Commission that the next meeting of the Planning Commission
will be a joint Work Session with City Council on November 8th, 2021 at 5:30 p.m. (virtual only).
Mark Rust / Staff: informed the Commission that there will be another Work Session on the
Development Code Update Project on November 16th, 2021.
