ISSUE
STATEMENT:
Oregon mandates land use planning across the state and requires Planning
Commissions to play a role in land use planning for its cities and counties.
Commissioners’ knowledge about the basics of planning for how we use our land is
valuable for an informed decision-making process. September’s meeting is an
opportunity to step back from specific project work and explore how land use
planning works in Springfield and why it matters.

DISCUSSION:
This training session focuses on the regulatory framework of comprehensive
(“long-range”) land use planning in Springfield. It provides high-level context for
Planning Commission activities, which include making recommendations to
Council for comprehensive land use planning projects, recommending decisions for
certain land use decisions, and issuing quasi-judicial land use decisions as
prescribed in the Springfield Development Code.
Specific topics of this training are about:
• Where Oregon’s statewide planning framework came from and what it
looks like
• What this framework means for Oregon’s local areas like Springfield
• How Springfield structures its comprehensive planning as it evolves
• Why land use planning touches our lives on a daily basis
Staff will come prepared to discuss the recorded presentation with the Commission
but does not intend to replay this content or present at the meeting.
