REQUESTED:
Review and appoint applicants for the project’s future Project Advisory Committee.
ISSUE
STATEMENT:
The project’s Community Engagement Plan identifies a Project Advisory Committee
(PAC) as one way to thoughtfully inform development of the draft property-specific
Comprehensive Plan Map. Staff received 8 applications for the Springfield Committee
for Citizen Involvement’s (CCI’s) consideration.

DISCUSSION: To promote and enhance meaningful opportunities to work with community members
on the City’s planning projects, Springfield’s CCI appoints planning advisory
committees per Springfield’s adopted Citizen Involvement Program.
The role of the PAC for the Comprehensive Plan Map Clarification Project will be to:
• Identify, discuss, and aim to resolve issues and concerns
• Provide information as requested
• Review and provide feedback on draft work products
The PAC will provide input to staff on specific questions and on the draft map but will
not formally vote or provide a recommendation to Planning Commission or City
Council.
Staff received 8 applications for the CCI’s consideration. Applicants’ experiences and
lenses for this project by select topics include:
• Springfield resident: 4
• Springfield property owner: 3

Attachment 1 provides information about applicants’ background as relevant to the
CCI’s decision and their detailed responses to project-specific questions.
Staff used an open process to recruit potential members. This process ranged from
placing printed informational fliers and applications at community centers, posting on
social media, a news release, features in newsletters, and direct outreach. Attachment 2
lists specific recruitment activities.

I bring experience dealing with land use issues of many varieties across the state. The work of 1000
Friends is to help communities adopt policies that enhance Oregon’s quality of life.

I have not looked at the Metro Plan Diagram, but I have seen many equivalent plans in other
communities.

I sit on the Envision Eugene Technical Advisory Committee for long range planning. I also have sat on
other advisory groups in communities across the state and rule advisory committees.

I regularly work with ArcGIS Online at work on an everyday basis.

I have looked at the Metro Plan Diagram to better inform myself of the different land uses throughout
the city. I am also a big map nerd and love reviewing maps.
Why are you interested in serving as a Committee member? Examples of how you might answer

or community topics of interest to you that relate to this Committee.
I desire to use my Planning, Public Policy, and Management degree to serve my community and hope
to build on the community engagement, mapping, and planning skills I have gained through the many
hands-on projects I have been a part of at UO. I care deeply about social justice, disability justice, and
environmental justice and look at the world through these lenses. I hope to bring these lenses to the
committee to ensure the committee is equitable and constantly has all stakeholders in mind, even those
most often underrepresented.

This summer I am volunteering for the Bicycle & Pedestrian Advisory Committee to conduct safe
street and pedestrian safety audits. I have never sat on a committee, but I have been involved in
community projects and spent a lot of time volunteering when I was growing up.

I have nearly a decade of land use planning experience in the state of Oregon, with stints in both the
public and private sectors. The public and private sector experiences provide a more comprehensive
perspective on planning practice and how we use the tools of the profession.

Yes, I use the Metro Plan Diagram on a regular basis, most often while conducting due diligence
research on behalf of clients that are considering a property acquisition or potential development.
Why are you interested in serving as a Committee member? Examples of how you might answer
this could be to share what you hope to gain from this experience, what you hope to contribute,
or community topics of interest to you that relate to this Committee.
My varied public and private sector professional background could provide a unique voice/perspective
on the committee. I also am curious about the experience of serving on such a volunteer committee
after several years in the public sector when I regularly staffed advisory committees. It feels like a nice
opportunity also to stay current on long-range planning and more technical aspects of planning that I do
not work on in my present position.

In my prior roles as a local government planner, I regularly staffed such advisory committees or made
presentations to and sought guidance from similar advisory or policy committees. This would be my
first experience serving on a local government committee.

I work as an Associate Planner in the private sector, consulting and assisting property owners in
understanding and ideally achieving their Land Use Planning goals. I work primarily with (but not
limited to) Springfield and Land County Planning. I currently own a home and property in Springfield,
and previously in Walterville (Lane County). I have a unique and comprehensive perspective on the
complexities of Oregon’s Land Planning and Management and believe I have a critical insight into
balancing the needs of the community with the needs of Oregon’s Land Use goals.

Yes I use it on a daily basis while evaluating projects in the cities of Springfield and Eugene, as well as
some unique projects that land in the yet unincorporated areas still considered Lane County.
Why are you interested in serving as a Committee member? Examples of how you might answer
this could be to share what you hope to gain from this experience, what you hope to contribute,
or community topics of interest to you that relate to this Committee.
If there is any way I can help streamline Land Use Planning processes, e.g., with easier research tools
and more transparent property specific information, so that Planners (public and private) and land
owners may better understand the City of Springfield’s current and future Land Use requirements,
plans, and development necessities, I would be very excited to be a part of that. If chosen to participate
in this PAC, I hope to learn a lot, and ideally become part of creating a responsible, collaborative, and
unique plan for Springfield’s continued flourishing.
