ISSUE STATEMENT: In accordance with Springfield’s adopted Citizen Involvement Program and Statewide Planning Goal 1: Citizen Involvement, Lane Council of Governments drafted a Communications Plan for updating the PFSP. Staff request input on and approval of the Draft Communications Plan early in the project to inform next steps. ATTACHMENT 1: Draft Communications Plan DISCUSSION: The Eugene-Springfield Metropolitan Area Public Facilities and Services Plan (PFSP) is a functional refinement plan of the Eugene-Springfield Metropolitan Area General Plan (Metro Plan). It satisfies state requirements for public facilities plans for Eugene, Springfield, and Lane County and addresses needs for water, wastewater, stormwater, and electrical facilities and projects. The Cities have adopted individual amendments to the PFSP since it was jointly adopted in 2001, but the PFSP document itself has not been updated to reflect any amendments since 2011. Eugene, Springfield, and Lane County recently initiated a process to update the PFSP with support from Lane Council of Governments (LCOG). This project is intended to: incorporate plan revisions adopted by ordinance since 2011 that have not yet been incorporated into the PFSP document; revise, clarify, and update PFSP text to facilitate use by jurisdictional staff and the public; and update project lists and maps to reflect current facility master plans. Revisions may also include changes to the plan amendment process to align with the adopted 2014 Metro Plan amendment process. The Springfield Committee for Citizen Involvement (CCI) plays a key role in this process. To promote and enhance opportunities to work with community members on City-related planning projects, the CCI evaluates and approves Community Engagement Plans. Community Engagement Plans propose actions to seek an effective exchange of information during the formation and adoption of new and amended land use plans. At this meeting, staff will provide an overview of the project, highlight the content of the Communications Plan, and be available for questions. PROJECT MANAGEMENT TEAM ROSTER The project management team (PMT) for the PFSP update is responsible for establishing project expectations, reviewing PFSP draft versions, collaborating with Technical Advisory Committee members, and publicizing project updates, as needed. The PMT consists of staff members representing Lane County, the City of Eugene, and the City of Springfield. The TAC includes representatives from local agencies including: City of Eugene: Therese Walch and Rachael Vaicunas Eugene Water and Electric Board: Laura Farthing Lane County: Mauria Pappagallo Metropolitan Wastewater Management Commission: Matt Stouder Rainbow Water District: Jamie Porter Springfield Utility Board: Greg Miller (Water), Tamara Pittman (Electric) PROPOSED STAKEHOLDER OUTREACH STRATEGY LCOG staff has created and will maintain a project website as a means of keeping the public informed on the progress of the project: https://www.lcog.org/planning/page/pfsp-2022-update. Draft versions of the PFSP update will be posted on the website. The website will also contain project updates, PMT membership, TAC membership, updated schedules and Frequently Asked Questions (FAQ), as needed. LCOG staff will send an initial project announcement to local stakeholders to introduce the project and the project website; stakeholders will include Lane County Homebuilders, 1000 Friends of Oregon, the Eugene Chamber of Commerce, the Springfield Chamber of Commerce, Better Housing Together, Eugene Association of Realtors, and the Springfield Board of Realtors. The Cities of Eugene and Springfield will link to the project webpage on the LCOG website from their respective websites. The Cities will also provide project information in e-newsletters and through social media posts. The public will have several opportunities to provide input on the draft PFSP at public hearings and through written comment. The public will be invited to comment on the draft document in late Summer 2022 and then again during an open public comment period preceding the Fall 2022 joint planning commission meeting and an open public comment period preceding the Winter 2023 joint City Council/Board of Commissioners meeting. WRITTEN PUBLIC COMMENT: The public will be able to provide written public comment from Summer 2022 to Winter 2023. The public will have access to draft versions of the document via the project webpage: https://www.lcog.org/planning/page/pfsp-2022-update. The public will also be able to provide testimony at a second public hearing in Winter 2023, held by the City Councils of Eugene and Springfield and the Lane County Board of Commissioners. PROJECT TIMELINE The PFSP update kicked off in January 2022, with plans to have the document finalized and approved by June 2023 by the City of Eugene City Council, the City of Springfield City Council, and the Lane County Board of Commissioners. The target schedule is: January 2022 – Project Management Team Project Kickoff February 2022 – Technical Advisory Committee Project Kickoff February – July 2022 – Draft document and project lists developed July 2022 – Project Management Team reviews draft document August 2022 – Technical Advisory Committee reviews draft document September 2022 – Public Comment Period Fall 2022 – Joint Planning Commission Hearing, Public Comment Period Winter 2023 – Joint Council/Board of Commissioners Hearing Spring-Summer 2023 – Request Formal Adoption Attachment 1, Page 3 of 3
