ITEM TITLE: DEVELOPMENT CODE UPDATE PROJECT
ACTION
REQUESTED:
Staff is providing an opportunity for the Springfield Planning Commission to
deliberate on language to include in a supplemental recommendation to the City
Council as part of the Development Code Update Project, Phases I and II.
ISSUE
STATEMENT:
The Purpose of the Development Code Update Project is to change the Springfield
Development Code to support efficient, timely, and clear development review. The
updated Development Code will support Springfield’s economic development
priorities and will honor Springfield’s hometown feel now and in the future.

Background: Staff last presented to the Springfield Planning Commission on
February 23, 2022. At that meeting, the Planning Commission approved the order
recommending approval of the Development Code Update Phase 1 and 2 sections.
Deliberations: Staff is providing an opportunity for the Planning Commission to
conduct deliberations on language to include in a supplemental recommendation to
the City Council as part of the Development Code Update Project. Topics could
include:
• Encouraging retention/promoting rehabilitation of existing dwellings
• Incentivizing housing near open space
• Promoting home ownership opportunities
• Prioritizing efficient use of property
• Providing for affordable housing strategies
Next Steps: City staff is available to assist in the deliberations and will forward
any final recommendation approved by the Springfield Planning Commission to the
City Council.

SUPPLEMENTAL RECOMMENDATION

SUPPLEMENTAL RECOMMENDATION REGARDING THE DEVELOPMENT CODE UPDATE PROJECT:
The Purpose of the Development Code Update Project is to change the Springfield Development Code to
support efficient, timely, and clear development review. The updated Development Code will support
Springfield’s economic development priorities and will honor Springfield’s home-town feel now and in
the future. Phase 1 of the Development Code Update Project is focused on housing and includes
the middle housing code updates required by legislation passed in 2019 (House Bill 2001). Phase 2
focuses on Employment Lands and includes development standards and procedural changes also
addressed in these findings. On February 23, 2022, the Planning Commission adopted an Order and
Recommendation to the City Council to approve the proposed code amendments for Phases 1 and 2, by
separate signed order.
This Supplemental Recommendation contains additional subjects that the Planning Commission
recommends the City Council consider in future projects or ordinances. The Planning Commission
recognizes that these subjects are outside the scope of Phases 1 and 2 of the Development Code Update
Project as directed by City Council, but believes these topics are important and would complement the
code updates included in the Commission’s Order and Recommendation.
The Planning Commission hereby forwards the following recommendation that the City Council consider
these topics in future projects or ordinances:
• Consider additional strategies to discourage demolitionencourage retention/promote
rehabilitation of existing single-unit dwellings when redeveloping a site with middle housing.
• Consider ways to incentivize high density housing developments to locate closer to public open
green space areas or to provide additional green on site open space, such as through land
banking.
• Continue to promote homeownership opportunities, including ownership opportunities for
middle housing units and other “work-force” housing through efforts such as but not limited to:
System Development Charge waivers or discounts; down payment assistance loan or grant
programs; and pre- approved housing plans sourced from local architects.
• Through future changes to the City’s stormwater system standards and policies, prioritize
efficient use of lot area for single unit dwellings, middle housing, and other types of residential
development, when developing lot coverage or impervious surface coverage standards.
• Consider providing incentives for income qualified or subsidized housing such as but not limited
to: density bonus; reduced parking; height limit increase; and lot coverage increase.
