ISSUE STATEMENT: With public meetings having gone to on-line formats, staff started exploring various tools that would facilitate citizen involvement in planning projects and meetings. Staff identified People Speak as a platform designed as a public/private partnership by planners and software engineers to meet the needs of Planning Commissions and other city committees. Use of SpringfieldOregonSpeaks will facilitate the opportunity for the public to participate outside the traditional single-evening timeframe. ATTACHMENTS: Please review the video at https://youtu.be/7I3JZR5fVtw DISCUSSION: This agenda item is a chance to ask questions about how to access and use SpringfieldOregonSpeaks. This public engagement platform gives people the chance to review information on-line as they would in-person. It gives them the opportunity to identify issues of interest without having to sift through massive quantities of information and hours of live meetings. The Planning Commission will still hold live meetings and live public hearings, but SpringfieldOregonSpeaks will allow for people to more fully engage with the issues before the meeting as well as during the meeting. It acknowledges public input and provides updates on the status of land use applications as they go through the public hearings process. Specifically, this discussion will confirm understanding of how citizens can comment or ask questions, how the comments are moderated, how questions from the public are answered, and how the platform acknowledges that the comments have been reviewed. The discussion will also ensure that Commissioners know how to ask staff questions and how they will receive staff responses through the platform. This meeting is also an opportunity to identify questions that staff can take to People Speak as they continue to learn how best to use the capabilities of this new platform.
