ITEM TITLE: BID AWARD FOR PROJECT P21180, JASPER ROAD, DONDEA STREET,
AND FILBERT LANE SCHOOL LANE CROSSING
ACTION
REQUESTED: Approve or reject the following motion:
TO AWARD THE SUBJECT CONTACT TO PACIFIC EXCAVATION, INC.
FOR THE AMOUNT OF $246,289.00
ISSUE
STATEMENT: Four (4) bids were received for this School Crossing project. Contract award is now
necessary to enable work to proceed.

DISCUSSION/
FINANCIAL The Jasper Road, Dondea Street and Filbert Lane School Crossing project c of
IMPACT: improvements at two crossing locations. Installation of a Rectangular Rapid
Flashing Beacon (RRFB) with a median pedestrian island and the construction of
ADA ramp improvements will be at the intersection of Jasper Road and Dondea
Street for Douglas Gardens Elementary School. Installation of a Rectangular Rapid
Flashing Beacon (RRFB) and the construction of ADA ramp improvements will be
at the intersection of Jasper Road and Filbert Lane for Mount Vernon Elementary
School.
The following bids were received and opened on April 12t'', 2023:
Engineers Estimate: $314,972.00
Pacific Excavation Inc. $246,589.00
Wildish Construction $394,981.00
Brown Contracting, Inc. $429,928.00
Knife River $541,044.34
Pacific Excavation is the low bidder on this project.
Funding for this project comes from the Safe Routes to School (SRTS) grant
program. The local match is funded by Street funds.

prescribed public bidding procedures and requirements, waive minor irregularities not affecting substantial rights,
and may reject for good cause any or all bids upon a finding of the City of Springfield that it is in the best public
interest to do so, and accept such bids that in the opinion of the Springfield City Council are in the best interest of
the City of Springfield. Please be informed that the City intends to award a contract to the Bidder so designated.
