Location and Site Context The subject property is a fairly typical single unit dwelling in a residential neighborhood comprised primarily of other single unit dwellings. To the east is a large church and commercial development. To the north is T Street and to the west is 17th Street. The subject property fronts on S Street. The subject property is comprised of one tax lot that is currently submitted for building permit. The single dwelling will be retained and 6 additional units will be added in the form of (2) triplexes. Together they will form a cottage cluster. Existing Conditions The subject property is relatively flat. There are some fairly sizeable trees on the northern portion of the property that will need to be removed in orderto construct the housing units. There are some smaller conifers in the center of the site that followthe existing fence line. The remainder of the site contains grass and plantings typical of a residential neighborhood. WRITTEN STATEMENT In accordance with Tree Felling Permit submittal requirements, this written statement demonstrates that the proposal complies with the criteria contained in SDC 5.19-125. Applicable sections ofthe code are in regular font and the responses in italics. II. APPROVAL CRITERIA AND SUPPORTIVE FINDINGS The location, species, and size ofthe trees proposed for removal are shown on the attached Tree Felling Plan. 13 trees are proposed for removal. The removal will be Completed by a contractor licensed to do the work using accepted site clearing and has felling techniques and procedures. Orr-ste supervision will be present at the time of removal to ensure that no damage to surrounding properties occurs. A. Whether the conditions of the trees with respect to disease, hazardous or unsafe conditions, danger of falling, proximity to existing structures or proposed construction, or interference with utility services or pedestrian or vehicular traffic safety warrants the proposed felling. The development on land zoned R-1 to be developed with Middle Housing warrants the proposed felling. The requested removal complies with applicable standards. Development ofthe property will require removal ofall ofthe existing trees on the site. Along with new building construction, grading, paving, site utilities and other improvements will occur. The proposed felling is warranted. B. Whether the proposed felling is consistent with State standards, Metro Plan policies and City Ordinances and provisions affecting the environmental quality of the area, including but not limited to, the protection of nearby trees and windbreaks; wildlife; erosion, soil retention and stability; volume of surface runoff and water quality of streams; scenic quality; and geological sites. The proposed felling is consistent with State standards, Metro Plan policies and City ordinances and provisions affecting the environmental quality ofthe area. Felling oftmes proposed to be removed will not have an adverse impact on environmental quality. New trees are required as part ofthe development proposal as well as street trees. These trees will be context appropriate, irrigated, healthy, well maintained and cared for. The loss of campy will eventually be replaced as the proposed trees will have sufficient room to grow. Currently the existing trees are all growing too close together to allow for their continued health and viability. Appropriate erosion control measures will be practiced during the construction. Stormwater will be treated on site prior to being released thereby protecting water quality of any streams the water may find its way to. Removal ofthe trees from the subject property should not have a long-term adverse affect on the surrounding physical and visual environment. The site is relatively small and is bordered on east, west and with sides by residential development. The project will plant trees sufficient to meet SDC standards with respect to parking lot planting and general landscape planting. The trees to be removed are not uncommon or specimen varieties that would warrant special protection. The trees are generally located along existing property boundaries or have sell seeded to create additional trees. The trees are not part of a larger woodland or tree stand. Some ofthe conifers are showing signs of diseaselnsect infestation. All of the trees are negatively impacting other trees by their proximity. The trees are quite large for a small scale neighborhood and the size of the lot. Neighboring properties will benefit from the additional solar access that will now be available. C. Whether it is necessary to remove trees in order to construct proposed improvements as specified in an approved development plan, grading permits and construction drawings. It is necessary to remove trees to construct the proposed development. See Site Plan. All ofthe trees are in the footprint of the buildings, parking and utilities. D. In the event that no Development Plan has been approved by the City, felling of trees will be permitted on a limited basis consistent with the preservation of the site's future development potential as prescribed in the Metro Plan and City development regulations, and consistent with the following criteria. A building permit has been submitted for the development of this project. The removal of these trees through the building permit process is consistent with the site's development potential. E. Whether the applicant's proposed replanting of new trees or vegetation is an adequate substitute for the trees to be felled. Replacement within the development area will result in an almost 1:1 replacement oftmes on the subject property. The quantity ofnew trees will meet SDC quantity requirements. The proposed trees will be healthy nursery stock, context appropriate, irrigated and maintained. Eventually the tree canopy and the trees themselves will replace the existing canopy that is being removed. In accordance with SDC new trees will meet city standards as set forth in the Springfield Engineering Design Standards and Procedures Manual. Regarding Vegetation and Re -Vegetation, the proposed planting plan will adequately replace existing trees with approved types and sizes oftmes in appropriate locations. Furthermore, the entirety of the landscape improvements will include shrubs, ground cover and lawn areas where there currently is just weeds, a few shrubs and lawn. All the plantings will be irrigated and maintained. F. Whether slash left on the property poses significant fire hazard or liability to the City. All trees and slash will be removed from the site within 72 hours. No slash or other fire hazard posing liability to the City will result from the proposed removal ofthe trees. G. Whether the felling is consistent with the guidelines specified in the Field Guide to Oregon Forestry Practices Rules published by the State of Oregon, Department of Forestry, as they apply to the northwest Oregon region. The proposedtme felling is consistent with the specifad guidelines. The Oregon Department of Forestry throughout its Community and Urban Forestry program, advocates for selecting appropriate tree species based on site conditions, avoiding invading exotic species, and reforesting the urban environment, As discussed above, the applicant is proposing practical replacement planting that include species from Springfield's approved species list that are compatible with the scale of the proposed development. Therefore, the Oregon Department of Forestry objectives have been met by this tree felling proposal. H. Whether transportation of equipment to and equipment and trees from the site can be accomplished without a major disturbance to nearby residents. Construction access to the site will be from S Street. This is a residential neighborhood, and all appropriate measures will be taken to respect and accommodate the neighborhood. Safety is always a concern so transportation of equipment and trees through the residential neighborhood will occur as is practical. Tree felling activities will take place between the hours of 8.00 AM and 5.00 PM, Monday through Friday, and will be of limited duration. Therefore, transportation of equipment and trees from the site will be accomplished without major disturbances to nearby residents in compliance with this criterion. Based on the information and findings contained in this written statement and accompanying plan, the proposed development meets the Tree Felling criteria of approval contained in the Springfield Development Code. Therefore, the applicant requests that the City of Springfield approve the proposal. If you have any questions or need additional clarification, please do not hesitate to call.
