Direct the City Manager to have staff proceed with residential tenant REQUESTED: interviews and return with a cost estimate for tenant relocation. 2. Determine whether to relocate commercial tenants located in City -owned property. ISSUE Whether SEDA wishes to vacate properties occupied owned by SEDA in the STATEMENT: Glenwood Master Plan Area, which requires providing relocation benefits in accordance with Section 1200 of the Glenwood Urban Renewal Plan and ORS 35.500-35.530 ATTACHMENTS: 1. Universal Field Services report, January 2023 DISCUSSION/ SEDA owns or is in the process of purchasing twelve tenant -occupied units across FINANCIAL eight tax lots in the Glenwood Master Plan Area (ATT 1). These tenants will be IMPACT: eligible for relocation services under section 1200 of the Glenwood Urban Renewal Plan and ORS 35.500 to 35.530 (formerly ORS 281.045-281.105) if SEDA decides to terminate or not renew their leases. Tenants' relocation rights take precedence over Oregon Residential Landlord Tenant law requirements. Relocation benefits include relocation advisory services, supplemental rent benefits for up to 42 months, and moving expenses. Tenant can choose between moving themselves and receiving reimbursement, or hiring a commercial mover paid for by SEDA. Universal Field Services (UFS) provided an estimate of the relocation estimates for the five residential units already owned by SEDA (Attachment 2). UFS also estimated the relocation costs for the seven commercial tenants within the Carveture building, a commercial building owned by the City but included in the Glenwood Urban Renewal Plan as available for redevelopment. The relocation estimates are summarized in Attachment 2, pages 13-14, at totals of $236,188 for the five residential addresses and $442,500 for the seven commercial tenants. Residential estimates are based off square footage, estimated moving expenses, current rent, and the difference between current rent and the market cost of a comparable house presently. UFS estimated an average relocation cost of $47,250 per residential address. This allows us to estimate a rough magnitude of $567,000 for relocation of all twelve residential units that are or will be owned by SEDA. This does not include contractual services required for advisory services or the tenant interviews required to find appropriate housing and moving options. Cost estimates can be refined after interviews with the tenants to best understand their relocation and housing needs. These interviews are meant to find suitable living arrangements based off criteria like family size, accessibility needs, pet ownership. Interviews have not yet occurred. Notice has gone out to tenants to inform them that SEDA may decide to relocate them in the future, and to emphasize that they should continue to pay rent under their original lease and abide by lease terms in the meantime. Should tenants move or be evicted for cause before being relocated, they would be ineligible for benefits. Page 1 2 January 2023 Attachment 2 Page 2 of 14 Springrield Economic Developinent Agency Relocation Plan The following is submitted in accordance with the procedures as established and set forth within the Uniform Relocation Assistance and Real Property Acquisition Act of 1970, as amended and ORS Chapter 3S. This plan is written with the understanding that State and Federal regulations will be followed. 1. Assurances The Springfield Economic Development Agency (the "Agency") is currently determining if it will move forward with the Glenwood Riverfront Project in Springfield, Oregon (the "Project"). The Agency has purchased several properties including five single-family residences and a commercial property that has multiple tenants. The Agency has not made contact with the current tenants in the residential properties but contact has been made with the commercial property tenant. No one has been provided with relocation notices or information, nor made eligible for relocation benefits at this time. Should the Agency decide to move forward with the Project, it will inform the displacees of relocation payments and services which will be available and the Agency will provide such relocation payments and services. Displaced persons' needs and available properties have been inventoried and are reported herein. From analysis and correlation of such inventories, a realistic and adequate plan to the extent of what is available the expected costs has been developed and is set forth herein. This provides for timely and efficient relocation of the displaced persons. No person or business lawfully occupying real property will be required to move from the acquired dwelling nor business without being provided a written assurance at least ninety (90) days prior to the earliest date which they could be required to vacate the property No person to be displaced shall be required to move from his or her residential dwelling unless at least one comparable replacement dwelling has been made available to the person - 49 CFR 24.203 (c) At the time of this plan, the primary business owner and the property manager on the commercial property has been personally interviewed by Agency personnel and/or their contractors. Z. Limitations This plan represents the most likely scenarios in relocating the displacees. However, it is the nature of relocation that circumstances can change as the project progresses, which can impact the overall cost of the relocations. 3. Description of Project The Springfield Economic Development Agency reached out with a Request for Qualifications (RFQ) in October of 2022 to obtain a qualified developer to implement the Agency's plan for the subject properties, The properties were assembled by the Agency and the City of Springfield and contains approximately nine acres. The plan is for a mixed-use area of multi -family residential, open space, office, retail, and hospitality uses. The site fronts Franklin Boulevard on one side and the Willamette River on the other side. The site is within walking distance to downtown and is about a four minute drive to the University of Oregon. 4. Number of Parcels This project will result in the displacement of five single families and a commercial property that has seven subtenants. The relocation of the commercial property will also create one landlord business relocation. The landlord in this case, is one of the occupants. Project Timeline As noted above, the Agency advertised for a developer in October of 2022 by issuing a Request for Qualifications. The due date for of the RFQ was October 15, 2.022. The final recommendations and board selection was anticipated to be in December of 2022. 6. Inventory of Individual Displacement and Needs The following properties are all, to the best of our knowledge without conducting occupant interviews, single family occupied homes. As such the descriptions of the properties are limited to what is available on the internet and through the contact with the Agency. A residential tenant will be entitled to relocation advisory services, a possible rent supplement for a maximum of 42 months, and a moving payment. The tenant can choose between moving themselves based on a schedule defined in the Uniform Act and will be reimbursed once the property is vacated. The tenant can also choose to have a commercial mover provide the moving services and those costs are paid by the agency. No specialists or move planning needed. Replacement site requirements: Unknown. I did not meet with the tenants. Estimate of anticipated difficulty in locating a replacement site: The rental housing market in Springfield according to HUD is very tight. There are a number of two-bedroom houses available at the time of this plan. Prices for rentals though are high and may not last on the market for long. Depending on timing, more houses may be available as the University semesters change and students move around or home. It is likely that a few of the tenants will want to move with the main tenant because of the shared us of the machinery. This relocation will likely be a mix of commercial and personal property only moves. The property manager would not share rent costs for the subtenants. For a tenant to be eligible for a commercial move, they must provide adequate documentation that they are in fact a business. Other tenant occupants would be personal property moves. For this advance relocation plan, it has been assumed that the are all eligible as non-residential, or commercial, moves. Tenants will have the option of a commercial move, based on the lower of two bids for a commercial mover, or they can move themselves and be reimbursed based on the lower of the two bids. 7. Alternate and/or Housing of Last Resort Needs It is anticipated that several of the residential tenants may be low income and/or have some type of situation that may require Housing of Last Resort 1)The methods of providing replacement housing of last resort include, but are not limited to: a) A replacement housing payment in excess of the limits set for the section 24.40 or 24.02. A replacement housing payment under this section may be provided in installments or in a lump sum at the Agency's discretion. b) Rehabilitation of and/or additions to an existing replacement dwelling. e) The construction of a new replacement dwelling. d) The provision of a direct loan, which requires regular amortization or deferred repayment. The loan may be unsecured or secured by the real property.
