REQUESTED:
ISSUE This year the Springfield Groundwater Guardian team celebrates 26 years as a
STATEMENT: designated Groundwater Guardian community.

DISCUSSION/ Springfield's drinking water sources are provided by the Springfield Utility Board
FINANCIAL and Rainbow Water District (outside the city limits) and include 35 wells and a
IMPACT: surface water intake on the Middle Fork Willamette River. The wells draw
groundwater from aquifer formations (layers of water -bearing rock, sand, and
gravel) that are located right here in Springfield. The aquifer's natural filtration
produces a high-quality water supply, but groundwater is still susceptible to
contamination from spills or releases of substances such as petroleum products or
chlorinated solvents. The work we do to protect our drinking water from
contamination is an essential component of ensuring our community's high-quality
water supply. Likewise, because groundwater and stormwater are closely connected
hydrologically, the work we do to protect and improve stormwater quality benefits
our drinking water sources as well.
The Groundwater Guardian team is made up of 14 members who represent different
sectors of the community who come together with the joint purpose of championing
the protection of Springfield's groundwater. The team implements "results -oriented
activities" (ROAs) every year that earn Springfield the Groundwater Guardian
designation from the National Groundwater Foundation. Examples of past ROAs
include design and installation of drinking water protection signs, the student well -
water testing lab and field studies, development and distribution of a septic system
maintenance brochure, participation in Lane County household hazardous waste
round -ups and education about stormwater management.
Staff from the City of Springfield and SUB work together to coordinate the
Groundwater Guardian team. While support for the Groundwater Guardian team is
just one example of the City and SUB's joint efforts to protect water quality, it is
unique in its dual purpose of encouraging us to both celebrate our achievements and
to continue to work hard to promote awareness of groundwater. Our annual
presentation to City Council spans three decades and helps us keep these important
messages front and center.
