Land Division Plat Application Process (see next page for a diagram of this process)
1. Applicant Submits a Land Division Plat Application for Pre -Submittal
• The application must conform to the Land Division Plat Pre -Submittal Requirements
Checklist on pages 4-6 of this application packet.
• A pre -submittal meeting to discuss completeness is mandatory, and pre -submittal
meetings are conducted every Tuesday and Friday, from 10:00 am - noon.
• Planning Division staff strives to conduct pre -submittal meetings within five to seven
working days of receiving an application.
2. Applicant and the City Conduct the Pre -Submittal Meeting
• The applicant, owner, and design team are strongly encouraged to attend the pre -
submittal meeting.
• The meeting is held with representatives from Public Works Engineering and
Transportation, Community Services (Building), Fire Marshall's office, and the Planning
Division and is scheduled for 30 to 60 minutes.
• The Planner provides the applicant with a Pre -Submittal Checklist specifying the items
required to make the application complete if it is not already complete, and the
applicant has 180 days submit a complete application to the City.
3. Applicant Submits a Complete Land Division Plat Application
• When the applicant has addressed all items on the Pre -Submittal Checklist and the
City Surveying Section has notified the applicant's surveyor that the plat and other
documents are sufficiently refined, the applicant can submit a complete application to
the City Survey Section located in the NW Quad of City Hall.
• The application must conform to the Land Division Plat Submittal Requirements
Checklist on page 6 of this application packet.
• If the submittal is deemed complete, the City Survey Section will sign -off on the City
Survey approval sheet and send the applicant to the Development & Public Works
Department for application submittal and fee collection.

4. Applicant Records Plat at Lane County & Submits Plat and Documents to City
• After Planning staff checks and signs the mylars, the plat may then be recorded by the
applicant's surveyor at Lane County.
• After plat has been recorded at Lane County, applicant submits five (5) recorded, rolled
paper copies of the plat and three (3) copies of required documents to the
Development & Public Works Department prior to the issuance of building permits.

LAND DIVISION PLAT APPLICATION PROCESS
Applicant submits land division plat application for pre -submittal

City departments review application for completeness and hold pre -submittal meeting to
discuss completeness issues with applicant and applicant's representatives.
Applicant addresses incomplete items. City Surveyor checks application and returns
comments to applicant's surveyor.

Planning staff checks and signs mylars and notifies applicant's surveyor of approval.
Applicant takes plat and accompanying documents to Lane County for recording.

❑ Two (2) Draft Copies of Any New Easements or Restrictions being created by
separate document, improvement agreements, maintenance agreements, joint use
ingress/egress and utility easements, sewer hook up in lieu of assessment, and any other
documents that will be recorded together with the plat or that are required by the
Conditions of Approval.

Narrative for Woodland Ridge Phase 3
This narrative is addressing the conditions of approval for Woodland Ridge Phase 3 (case:
811-22-000040-TYP2). Phase 3 is a 54 lot portion of the Woodland Ridge Subdivision. The
following responses to conditions of approval are in italics.

Conditions of Approval
1. Prior to approval of the Final Subdivision Plat for Phase 3, the paved panhandle
driveway and private utilities serving Lot 1 must be installed from the public street right-
of-way to the pan portion (i.e. building footprint area) of the lot.
Approval from the City has been obtained to install the paved panhandle driveway and
private utilities serving Lot 1 prior to house building permit instead of Final Plat. See
attached correspondence.
2. "No Parking — Fire Lane" signage must be provided on one side of the street for all local
streets with 28 feet width of pavement, and on both sides of the street for streets with
less than 28 feet width of pavement. The locations of the "No Parking" signage must be
depicted on the PIP plans for Woodland Ridge Phases 3 & 4.
"No Parking — Fire Lane" signage has been depicted where required on the PIP plans for
Woodland Ridge Phase 3.
3. Prior to approval of the Final Subdivision Plat for Phases 3 and 4, the segments of public
street depicted as "South 50' Street" and "Fir View Drive" must be changed to a unique,
alternate name acceptable to the Lane County Road Naming Committee.
The segments of public street depicted as 'South 50th Street" and Fir View Drive" have
been changed to "Cedar View Drive." Street name approval has been obtained from the
Lane County Road Naming Committee.

4. Prior to approval of the Final Subdivision Plat for Phase 4, the segment of public street
depicted as "South 53" Street" must be changed to "South 53rtl Place" or another unique
name accepts Ile to the Lane County Road Naming Committee.
Condition will be addressed in Phase 4 Plat process for Woodland Ridge Subdivision.
5. Prior to approval of the Final Subdivision Plat for Phase 3, the driveway locations for
Lots 39 and 40 must be relocated to provide at least 50 feet of separation spacing from
the Holly Street intersection with South 5131 Place. Alternatively, the driveways must be
relocated to the South 5131 Place frontage of Lots 39 and 40.
The Lot numbers for Woodland Ridge 3 have been changed. Lot 39 is now named Lot
136 and Lot 40 is now named Lot 137. Driveway locations for Lots 136 and 137 have
been relocated to meet intersection separation spacing requirements of SDC Table
4.2.4.
6. The developer must construct full street improvements along all frontages and internal
streets, including all required collector street connections in accordance with the
approved Traffic Impact Analysis and the PIP plans approved for Woodland Ridge
Phases 3 & 4.
Full street improvements will be constructed along all frontages and internal streets in
accordance with the approved TIA and PIP plans. Hayden Homes has posted a
Performance Bond with the City of Springfield.
7. The applicant must construct the required public sanitary sewer system improvements
for each phase of the development using the City of Springfield Public Improvement
Project (PIP) process.
The required public sanitary sewer system improvements for each phase of the
development will be constructed using the City of Springfield's PIP process.
8. The applicant must design and construct all stormwater improvements, including areas
required for maintenance access, for the Phases 3 & 4 subdivision areas using the City
of Springfield Public Improvement Permit Process. This includes geotechnical approval
for the retaining wall size, shape, location and installation and all construction to meet
the manufacturer's requirements and specifications for this application of Ultra Block
retaining walls.
All stormwater improvements, including areas required for maintenance access, will be
constructed using the City of Springfield Public Improvement Permit Process. A Geotech
report was completed on December 27t^, 2021 by Geoicacifrc. Miller Structural
Engineering completed the retaining wall design and will provide construction inspection.
9. The applicant must revise the grassy swale design to meet the requirements of Section
2.3.12 of the Eugene Stormwater Managemenit Manual.
Working with the City of Springfield Public Works, a different storm management facility
has been designed to meet the requirementsf Section 2.3.12 of the Eugene
Stormwater Management Manual. The pmposod grassy swale has been changed to a
new design, therefore this criterion is no longer applicable.
10. The applicant must revise the flow outlet structure to be used for Pond #1 to meet the
requirements of Section 2.3.8.3 of the Eugene Stormwater Management Manual.
The outlet flow structure to be used for Pond #1 has been revised to meet the
requirements of Section 2.3.8.3 of the Eugene Stormwater Management Manual,
11. Prior to approval of the Final Subdivision Plat, the applicant must revise the Phase 3 lot
configuration to place stormwater Pond #1 and its maintenance access area in a
separate tract.
Phase 3 lot configuration has been changed with stormwater Pond #1 and its
maintenance access area in a separate tract (Tract H).
12. Concurrently with recording of the Final Subdivision Plat, the applicant must execute and
record a separate document to dedicate the Pond #1 tract area, including sufficient area
for maintenance access, to the City of Springfield.
A Bargain and Sale Deed to dedicate Tract H to the City of Springfield has been
included with this submittal.
13. As part of the PIP process, the applicant must submit a vegetation plan for the grassy
swale and dry detention pond that meets the requirements of the City's design standards
as required in Section 3.02 of the EDSPM. The selected vegetation must be derived
from Appendix 6B of the City's EDSPM and the City of Eugene stormwater management
manual may be referenced for design.
A vegetation plan for the dry detention pond that meets requirements of the City's design
standards has been designed by Anderson Associates and was submitted as part of the
PIP process. A grassy Swale is no longer proposed therefore it is no longer applicable.
14. To ensure a fully functioning water quality system and meet objectives of the City's MS4
permit, the applicant must maintain the vegetation in the stormwater treatment area for a
two-year warranty period after acceptance of the PIP for the final subdivision phase that
drains into Pond #1.
Applicant is aware that vegetation must be maintained in the stormwater treatment area

15. To ensure a fully functioning water quality system and meet objectives of the City's MS4
permit, the Springfield Development Code and theEDSPM, the stormwater grassy swale

prior to approval of the final subdivision plat. Alternatively, if this condition cannot be
met, the applicant must provide and maintain interim erosion control measures for the
development until such time as the swale vegetation becomes fully established.

16. The applicant must provide for the installation of all utility lines and associated
infrastructure as part of the City's PIP process.

17. The applicant must provide for the installation of all required utilities in the public right-of-
way or within utility easements and coordinate the placement of utilities with the affected

18. To meet minimum separation requirements for installed utilities, the applicant will be
responsible for ensuring that buildings and structures are not placed within 10 feet of

or proposed driveway locations within the subdivision area.

19. Prior to approval of the Final Subdivision Plat, the applicant must obtain approval from
SUB Water for the water system layout shown on the subdivision PIP plans and provide
evidence thereof to the City.

20. In accordance with SDC 4.5-110.A, exterior lighting for the rear of houses on Lots 1 and
4-17 of Phase 3; and Lots 1-29 of Phase 4 must be shielded and downcast to prevent

subdivision plat.

requirements for these lots is on Sheet 3 of the Final Plat.
21. Prior to issuance of Building Permits for any lots within Phases 3, 4, and 5, the applicant
or builder must demonstrate that the subject lot meets the applicable off-street parking
provision requirements of SDC 4.6-100 and Table 4.6-2.
Applicant has demonstrated that the lots within Phase 3 will meet the applicable off-
street parking provision requirements of SDC 4.6-100 and Table 4.6-2. All lots will have
2-3 spaces for each dwelling. Phases 4 and 5 will be addressed with future phase
submittals.
22. In accordance with SDC 4.5-110.A, exterior lighting for the rear of houses on Lots 1 and
4-7 of Phase 3; and Lots 1-29 of Phase 4 must be shielded and downcast to prevent
light trespass into the adjacent natural area. A note to this effect must be added to the
subdivision plat.

23. Prior to issuance of Building Permits for any lots within Phases 3, 4, and 5, the applicant
or builder must demonstrate that the subject lot meets the applicable off-street parking
provision requirements of SDC 4.6-100 and Table 4. 6-2.
Response to condition 23 has been stated above (condition 21)
24. The construction plans for Woodland Ridge Phases 3 and 4 must include groundwater
protection construction notes as outlines in Finding 96 of the staff report and decision on
the Phases 3 & 4 subdivision tentative plan, Case 811-22-000040-TYP2.
The required groundwater protection notes are included on the Erosion Control plans as
part of the PIP Packet. Notes are located on sheets EC 1. 0, EC 5.0 and EC 7.0.
25. Prior to initiation of any construction activity or tree cutting within Phases 3 or 4, the
applicant must obtain a Tree Felling Permit for the planned removal of qualifying trees
from the development area.
A tree felling permit has been obtained (Record ID: 811-22-000145-TYP2).
26. Prior to initiation of any stripping, grading or construction activity within delineated
Wetland A, the applicant must obtain wetland fill/removal permits from state and federal
agencies and provide evidence thereof to Ithe City.
Wetland A is being avoided, therefore this condition is not applicable.
27. The applicant must construct) Holly Street lwith enhanced bicycle and pedestrian facilities
in accordance with the City's design guidelines for collector streets. The design and
construction of Holly Street will be reviewed and approved through the PIP process for
the Woodland Ridge Phase 3 subdivision.
Holly Street will be constructed with shared parking and bicycle lanes and speed bumps
in accordance with the City's design guidelines for collector streets as shown on the PIP
Plans.
28. Prior to approval of the Final Subdivision Plat, the driveways for Lots 39 and 40 within
Phase 3 must be adjusted or relocated to meet the intersection separation spacing
requirements of SDC Table 4.2.4.
Response to condition 28 has been stated above (condition 5)
29. Prior to approval of the Final Subdivision Plat, the approximately 2.33 acre portion of
Phase 3 within the Urbanizable Fringe Overlay District (UF -10) must be annexed to the
City of Springfield as initiated by File 811-22-000051-TYP4.
An annexation agreement was recorded with Lane County on June IV, 2022 (Case
#2022-025907).

Andy,
We need to alter the timing listed in condition one of the staff decision (see attached). Hayden doesn't own the property
and can't purchase phase 3 area until the plat is recorded and there is a legal lot to convey. They need to have fee title
to that parcel in order to obtain construction financing. And the private driveway cannot be constructed until the public
improvements are built and there is a street to tie into.
So, can that condition be tied to either:
1. Substantial completion of PIP work?
2. Prior to issuance of building permits?
This work could be included in the performance bond for the project to provide financial assurance that it will be
constructed.
Also - please let me know the status of the annexation process and agreement when you get a chance. Trying to herd
all the cats so to speak.

WOODLAND RIDGE HOMEOWNERS ASSOCIATION
(PHASE 3)
THIS DECLARATION OF ANNEXATION ("Annexation") is made as of this _ day of
'2023, by HAYDEN HOMES, LLC, an Oregon limited liability company
("Declarant') with the consent of SSR Investments, LLC, ("SSR"), an Oregon limited liability
company ('Property Owner").
WHEREAS, the Declaration of Protective Covenants, Conditions and Restrictions for
Woodland Ridge ("Declaration") was recorded September 22, 2020, as Document No. 2020-
053370 in the records of Lane County, Oregon; and
WHEREAS, the First Amendment to the Declaration of Protective Covenants, Conditions
and Restrictions for Woodland Ridge was recorded November 23, 2020, as Document Number
2020-068781 in the records of Lane County, Oregon; and
WHEREAS, the Declarant has recorded the Plat of Woodland Ridge Phase II in Lane
County, Oregon on January 13, 2022, as Document No. 2022-002003; and
WHEREAS, the First Declaration of Annexation for Woodland Ridge Phase II was recorded
on January 13, 2022, as Document No. 2022-002005 in the Records of Lane County, Oregon; and
WHEREAS, the Declarant has recorded the Plat of Woodland Ridge Phase 3 in Lane
County, Oregon on 2023, as Document No. 2023- ; and
WHEREAS, the undersigned Declarant, with the consent of the above-named Property
Owner, desires to annex the Lots and Tracts notated on the Plat of Woodland Ridge Phase 3 into
the existing Declaration and subject all Lots and Tracts to the provisions of the Declarations, in
accordance with Article 2, Section 2.2 of said Declaration.
NOW THEREFORE, said Declaration is hereby supplemented as follows:
1. Property Annexed. Declarant hereby declares that all of the property described
below (the "Additional Property") shall be annexed to Woodland Ridge and the Declaration, and
that such property is held and shall be held, conveyed, hypothecated, encumbered, used,
occupied, and improved subject to the Declaration:
All real property within that certain Plat entitled "Woodland
Ridge Phase 3" filed in the Plat Records of Lane County, Oregon.
2. Land Classifications. All land within the Additional Property annexed hereby is
included in one or another of the following classifications:
Residential Lots 98 through 151 of Woodland Ridge Phase 3, as
shown on the Plat; and
Tracts F, G, H, I, J, K, L, M, N
3. Easements. The Lots and Tracts are subject to any easements shown, or noted, on
the Plat of Woodland Ridge Phase 3. These shall include, but are not limited to, any sewer, utility,
irrigation, and access easements.
4. Common Areas. Common areas, if any, shall be labeled as a'Tract" on the Plats
of Woo
dla�d Ridge Phase 3. As per the Plat, the Common Area Trats are owned and maintained
as follows, or the benefit of all Association members:
(a) Tracts F, G, I, 1, K, N shall be common area open space owned and
maintained by the Woodland Ridge Homeowners Association.
(b) Tracts L & M shall be held for future development and will be owned and
maintained by the Declarant.
(c) Tract H shall be for public storm drainage purposes and shall be owned by
the City of Springfield. Tracts shall be maintained by the Declarant until expiration
of the warranty period and they are accepted by the City of Springfield for
maintenance.
The City of Springfield provides operational maintenance only for
stormwater detention ponds that drain water from public rights-of-
way or other property. Maintenance performed in these areas is
limited to functionality in order to ensure a properly working
stormwater system. The City does not provide aesthetic maintenance
for stormwater treatment facilities. Any additional maintenance or
enhancement desired by the developer or residence of the
subdivision can be provided by that party at no cost or obligation to
the City and shall be coordinated through the City of Springfield's
Development and Public Works Department.
(d) Street trees adjacent to Tracts shall be maintained by the Homeowners
Association.
