Project No. 23-108 This annexation proposes to incorporate a site located at 1010 Kintzley Avenue (TM 18-02-06-24, TL 3800). The site lies within The City of Springfield Urban Growth Boundary and is zoned R-1 which is consistent with the Eugene -Springfield Metropolitan Area General Plan designating the area as Low Density Residential. The site has a home, garage and outbuilding along with a vehicle circulation area on approximately the southerly half of its area. The northerly half of the site is unimproved. Jasper Road and the properties abutting the site's westerly boundary are currently within city limits. The site abuts Jasper Road to the north, a Major Collector within the City of Springfield's jurisdiction. Jasper Road is fully improved with curb, gutter, and sidewalk. Other improvements within Jasper Road include electric, gas, sanitary, water, and stormwater utilities. The site also abuts and takes access off Kintzley Avenue, an unannexed Local Access Public Road. Current improvements within Kintzley Avenue include pavement as well as electric, gas, sanitary, water, and stormwater utilities. The following are a list of question from the applicant regarding the annexation: 1. Would any future planning applications or building permits trigger the developer to make improvements to the public infrastructure on Kintzley Avenue or dedicate additional right-of-way? 2. Are there any plans to, or situations that would trigger, the annexation of Kintzley Avenue? 3. Are there any downstream deficiencies in the existing public stormwater system that could impact future development on the property? 4. A 10.00' SUB right-of-way easement exists along the northerly boundary of the site. Should the site go through any planning actions that would require the dedication of a public utility easement, would the existing easement need to be vacated or replaced? 5. Are there any red flags that the city sees with this annexation that weren't addressed as part of the questions above?
