Applicant Submits a Drinking Water Protection Application to the Development & Public Works Department The application must conform to the Drinking Water Protection Submittal Requirements Checklist on pages 4-5 of this application packet. Planning Division staff screen the submittal at the front counter to determine whether all required items listed in the Drinking Water Protection Submittal Requirements Checklist have been submitted. Applications missing required items will not be accepted for submittal 2. City Staff Conduct Detailed Completeness Check • Planning Division staff conducts a detailed completeness check within 30 days of submittal. • The assigned Planner notifies the applicant in writing regarding the completeness of the application. • An application is not be deemed technically complete until all information necessary to evaluate the proposed development, its impacts, and its compliance with the provisions of the Springfield Development Code and other applicable codes and statutes have been provided. • Incomplete applications, as well as insufficient or unclear data, will delay the application review process and may result in denial. 3. Narrative explaining the proposal Also, see attached The WinCo located at 1920 Olympic Street, Springfield, OR will be completing an remodel in 2023. As part of that remodel a full store backup generator will be added. This generator's intended use is to power the entire store in the event of a power outage to the store. The generator will sit outside the building to the rear of the store. I will sit in a concrete bathtub, surrounded by CMU walls and have an elevated metal roof (keeping rainwater out of the "bathtub" but allowing ventilation of the area. The generator will hold 950 gallons of diesel. It will be housed in a double wall steel tank that comes stock as part of the generator assembly. The bathtub the generator will be sitting in holds more than 950 gallons of liquid. In the unlikely event that the double walled tank fails, the diesel will be contained within the concrete to be removed and disposed of properly. This is an existing operating grocery store. The addition of the diesel fuel for the generator is the only new material that may pose a risk to the groundwater. If required, the monitoring diesel fuel. However, the holding tank for the diesel fuel is double walled and will be in a concrete holding system in the unlikely event that the double walled tank fails. The generator will only run if there is a total loss of power to the store. It has a maintenance schedule of a weekly start up and run time of fifteen minutes. Description of the primary and any secondary containment devices proposed, and, if applicable, clearly identified as to whether the devices will drain to the sanitary sewer or stormwater system. The primary source of containment for the diesel is the double walled steel tank. The secondary containment device is the "bathtub" concrete pad that the generator sits in. If the steel tank leaks, it will be into the concrete "bathtub" that holds more than the 950 gallons of diesel that fits into the steel primary containment tank. From there, the diesel will need to be mechanically suctioned and removed. There is no connection to the sanitary or stormwater system. The long shelf life of diesel fuel and the routine running of the generator makes removal of the diesel fuel unnecessary. In the 10 plus years of WinCo having full store generators, we are not aware of an instance where diesel has had to be removed from the tank. Please note our responses to each question/comment are indicated in bold lettering. Code Review Comments 1. A narrative within a separate document (not in an email) describing the review of the generator and enclosure rather than the entire store, description of the generator, location and a description what type of mechanical equipment will be contained in the new mechanical equipment shelter shown on the east side of the building. Response: WinCo's proposed upcoming project includes a new covered CMU enclosure to house a new standby emergency generator at the right side of the store. See comment #4 for additional information on enclosure specifics. The generator is full store generator designed to keep the store completely operational in the event of a power outage. (See attached cut sheet forgenerator). WinCo's proposed upcoming project includes a new CMU enclosure to house refrigeration equipment at the right side of the store. The specific equipment within the enclosure are fluid coolers and a pump skid. (See attached cut sheets). The equipment aids the internal refrigeration equipment by removing the latent heat created in the refrigeration process. This heat is transferred to the external equipment via a food grade glycol mixture where it is cooled and returned back into the store to repeat the heat removing process. To give it a simple explanation it is a radiator system where the warm liquid is taken outside where it is cooled by fans blowing air over the liquid filled coils to cool the liquid. 2. The HMMP should include a map that clearly identifies the location of the generator and spill kits. Response: The generator enclosure will consist of a concrete slab, CMU walls and a covered metal roof. The concrete slab is designed to hold any liquid that may spill within the enclosure. It will be 7" thick concrete with metal reinforcing. It monolithically wraps up the walls 6" to make a "bathtub" in the unlikely evert that the generator's double wall fuel holding tank fails. Because of the reinforcing, the concrete will have minimal control joints that will be filled and maintained with an expandable sealant. Below the slab will also be a vapor barrier as added protection. It will prevent any moisture that penetrates the slab (either through a crack or by any other means) to penetrate the ground. The vapor barrier wraps up and behind the monolithic wrap. On three sides the CUM walls are 11'-4" tall, and the existing building wall makes up the fourth side. Over the enclosure is a metal roof that overhangs the walls by 1 foot to keep rain from entering the enclosure. Design sheets have been attached to provide a visual picture to the description above.
