Ruth Linoz Application ITEM TITLE: PLANNING COMMISSION INTERVIEWS ACTION REQUESTED: Conduct interviews of the Planning Commission candidates to fill two (2) vacancies. The vacancies are the result of two positions that expired on February 4t'' & 5th, 2023. ISSUE Six (6) candidates have applied for the vacancies for the positions held by Michael STATEMENT: Koivula and Kuri Gill, whose terms expired February 4t' and February 5t'', 2023, respectively. Isaac Rhoads-Dey Application 5. Alan Stout Application 6. Taylor Travees Application DISCUSSION/ The City received six (6) applications during an eight-week recruitment process. FINANCIAL IMPACT: The Springfield Planning Commission is a seven -member volunteer Commission appointed by the City Council. The members serve four-year terms. Positions are "at -large", and do not represent specific geographic areas. Of the seven members, two may live outside the city limits and two may be involved in the Real Estate profession. At present, Commissioner Bergen is the only Commissioner involved in the Real Estate profession; all Commission members currently reside within the city limits. The new four-year terms for the two currently vacant positions will have expiration dates of December 31St, 2026. Planning Commission Interview Questions 1. As a transit service planner, I participated in city planning department commercial development review meetings to evaluate the proposed property site plan for potential transit system use. Appointed to LTD Service Advisory Committee to represent rural transportation needs and to advocate for vulnerable populations. Helped develop City of Cottage Grove's Transit Development Plan, 5 -year strategic plan of regional transportation and ODOT goals. I and the community want to see smart recommendations from the planning commission on land use restrictions, changes or acquisitions in the near term that deals with critical issues and builds the necessary land use plans that will enable Springfield to adapt to needs in the future. I am also seeing the results that population growth is having on infrastructure and road failures, fragmented freight routes, and declining neighborhoods that I would like to address if related to land use planning. Improving walkability will not only address any climate goals set by the state, county, or city, it will also improve health, safety, affordability and overall satisfaction of living in Springfield. As to particular projects: I want to look traffic flows and safety along main and south A between pioneer parkway and 14th street. I believe that we could quell frustrations surrounding proposed Main Street improvements. I see the frustration that many businesses along Main Street have much to do with miscommunication or non -communication. I am currently an active Project Manager for one of the top restoration companies in the Springfield area. I am involved on a daily basis with new construction and restoration for multi -story commercial and residential builds from start to finish. My work as a Project Manager entails having to work directly with various parts of the city including opening and satisfying building permits and inspections for both residential and commercial projects. 2. I hope to use my knowledge and experience listed above to contribute a positive and reliable avenue of information that contributes to the progression of the City of Springfield. I am a motivated and resourceful team member that works well with others to make decisions that are for the better of all parties involved. I am able to absorb and apply new information and concepts in a quick and practical manner. 3. Briefly describe your involvement in relevant community groups and activities. I have been involved in Springfield athletics for 23 years as a Player, Coach and as a resource for Players development as athletes and community members. In addition, I was a member of a team at the collegiate level (University of Oregon) which was an accountable team setting with an emphasis on giving back to the local community. My experience on a team of this magnitude has given me both skills to work together with my peers in a team setting along with the leadership skills necessary to make thought-out decisions and have consistent performance, even under pressure. 4. What community topics concern you that relate to this board / commission / committee? Why do you want to become a member? I want to be involved in the progression of the Springfield community and construction advancements. Being a successful part of the community is important to me and has been a part of my family's agenda since they first arrived in Springfield in the early 1900 ' s. My brother, Terrance Michael Travess II is a GIS analyst for the city of Springfield. Growing up and living in Springfield currently, I am eager to assist in any way that I can with the growth and success of the City. 5. Most boards / commissions / committees meet monthly.
