ISSUE Five candidates have applied to fill four Budget Committee vacancies. Applicants STATEMENT: were sought to represent Wards 1, 2, 4, and 5 on the Budget Committee. Vacancies for Wards 1, 2, and 5 were the result of the term expiration of the prior appointees. The Ward 4 vacancy is the result of Steven Schmuck's appointment to the Planning Commission. During the initial application period one application was IMPACT: received from a candidate in Ward 6. The recruitment was then reopened through March 3' Applicant Devin Marche -Duncan originally applied for the Planning Commission, but was asked if she would be willing to interview for the Budget Committee based on her experience and expertise which she willingly agreed to do. Council may interview the applicant from Ward 6 and appoint to serve any Ward. Though the Budget Committee Charge (ATT8) describes appointments by Ward, this is not a requirement of State Law and the Council may choose to appoint any individual from the list of applicants. Outreach efforts for this recruitment included the following: the City Manager's Office shared these opportunities multiple times on the City's social media, news releases, posting to the News section of the City website, and posting to the dedicated Boards, Commissions, and Committees webpage. Staff also shared the recruitment details with local radio stations so they may share the information on - air. Each appointee will serve a three-year term that will expire on December 31, 2025. The City's charge for the Budget Committee (Attachment 8) states as a qualifier that six members from the Council and six citizens by Ward shall make up the Budget Committee (Citizen members may not be officers, agents or employees of the City, per ORS 294.336(4)). While all of the Springfield services seem to have strong support from different areas of the community, it is often necessary to prioritize services for budgetary reasons. How would you go about the task of establishing priorities among services? 3. I have experience with budgeting and accounting for funds including quarterly audits at my church. I have seried as financial secretary of a women's organization. During my career I was responsible for determining department budget and for adhering to it. I was chair of quality audits in the laboratory system. Bugetiing requires organization and prioriti7.ations based on input and common sense. 2. What specific contribution do you hope to make? I want to team about the budgeting process for the city, how allocations are determined and what remediation is used when have budget overrun. I like to discuss priorities and synthesize information to make decisions. l am level headed and try to consider all options before making decisions. I want to do what is best for the residents and distribute funding accordingly. Organization and prioritization. Good listening skills. 3. We have family here and like the smaller town conservative feel. I have served on an HDA committee trying to bring balance to differing ideas and opinions. I served on the swim team governing board made up of parents and coaches. We had to listen to each other and determine when to compromise, agree or disagree civilly. I have been on a financial committee at my church, more involved with accounting for funds and auditing records. 4. What community topics concern you that relate to this board 1 commission 1 committee? Why do you want to become a member? I am concerned about education of our young people, curriculum, funding. Concerned about utilities, electricity and natural gas, sewer fees. Reasoning behind property taxes which seem high. Homeless crisis. what to do for the homeless and how to pay for it. Do they want it? I want to serve on this committee because I want to learn more about where my money goes, how is it used. If an audit were done today what would it reveal'? 5. Prior to that, I worked for 6 years as a budget analyst in the Oregon Dept. of Administrative Services, Budget and Management Division, overseeing the budgets of a portfolio of state agencies and helping them develop their Governor's Recommended Budgets. I would like to use my experience in data analysis and budget management to help the City of Springfield make the best possible budgeting decisions. 3. My only interest is to help Springfield do the best job it can on its budget. I realize there are many competing potential uses of revenue and budgeting requires both political decisions by elected officials and technical work by budget staff. 5. What experiences / training / qualifications do you have for this particular board/ commission/ committee? I am a small business owner of a wholesale building materials distribution company. I manage a team of 5 people. I have lived abroad in Europe for several years and have seen very different ways of doing things from our typical American development pattern. In paritcular I have spent a fair amount of time learning about the assets and liabilities of municipalities and the need for financial transparency. Finally, I ran for statewide office in 2022 and in doing so learned about the concerns of a wide variety of citizens and businessess, especially surrounding affordability, homeless, and crime. 2. What specific contribution do you hope to make? I want Springfield to take a "fix -it -first" approach to all budget expenditures. In particular, I hope that we can look at the funding of our fire and police department to ensure that we have a solid working financial relationship and don't have to address new fire or police "districts." I want to be part of demonstrating to our citizens that the city is using each and every dollar wisely. 3. Briefly describe your involvement in relevant community groups and activities. (Lack of previous involvement will not necessarily disqualify you from consideration.) I am a member of the Springfield Chamber of commerce. In addition I currently lead a choir at my church, participate in scouting with my son, and spend most of my time working on developing our business to increase employment opportunities. 4. What community topics concern you that relate to this board / commission / committee? Why do you want to become a member? I want to bring up the actual costs of proposed future annexations of property and how the short term gain in assets may actually result in much greater long term liabilities than many folks are thinking. I want to be a member becuase I want a thriving city that prides itself on financial transparency that I can raise my children in and hopefully my grandchildren too. 5.
