REQUESTED: ISSUE There is one open vacancy on the nine -member Historic Commission because STATEMENT: Commissioner McLees resigned, and one expiring seat as Commissioner Fribley's term expires on March 31. The recruitment for these vacancies opened on January 13, 2023, and closed on February 10, 2023. The city received three applications. ATTACHMENTS: 1. Jenna Fribley Application 2. Interview Questions DISCUSSION/ The Historic Commission has had one vacancy since December of last year as FINANCIAL Commissioner McLees resigned. A second vacancy will occur at the end of March IMPACT: as Commissioner Fribley's term will expire, for which she has reapplied with the current call for applications. In response, the city received three candidate applications from Jenna Fribley, Kira Lesley, and Mason Shannon. Qualifications for membership on the Historic Commission include expertise in the fields of architecture, history, architectural history, planning, or archeology; residency within the Metro Plan boundaries; or as residents, electors, or property owners within Springfield. State and Federal funding of the City's historic preservation activities stipulate that a majority of the Commissioners have professional qualifications in a field related to historic preservation. The current composition of the Historic Commission satisfies this requirement and two of the three applicants also meet this requirement. Council Operating Policies state in Section IX, Subsection 1.3, "Springfield's boards, commissions, committees, and task forces bring together citizen viewpoints which might not otherwise be heard. Persons of wide-ranging interests who want to participate in public service but not compete for public office may choose to be involved in advisory boards, commissions, committees and task forces instead. These bodies also serve as a training ground or steppingstone for qualified persons who are interested in seeking elected public office. They also help fulfill the goals of the City's adopted Citizen Involvement Program to have an informed and involved citizenry." Springfield Municipal Code Section 2.506 states that any vacancy shall be filled for the unexpired portion of the term of the member creating the vacancy, and Section 2.504 states that appointed members shall hold office for four years with the terms staggered to provide overlapping continuity. As an Architect and as a downtown business owner, I'm very involved with downtown revitalization efforts. For each project we work on, I love to dig up as much historical info as I can to give context to the project. 2. What specific contribution do you hope to make? As Springfield continues to be revitalized, it is critical to protect the historic fabric of the city in manner that is compatible with future growth/development. My objective is to help us rediscover the historic assets that still exist in the community - often camouflaged beneath decades of remodels - to build enthusiasm for stewardship of the built environment. Briefly describe your involvement in relevant community groups and activities. (Lack of previous involvement will not necessarily disqualify you from consideration.) Current member of this Commission - lead Washburne Postcard project, Chair of Springfield Heritage Awards Committee (joint Museum/Historic Commission program). Also currently serve on Springfield History Museum Committee, Lane County Intergovernmental Housing Policy Board (since 2011), & SRDC Board. Active in the downtown business community; Coordinator/Co-founder of the Booth Kelly Makers District. 4. What community topics concern you that relate to this board / commission / committee? Why do you want to become a member? It is important to ensure that we are appropriately considering the historic/cultural assets of Springfield, as well as educating the public about the importance of stewardship of historic resources in our community. Most boards / commissions / committees meet monthly. Subcommittees may meet more frequently. Meetings generally last one and one-half hours. Part of my graduate work included interning with the State Historic Preservation Office on National Register nominations. I was awarded an Oregon Heritage Award for my 2016 thesis work on the relocation of the Multnomah County poor farm. In addition, I have worked for the City of Portland , developing a strategic plan for the historic Peninsula Park Rose Garden, and for the City of Salem, surveying and inventorvina cultural resources. Finallv. I worked for three vears as archivist at the Southern Oregon Historical Societv. What specific contribution do you hope to make? I believe my familiarity with both local and national historic register nominations would serve me well in reviewing nominations. In addition, I hope to help educate local residents and visitors alike about the history that surrounds them. Educational events, as well as signage and public art projects all help people to feel a deeper connection to their city and its past. I hope to promote such educational activities, as well as assist in reviewing application for historic status or for developments or alterations in historically-desienated buildings and areas. 3. Briefly describe your involvement in relevant community groups and activities. (Lack of previous involvement will not necessarily disqualify you from consideration.) At Portland's Peninsula Park Rose Garden, I interviewed park attendees and met with local community groups to help understand their concerns and visions for the future of the garden. This work involved getting to know the positions of local African American organizations, churches, police, and non-profit groups and helping build a plan that incorporated the opinions of varied impacted parties. I also served on the board of the Jackson County Cultural Coalition for two years, a position in which I helped review arts and culture proposals and distribute Brant funds. 4. What community topics concern you that relate to this board / commission / committee? Why do you want to become a member? Although I'm new to Springfield, I am a lifelong Oregonian with a deep love for this state. I'm currently working in the field of data analysis, but my passion is history. I have been looking for ways to get involved with the local history community since moving here. I want to become a member because I believe it's a good way to learn more about local history, connect with other people who are excited about history and preservation, and to use some of my skills and past experience. 5. I remember several times listening to my parents work through getting approval for exterior renovations, tree removal, etc. I honestly always remember thinking it was really pretty cool that there were guidelines in place to preserve the historic charm of my parent's house and their neighborhood. I now find myself living in a historic home in the middle of a unique and remarkable historic neighborhood/city. 2. What specific contribution do you hope to make? I am very excited to do everything I can to help improve, preserve and support the historical presentation of the city's historic landmarks and the Washburne neighborhood. I hope to contribute by way of partnering with the community and offering ideas, opinions and guidance. I want to be involved in a way that I can make a difference, educate the community and work across other city groups to make Springfield a better place. I have no formal relevant involvement in community groups. However, I do get involved with groups like the school PTO (and previous school board). I strive to be involved in groups/positions that allow me to make a difference. I do not like to sit on the sidelines and watch other people make decisions that effect me, my family and my community. 4. The Commission's responsibility to review development/restoration requests is among my top concerns related to this committee. Beyond just the "review" of these requests, being able to be in a group that can help then educate the community, residents, etc. on maintaining historical relevance is very important to me. I want to become a member so I can be more involved, supporting our community and it's decision makers in an effort to keep improving Springfield. 5.
