INTERVIEWS
ACTION Interview two applicants for the Community Development Advisory Committee for
REQUESTED: one open position and decide on appointment.
ISSUE The Community Development Advisory Committee has one vacant position as of
STATEMENT: October 27, 2022 due to the resignation of a committee member after he was
appointed to the Springfield Planning Commission. There are three years remaining
in the term.
Two applications were received for the one vacant position.

DISCUSSION/ The Community Development Advisory Committee (CDAC) provides
FINANCIAL recommendations to the City Council on the best use of the City's allotment of
IMPACT: federal Community Development Block Grant (CDBG) and HOME Investment
Partnerships Program (HOME) funds. These funds support housing programs,
social services, affordable rental and home ownership housing development,
neighborhood revitalization activities, parks and street construction and downtown
redevelopment, primarily benefiting low- and moderate -income residents.
During the Fall Board, Commissions, Committees recruitment, a current member of
the CDAC — Seth Thompson — applied for and was appointed to the Planning
Commission. Seth subsequently resigned from the CDAC, leaving the one vacancy.
This recruitment is to fill the three years left on his position.

1. What experiences / training / qualifications do you have for this particular board / commission / committee?
In my work, I deal with several areas related to the work of this board. I award grants and I apply for and manage federal
grants. Some of the grants I award have served as matching funds to CDBG funds. I coordinate a federal historic
preservation program that addresses local planning and community development. I also work with the Oregon Main Street
Network which focuses on downtown vitality and economic development. I have also served for other grant awarding
organizations.
What specific contribution do you hope to make?
I hope to have my skills and experience put to good use on this committee. I have skills at understing grant purposes and
evaluating applications. I also support applicants in understanding the process and developing their applications, if this a
role committee memebers can provide, I will be happy to do it. I also want to be a support for our excellent city staff in this
work. And, for the big picture, I am excited to assist in meaningful projects completed for the benefit of our community
members. These funds make awesome things happen!
Briefly describe your involvement in relevant community groups and activities. (Lack of previous involvement will not
necessarily disqualify you from consideration.)
Planning Commission - 2019-2023 While on the commission, I served as chair and council liaison for a period. I provide in
put on outreach for planning projects and participated fully in the role. Springfield Alliance for Equity and Respect - a key
project was the mural on Memo's. I secured funding through grants and donations (including the city), facilited
collaboration between the artist and the Latinx community on desing and installtion, and coordinated the unveiling event.
Lane County Cultural Coalition - awarded grants for cultural projects throughout the county.
What community topics concern you that relate to this board / commission / committee? Why do you want to become a member?
CDAC addresses major issues in the city economic and community development are important downtown and throughout
Springfield. Addressing areas of blight, so that all people have a safe and welcoming place is important. Of course, housing
has long been an important issue that continues to challenge the city. The programs related to the work of CDAC have
supported meaningful projects to address these issues. I would like to be a part of the solution driven work of this
committee, and have my time and effort put to good use.

and one-half hours. It is highly recommended you attend a meeting before submitting the application. Please read the news

I have applied for CDBG grants in the past and understand the application process and what it generally funds. I have
worked in grants administration since 2015. Through my last 8 years of volunteering and working with the unhoused
population, I have extensive knowledge of the low-income populations in our area. I am also a Leadership
Eugene/Springfield program alumni. ShelterCare does not apply for Springfield CDBG funds, no conflict of interest.
2. What specific contribution do you hope to make?
I want to see this community thrive, I believe everyone in our community is valuable and has a place. I hope to lend my
expertise and ask questions when I see areas that are vague in the planning. I am confident in my abilities to read
information and to process quickly.
Briefly describe your involvement in relevant community groups and activities. (Lack of previous involvement will not
necessarily disqualify you from consideration.)
I am the Vice President of Pro -Bone -O Veterinary Care and advise our one paid staff member in fundraising. I am also the
Treasurer for Emerald Valley Development Professionals, where I help develop trainings for fundraising professionals. I am
also active in the Eugene/Springfield volleyball community. Lastly, I am a first-time home buyer, first generation college
student, and living in a single household.
4. What community topics concern you that relate to this board / commission / committee? Why do you want to become a member?
Concerns that I am most interested in are increasing the supply of affordable housing for both renters and first time
homeowners and decreasing the number of community members who are unhoused and living on our streets. I am looking
for a way to give back to the community that is outside of my general job roles. I want to make a difference on a broader
spectrum by helping make decisions from the city level. I have lived in the Eugene/Springfield area since 2014.
