Currently, EW EB's only source of drinking water is the McKenzie River, with an intake and treatment facility near Hayden Bridge in Springfield, OR. Having a single potable water source presents significant risks to EWEB residential, business, and institutional water consumers from potential service disruptions due to equipment failure, hazardous spills within the river, or natural disasters. To improve resiliency, EWEB is proposing to utilize its existing water right to surface water on the Willamette River below the confluence of the Middle and Coast Forks to diversify its water supply. The proposed second source site is between McVay Highway and Interstate 5 (I-5). The proposed project includes an intake facility, water treatment and filtration facility, and associated infrastructure. The subject site is below the confluence of the Middle and Coast Forks of the Willamette River in Glenwood, within the Springfield Urban Growth Boundary. The subject site comprises the following tax lots (Assessor's Map No., Tax Lot No.): 18030220,03300 18030232,03800 18030233,05100 18030340,00300 18030340,00700 TL 03300 was annexed into the Springfield City Limits in 2009 (C-SP2009-LRP2009-000). The other four tax lots (identified in bold text) have not been annexed and are currently outside Springfield City Limits. Annexation application approval of TL 03800, TL 05100, TL 00300, and TL 00700 is required prior to development. The applicant conducted a general project Development Issues Meeting (DIM) with the City of Springfield onjanuary 12, 2023 (811 -22 -000264 -PRE). This DIM submittal is specific to the Eugene I Porro .. K . ramanmrrarthyso. EWEB Glenwood Second Source Annexation DIM Application Statement March 3, 2023 annexation application approval process. A DIM is required prior to the submittal of an annexation application (SDC 5.7-120). The applicant proposes annexation of the tax lots noted above. SDC 5.7.140.A. requires that affected territory proposed to be annexed be within the City's urban growth boundary and contiguous to the City Limits or separated from the City only by public right-of-way or a stream, lake, or other body of water. • 03800 is contiguous to the City Limits at the north property boundary. • 05100 is contiguous to the City Limits at the west property boundary. • 00300 is separated from the City Limits at the north property boundary by right of way, is contiguous to 00700 at the south property boundary, and will be contiguous upon annexation of 00700. • 00700 is contiguous to the City Limits at the east property boundary. EWEB hopes to complete preliminary design and secure Plan and Code amendment and annexation approvals in 2023-2024; with site-specific permit approvals and completion of final design between 2024-2025, construction in 2025-2027, and having the plant operational by 2027- 2028. The primary purpose of this (DIM) is to discuss the annexation proposal with City staff and obtain general information related to the current capacity of surrounding public facilities and availability of key urban services in the general vicinity of the site. QUESTIONS 1. The subject site, except for tax lot 03300, is currently within the Goshen Rural Fire Protection District. Tax lot 03300 is within the Eugene Springfield Fire Protection District. Will the site convert to the Eugene Springfield Fre Protection District upon annexation approval? If not, what process is required to modify Fire Protection District boundaries to ensure the entirety of the site is within the Eugene Springfield Fre Protection District? 2. SDC 5.7.140.6. requires the proposed annexation to be consistent with applicable refinement plans. As noted previously, certain Plan and Code text amendments are required for the project Can annexation be approved in advance of, or conditionally, the Plan and Code amendment approvals? 3. At the January 12 DIM meeting, staff noted potential concern about the effects of draining the treatment plant basins and water storage tanks for maintenance on the capacity of the stormwater system and ability to handle increased flow so as to not overwhelm infrastructure. The proposed water treatment plant lagoons are being designed and sized to accommodate draining the basins and water storage tank for maintenance purposes. Does this design approach address staff concerns and/or is any other analysis needed to support the annexation application? The portion of Franklin Boulevard/McVay Highway adjacent to the site is in ODOT jurisdiction and access controlled. There is an existing access point to tax lot 00700 located south of the railroad bridge. Atthe January 12 DIM meeting, a potential second existing access point on the southern boundary of the property was discussed. There may be two reservations or rights of access. Can staff confirm with ODOT the established legal access points to tax lot 00700 from Franklin Boulevard/McVay Highway? 5. Are there any known issues with capacity and availability of key public facilities (water, wastewater, power, stormwater) in the general vicinity of the site? Will the applicant be required to bring water and wastewater service to the site upon Annexation?
