ITEM TITLE: INTERIM WARD 4 COUNCILOR APPOINTMENT PROCESS
ACTION
Conduct a public hearing and approve/not approve process for appointing an Interim
REQUESTED:
Ward 4 City Councilor.
ISSUE
The Springfield City Council must appoint an Interim Councilor for Ward 4
STATEMENT:
consistent with the Springfield Charter, Council Operating Policies and Procedures,
and its adopted process.

DISCUSSION/
Purpose/Background Information: The purpose of this item is to provide an

opportunity for the Council to approve the Interim Councilor appointment process
IMPACT:
after receiving input from the community via public hearing. In 2022, the Council
amended its Operating Policies and Procedures to formalize the approval process for
appointing an Interim Councilor. Section 2.3 provides the Council "shall adopt a
process that may include procedures such as determining qualifications, advertising
and outreach regarding the vacancy, a standard application form, the interview
process and public participation. The Council cannot adopt the process until the
public has had an opportunity to provide comment about the process at a public
hearing."
Proposed Appointment Process: The main components of the process are
advertisement and recruitment, candidate evaluation, and deliberation and
appointment.
Advertisement and Recruitment - includes notifying the greater community about the
vacancy and providing a method for candidates to express their interest via a written
application (see Attachment 1).
Candidate Evaluation - includes using information in the written application and an
in-person interview to determine whether the candidate is qualified to move forward
to deliberations.
Deliberations - occur at a regular session Council meeting and are subject to public
meetings law requirements and Council procedure. The Interim Councilor is
selected by a majority vote of the Council.
Appointment - Interim Councilor is sworn at a subsequent regular session Council
meeting.
Proposed Schedule:
• February 21, 2023 — Public Hearing and Council approves vacancy process
• February 22 - March 22, 2023 — Advertise/Recruitment Period
• March 23, 2023 — Written Applications due to City Manager's Office
• April 3, 2023 — Council Work Session - Council decides by consensus the
candidates for interview, interview questions and voting process
• April 17, 2023 — Work Sessions - Candidate interviews
• April 17, 2023 — Regular Session - Council deliberation
• April 17, 2023 — Regular Session - Interim Councilor appointment
