In accordance with Dunking Water Protection Overlay District Development (DWP) requirements, this
written statement describes the proposed development and demonstrates that the proposal complies with
the standards contained in SDC 3.3-200.
LAND USE REQUEST
A. Development Objective
Having announced plans in April
2021, The Church of Jesus Christ of
Latter-day Saints is moving forward
with its plans to construct a new
temple to be known as the
Willamette Valley Oregon Temple on
a 10.29 -acre site in the Gateway
neighborhood of Springfield. Plans
call for an approximately 30,000
square feet building serving some
30,000 Latter-day Saints. This will be
the third temple in Oregon, the other
two being located in Lake Oswego
(the Portland Oregon Temple) and in
Central Point (the Medford Oregon
Temple). Oregon is home to more
than 150,000 Latter-day Saints, who
worship in more than 300
congregations. Land use approvals
are anticipated to include Site Plan
Review, Floodplain Development
and Drinking Water Protection.

The metro area's public transit system, Lane
Transit District (LTD), provides service in
front of the adjacent property east of the
subject property via the EMX International
Center Station. No other bus route intersects
the area.

III. DRINKING WATER PROTECTION REVIEW–APPROVAL STANDARDS AND FINDINGS
This section is presented in the same order of applicable requirements found in Section 3.3-225 and
Section 3.3-230, Drinking Water Protection Overlay District Review Criteria and Standards for
Hazardous Materials within Time of Travel Zones. Applicable sections of the Code are in bold italics,
followed by the applicant's response in normal text.
SDC 3.3-220 Time of Travel Zones
C. In determining the location of a property within a TOTZ, the following criteria apply:
1. The Lane County Department of Assessment and Taxation maps shall be used as a
base map with the addition of TOTZ boundaries.
2. That portion of a tax lot that lies within a TOTZ is governed by the restrictions
applicable to that TOTZ.
3. Tax lots having parts lying within more than one TOTZ are governed by the standards
of the more restrictive TOTZ.
Response: The subject site is within the Time of Travel Zone (TOTZ) for the Sports Way/1-5
Wellhead Protection Area. The majority of the site is in the 1 -year Time of Travel Zone, with
the 2 -year Time of Travel Zone along the eastern boundary. Therefore, the site is governed
by the restrictions of those TOTZ.
SDC 3.3-225 Review
A. A DWP Overlay District Development Application is required when the criteria of both
Subsections A.1 and 2., below are met:
1. A site is affected by one of the following: There is a change of land use, occupancy or
tenancy of a property,, During the Building Permit process; or In conjunction with a
Site Plan Review application.
2. The action in Subsection A.1, above will., Affect the storage, use, and/or production of
hazardous or other materials that pose a risk to groundwater.
Response: There is a Site Plan Review application in process. Because development of the
property includes the potential for storage of hazardous materials, the potential for ground
water contamination must be addressed through a Drinking Water Protection application.

D. Prior to undertaking an activity covered by Section 3.3-225A., the owner or tenant shall
submit a DWP Overlay District Application to the City for review and approval.
Applications shall include the following information:
1. A Hazardous Material Inventory Statement and a Material Safety Data Sheet for any or
all materials entered in the Statement unless exempted under Section 3.3-230.
Hazardous material weights shall be converted to volume measurement for purposes
of deterndning amounts; 10 pounds shall be considered equal to one gallon as
specified in Springfield Fire Code 2703.1.2.;
Response: See the Hazardous Materials Management Plan (HMMP) included with this
application for a list of materials.
2. A list of the chemicals to be monitored through the analysis of groundwater samples
and a monitoring schedule if ground water monitoring is anticipated to be required,,
Response: Hazardous materials stored on site will be in their original containers for storage.
Containers will be in volumes of 5 gallons or less. There will be no packaging or repackaging
on site. Storage of hazardous materials will be in areas with concrete flooring. Additionally,
construction is planned to prevent spills from running directly into the stormwater or sewer
system. Any spills of hazardous material will result in immediate cleanup in accordance with
the Hazardous Materials Management Plan (HMMP), a copy of which is included with this
application. Therefore, any spill will not come in direct contact with the ground surface. For
these reasons, it is determined that ground water monitoring should not be required.
3. A detailed description of the activities conducted at the facility that involve the
storage, handling, treatment, use orproduction of hazardous materials in quantities
greater than the maximum allowable amounts as stated in Section 3.3-235A.;
Response: The primary activity involving hazardous material is limited to routine janitorial
activities. Hazardous material products will not exceed 5 gallons per container, with no more
than 20 gallons in aggregate quantity stored on site. There will be no use of Dense Non -
Aqueous Phase Liquids (DNAPLs).
4. A description of the primary and any secondary containment devices proposed, and, if
applicable, clearly identified as to whether the devices will drain to the storm or
sanitary sewer;
Response: The primary containment device will be the original product containers. There will
be no packaging or repackaging of hazardous materials. There will also be secondary
containment that will catch any spills if the original container leaks. Spill kits and storm drain
covers will also be available.
5. A proposed Hazardous Material Management Plan for the facility that indicates
procedures to be followed to prevent, control, collect and dispose of any unauthorized
release of a hazardous mm hterial;
Response: See the Hazardous Material Management Plan (HMMP) for prevention,
collection, and disposal of unauthorized hazardous material. To improve awareness of the
Drinking Water Area, each employee receives a handbook with a section entitled "Wellhead
Protection Area' and training on their first day of employment that clearly defines the
procedures for cleaning up hazardous material. There is also an annual training on spill
cleanup.

A spill cleanup kit is located in each storage area. Storm drain covers and extra absorbent
material are located in the storage room near the shipping docks.
6. A description of the procedures for inspection and maintenance of containment
devices and emergency equipment;
Response: See the Hazardous Material Management Plan Section VII and VIII for the
Emergency Response Plan and containment devices. Primary and secondary containment
devices are reviewed on an ongoing basis. Monthly inspection sheets are completed each
month and maintained in the Human Resources office. Spill response kits and storm drain
mats are inspected monthly to insure appropriate conditions. Fire extinguishers are
maintained and inspected annually by a certified company.
7. A description of the plan for disposition of unused hazardous materials or hazardous
material waste products over the maximum allowable amounts including the type of
transportation, and proposed routes.
Response: There will be no storage of hazardous material waste products on the site over
the maximum allowable amount. Therefore, this standard does not apply.
E. For those development proposals requiring Site Plan Review (Section 5.17-100) or
Minimum Development Standards review (Section 5.15-100), applications maybe
submitted concurrently.
Response: This application will be submitted concurrently with the Willamette Valley Oregon
Temple Site Plan Review application.
SDC 3.3-235 Standards for Hazardous Materials within Time of Travel Zones
A. One to Five Year TOTZ Standards.
1. The storage, handling, treatment, use, application or production or otherwise keeping
on premises of more than 20 gallons of hazardous materials that pose a risk to
groundwater in aggregate quantities not containing DNAPLs are allowed only upon
compliance with containment and safety standards specified by the most recent Fire
Code adopted by the City.
Response: Hazardous material products will not exceed 20 gallons of hazardous materials
on the premises.
2. Unless exempted, all hazardous or other materials that pose a risk to groundwater
shall be stored in areas with approved secondary containment in place (Springfield
Fire Code 2702.1 and 2704.2.2).
Response: All hazardous materials will be stored in original packaging. Secondary
containment will be in place.
3. All new uses of Dense Non -Aqueous Phase Liquids (DNAPLS) are prohibited.
Response: There will be no use of DNAPLs at this site.
4. Any change in type of use or an increase in maximum daily inventory quantity of any
DNAPL shall be considered a new use and prohibited.
Response: There is no current or proposed use of DNAPLs at this site.

5. The following certain types of new facilities or changes in use and/or storage of
hazardous or other materials that pose a risk to groundwater are prohibited: a.
Underground hazardous material storage facilities b. Hazardous material product
pipelines used to transport the hazardous material off of the tax lot where it is
produced or used; c. Injection wells; EXCEPTION., Dry wells for roof drainage, d. Solid
waste landfills and transfer stations; e. Fill materials containing hazardous materials f.
Land uses and new facilities that will use, store, treat, handle, and/or produce DNAPLs.
Response: Acknowledged and agreed. There will be no pipelines for transporting hazardous
materials, injection wells, landfills or transfer stations, fill materials containing hazardous
materials, or DNAPLs on the development site.
6. Requirements found in Springfield Fire Code 2704.2.2.5 for a monitoring program and
monitoring methods to detect hazardous materials in the secondary containment
system shall be met for all amounts of hazardous or other materials that pose a risk to
groundwater unless exempted.
Response: A Monitoring Program is in place at the facility. See the HMMP. Visual
inspections are performed to detect hazardous material spills in secondary containment
containers. This is an approved method in the Uniform Fire Code.
The following requirements for inspection and record keeping procedures for monthly
in-house inspection and maintenance of containment and emergency equipment for all
amounts of hazardous or other materials that pose a risk to groundwater shall be met
unless exempted., Schedules and procedures for inspecting safety and monitoring and
emergency equipment. The applicant shall develop and follow a written inspection
procedure acceptable to the Director for inspecting the facility for events or practices
which could lead to unauthorized discharges or hazardous materials. An inspection
check sheet shall be developed to be used in conjunction with routine inspections.
The check sheet shall provide for the date, time, and location of inspection, note
problems and dates and times of corrective actions taken; and include the name of the
inspector and the countersignature of the designated safety manager for the facility.
Response: Monthly inspections are performed including a review of the spill response kits
and drain protection mats. See the HMMP for the Hazardous Material Storage Monthly
Inspection Form and Record Keeping program.
IV. Conclusion
Based on the information and findings contained in this written statement, associated exhibits and
plan set the proposed Willamette Valley Oregon Temple project meets the Drinking Water Protection
approval standards contained in the Springfield Development Code. Therefore, the applicant requests
that the City of Springfield approve the proposal. Both the applicant and the applicant's
