Site Plan Review Application Process
1. Applicant Submits a Site Plan Review Application for Pre -Submittal
• The application must conform to the Site Plan Review Submittal Requirements
Checklist on pages 4-7 of this application packet.
• A pre -submittal meeting to discuss completeness is mandatory, and pre -submittal
meetings are conducted every Tuesday and Friday, from 10:00 am - noon.
• Planning Division staff strives to conduct pre -submittal meetings within five to seven
working days of receiving an application.
2. Applicant and the City Conduct the Pre -Submittal Meeting
• The applicant, owner, and design team are strongly encouraged to attend the pre -
submittal meeting.
• The meeting is held with representatives from Public Works Engineering and
Transportation, Community Services (Building), Fire Marshall's office, and the Planning
Division and is scheduled for 30 to 60 minutes.
The Planner provides the applicant with a Pre -Submittal Checklist specifying the items
required to make the application complete if it is not already complete, and the
applicant has 160 days submit a complete application to the City.
3. Applicant Submits a Complete Application, City Staff Review the Application and
Issue a Decision
• A complete application must conform to the Site Plan Review Submittal Requirements
Checklist on pages 4-7 of this application packet.
• A Type II decision, made after public notice, but without a public hearing, unless
appealed, is issued within 120 days of submittal of a complete application.
• Mailed notice is provided to property owners and occupants within 300 feet of the
property being reviewed and to any applicable neighborhood association. In addition,
the applicant must post one sign, provided by the City, on the subject property.
• There is a 14 -day public comment period, starting on the date notice is mailed.
• Applications are distributed to the Development Review Committee, and their
comments are incorporated into a decision that addresses all applicable approval
criteria and/or development standards, as well as any written comments from those
given notice.
• Applications may be approved, approved with conditions, or denied.
• At the applicant's request, the Planner can provide a copy of the draft land use decision
prior to issuing the final land use decision.
• The City mails the applicant and any party of standing a copy of the decision, which is
effective on the day it is mailed.
• The decision issued is the final decision of the City but may be appealed within 15
calendar days to the Planning Commission or Hearings Official.

NOTE:
• ALL of the following items MUST be submitted for BOTH Pre -Submittal and Submittal.
• If you feel an item on the list below does not apply to your specific application, please
state the reason why and attach the explanation to this form.
❑ Application Fee - refer to the Development Code Fee Schedule for the appropriate fee
calculation formula. A copy of the fee schedule is available at the Development & Public
Works Department. Any applicable application, technology, and postage fees are collected
at the pre -submittal and submittal stages.

❑ Narrative explaining the purpose of the proposed development, the existing use of the
property, and any additional information that may have a bearing in determining the
action to be taken. The narrative should also include the proposed number of employees
and future expansion plans, if known. Density - if applicable, list the size of property
(acres), maximum allowable density and the density proposed.

❑ Copy of the Site Plan Reduced to 81/2"x 11", which will be mailed as part of the
required neighboring property notification packet.
❑ State or Federal Permits Required - The applicant must demonstrate that an
application has been submitted for any required federal or state permit and provide a copy

❑ Dimensions of the development area, as well as area and percentage of the site
proposed for buildings, structures, parking and vehicular areas, sidewalks, patios, and

phasing plan indicating any proposed phases for development, including the boundaries
and sequencing of each phase. Phasing must progress in a defined sequence
addressing street connectivity between the various phases and accommodating the
logical extension of other required public improvements, including but to limited to,
sanitary sewer, stormwater management, water and electricity. The applicant must
clearly indicate which phases are proposed for approval under the current Site Plan
application and which are deferred to future review procedures.
c. Existing Improvement and Public Utilities Plan
❑ Prepared by an Oregon licensed Architect, Landscape Architect, Civil Engineer or
Surveyor
❑ Location and width of all existing easements
❑ Location, widths (of paving and right-of-way), and names of all existing streets, alleys,
dedications or other right-of-ways within or adjacent to the proposed development,
including jurisdictional status other than City. Indicate connection points for roof
drainage.
❑ Location and type of existing street lighting
❑ Location of existing and required traffic control devices, fire hydrants, power poles,
transformers, neighborhood mailbox units, waterline backflow preventers and similar
public facilities
❑ Location, width, and construction material of all existing and proposed sidewalks,
sidewalk ramps, pedestrian access ways, and trails
❑ Location and size of existing utilities on and adjacent to the site including sanitary
sewer mains, stormwater management systems, water mains, power, gas, telephone,
and cable TV. Indicate the proposed connection points. Detail must be proportionate
to the complexity of the proposed project.
❑ Show existing and proposed spot elevations or contours, and direction of drainage
patterns.
d. Proposed Grading, Paving, & Utilities Plan
❑ Prepared by an Oregon licensed Civil Engineer, except where noted below

IT IS THE APPLICANT'S RESPONSIBILITY TO DETERMINE IF ADDITIONAL
STANDARDS/APPLICATIONS APPLY TO THE PROPOSED DEVELOPMENT. THE
APPLICANT SHOULD CONSIDER UTILIZING PRE -DEVELOPMENT MEETINGS AS
DISCUSSED IN SDC 5.1-120:
❑ Copy of a Preliminary Title Report issued within the past 30 days documenting
ownership and listing all encumbrances.
❑ A developer may be required to prepare a Traffic Impact Study (TIS) to identify
potential traffic impacts from proposed development and needed mitigation
measures.

❑ Where a multi -family development is proposed, any additional materials to
demonstrate compliance with SDC 3.2-240
❑ Riparian Area Protection Report for properties located within 150 feet of the top of
bank of any Water Quality Limited Watercourses (WQLW) or within 100 feet of the
top of bank of any direct tributaries of WQLW
❑ A Geotechnical Report prepared by an engineer must be submitted concurrently if
the Soils Survey indicates the proposed development area has unstable soils and/or
a high water table, or if required by the City Engineer

❑ Where physical aspects of a proposed development, including but not limited to
scale, odor noise, glare or vibration, will impact less intensive surrounding uses,

REQUIRED STORMWATER SCOPING SHEET USE POLICY:
In October 2003, Springfield Public Works released a trial "stonnwater scoping sheet," provided to help
engineers and developers meet stormwater requirements in the Springfield Development Code (SDC) and
Engineering Design Standards and Procedures Manual (EDSPM). After a five month trial period, it became
apparent that users of the scoping sheet submitted much more complete applications than non-users. An added
bonus was a decrease in the overall review time spent on the applications, resulting in quicker notice of
decisions.
As a result of the benefits of the scoping sheets, the City has decided to make their use a mandatory process.
Current city policy is that the use of stormwater scoping sheets is required for all applications which require
development review. All applications submitted to the City shall provide a copy of a completed stormwater
scoping sheet with the application packet. Attached with this letter is the latest version of the scoping sheet,
which reflects changes requested by the development community.
PLEASE NOTE: SUBMITTED APPLICATIONS WILL NOW BE REQUIRED TO SUBMIT A
COMPLETED STORMWATER SCOPING SHEET, STORMWATER STUDY AND PLANS IN

study and plans that comply with the minimum required scope with submittal of application packet. The
scoping sheet shall be included as an attachment, inside the front cover of the stormwater study.

(4) PROJECT DESCRIPTION 910
A. Summarize the overall project including work in areas both in and outside of waters or wetlands.
This project is Phase 3 of a new sewer line that is being constructed in the southern portion of Springfield,
Oregon (Figure 1, Attachment A). The project will install approximately 5,200 linear feet of sewer pipe,
manholes, and a permanent gravel access road along portions of the finished pipe alignment. The total area
of ground disturbance will be 6.29 acres, and 1.19 acreswill be new impervious surface (i.e., gravel road and
tumarounds). The project area runs along the east side of existing railroad tracks, which are on the east side
of Jasper Road. The temporary trench for the sewer pipe will be 4 -feet wide and between 14.5 and 20 -feet
deep. The access road will be constructed 3 feet away from the trench along the east side, and it will be 12 -
feet wide and will have a 3% maximum cross slope to shed stormwater to low -gradient vegetated areas.
B. Describe work within waters and wetlands.
The sewer alignment is designed to minimize impacts to wetlands and waters to the greatest extent possible.
The project has been designed to avoid permanent impacts to all jurisdictional watercourses in the API. In
total, the sewer pipe will be installed under 3,411 feet of wetland. The project will temporarily impact 0.131
acre in four wetlands (Wetlands D, E, F, and G) and 50 square feet in one waters (Waters 2). The project will
permanently impact 0.729 acre in three wetlands (Wetlands E, F, and G); there will be no permanent impacts
to waters. All impacts are shown on the Figure 4 series (Attachment A). The following summarizes work
proposed within Waters 2 and Wetlands D, E, F, and G.
Wetland D:
Installation of the sewer pipe will temporarily remove 167 cubic yards of native soil in a 225 -square -foot area
of Wetland D. A bore pitwill be excavated to facilitate trenchless crossing underthe Bob Straub Parkway road
prism to the southeast and under Waters 1 to the northwest (no impact). The bore pit will remain open for 2
months, and then it will be filled and restored to original contours.
Wetland E:
Installation of the sewer pipe will temporarily remove 803 cubic yards of native soil in a 1,084 -square -foot
area of Wetland E. This same area will then be filled and restored to original contours; fill under Wetland E
will consist of geotextile, PVC sewer pipe, crushed rock, native soil, and native sod. Construction ofthe access
road will permanently remove 181 cubic yards of native soil in a 3,252 -square -foot area. This same area will
then be filled to match surrounding contours with geotextile and crushed rock (1.25 -inch max. diameter).
Wetland F:
Installation of the sewer pipe will temporarily remove 1,521 cubic yards of native soil in a 2,416 -square -foot
area of Wetland F. This same area will then be filled and restored to original contours; fill will consist of
geotextile, PVC sewer pipe, crushed rock, native soil, and native sod. The area of Wetland F to the northwest
consists of mature forested wetland and so, to minimize impact, the access road will not be constructed across
the mature -PFO portion of Wetland F, and the footrpint of the pipe and access road combined will be reduced
to awidth of 25 feet along 500 feet of the alignment; however, 26 trees will be removed, and this entire 12,500 -
square -foot area will be considered permanent impact due to the loss of mature trees. Construction of a
manhole, the access road, and an access -road turnaround will permanently remove 602 cubic yards of native

soil in a cumulative area of 10,060 square feet. This same area will then be filled to mi
contours (except for manholes) with geotextile and crushed rock (1.25 -inch max. diameter).
Wetland G:
Installation of the sewer pipe will temporarily remove 1,060 cubic yards of native soil in a 1,972 -square -foot
area of Wetland G. This same area will then be filled and restored to original contours. fill will consist of
geotextile, PVC sewer pipe, crushed rock, native soil, and native sod. Construction of a manhole and the
access road will permanently remove 367 cubic yards of native soil in a cumulative area of 5,932 square feet.
This same area will then be filled to match surrounding contours (except for manholes) with geotextile and
crushed rock (1.25 -inch max. diameter).
Waters 2:
Installation of the sewer pipe will temporarily remove 13 cubic yards of native substrate and soils in a
square -foot area. This same area will then be filled and restored with native bed and bank material and ril
with willow stakes (above OHWM). The impact area of Waters 2 will be temporarily isolated, and a by{
pipe will be installed prior to the open -cut installation of the sewer pipe. Afterthe pipe has been installed
the trench in this area has been filled, the isolation and bypass pipe will be removed and flow will rest
along its original course.
C. Construction Methods. Describe how the removal and/or fill activities will be accomplished to minimize
impacts to waters and wetlands.
Erosion and Sediment Control (ESC) BMPs will be used to minimize erosion and sedimentation JL
construction, BMPs are included on the Figure 4 sheets in Attachment A and will include (1) sediment cc
barriers around the perimeter of the work area, (2) sediment traps in stormwater inlets and/ortemporary ct
dams in stormwater ditches, and (3) re-establishment of vegetation promptly after construction. Other BI
may include temporary mulching, covering stockpiled soil, matting, and other practices to minimize
movement of soil.
Where feasible, the City opted for trenchless boring to bore under waters and wetland areas, and the extent
of permanent gravel access road has be minimized as much as possible. For temporary trenches outside of
paved or gravel areas, sod and the top 12 inches of topsoil will be removed and stockpiled for reuse as surface
restoration, and all trench surfaceswill be restored to original contours. The Contractorwill install trench dams
nearwetlands and waters to prevent the pipe alignment from becoming a sink for local groundwater, and the
gravel access road will be flush with surrounding contours so as not to impede, reroute, or otherwise influence
hydrology. However, the road will have a maximum cross slope of 3% in order to shed stormwater to existing
vegetated areas. A Post -Construction Stormwater Management Plan is included as Attachment G.
The construction sequence is as follows:
• Remove trees and woody vegetation outside the MBTA nesting season.
• Mobilize equipment and materials to staging areas.
• Install erosion and sedimentation controls.
• Clear and grub the remaining vegetation (where necessary) in the construction footprint.
• Install 24 -inch diameter sewer pipe and gravel access road through Wetland G.
• Install isolation structures, and bypass for Waters 2.
• Open -cut sewer installation through Waters 2.
• Install 24 -inch diameter sewer pipe and gravel access road through Wetland F.
• Install 18 -inch & 24 -inch diameter sewer pipe through upland area and Wetland E.
• Install trenchless launch shaft in Wetland D and receiving shafts in upland areas and associated
dewatering systems.
• Install 18 -inch sewer pipe beneath Waters 1 via trenchless boring.
• Install 18 -inch sewer pipe beneath Bob Straub Parkway via trenchless boring.
• Install gravel access road through upland area and Wetland E.
• Install 18 -inch sewer pipe through upland area east of Bob Straub Parkwayto the end of the alignment.
• Final site restoration including restoration of construction extents to pre-existing conditions, and

Provide a statement of the purpose and need for the overall project.
This project is Phase 3 of a multi -phase sanitary sewer line project. Phases 1 and 2 have already been
constructed. The overarching sewer project is in response to projected population growth in the Springfield
area. Phase 3 of the Jasper sewer trunk line is necessary to provide sewage service to residential and
industrial -zoned areas currently without service that are within the urban growth boundary. These areas
currently have low-density housing but will likely be targeted for development as the population of Springfield
increases. Establishing the sewer infrastructure will minimize the likelihood of surface and groundwater
contamination from improperly sited and/or maintained septic tanks.
A Describe the existing physical, chemical, and biological characteristics of each wetland or watemody.
Reference the wetland and waters delineation report if one is available. Include the list of items provided in
the instructions.
The DSL concurred with wetlands and waters boundaries in the API (WD 2020-0387) on March 29, 2022
(Attachment B). ORWAP assessments of impacted wetlands were conducted in May 2020 and August 2021
(Attachment F). Dominant plant species, Cowardin and HGM classifications, and ORWAP scores for
impacted wetlands are described below. All wetlands proposed for permanent impacts that were not mature
PFO (Wetland E, the PEM portion of Wetland F, and Wetland G)were included in a single assessment area,
because they have the same hydrology sources, degree of disturbance, predominant mapped soil series and
field -verified soils, and they have similar abutting land uses. A separate ORWAP assessment was done for
the mature PFO portion of Wetland F to better compare its functions and values to a nearby group of mature
PFO wetlands that will be preserved as mitigation (see Block 9). Group -level functions are summarized at
the end of this section, and individual functions and values scores are in Attachment F. There are no listed
species in the project API. There will be no effect to listed species downstream of the API, because 1) all
stormwater runoff will shed to and be detained/nfltrated within existing vegetated areas at the toe of a
railroad prism, 2) there will be no increase in runoff quantity (discharge) to receiving waters.
Wetland D:
Wetland D is a freshwater, Flat, PSS wetland dominated by nootka rose (Rosa nutkana, FAC) and Himalayan
blackberry (Rubes atmeniacus, FAC) in the shrub layer and fox sedge (Calx vulpinoidea, OBL) and
changing forget-me-not (Myosotis discolor, FAC) in the herbaceous layer. Wetland D is located within a non -
hydric (hydric rating = 4) soil mapping unit 52B: Hazelair silty clay loam, 2 to 7 percent slopes. Soils were
documented in the field as dark silty clay loam with redox features beginning just below the surface.
Hydrology is likely supplied by seasonal runoff from surrounding uplands and the road, direct precipitation,
and lateral subsurface flow. Wetland D provides moderate habitat for reptiles and amphibians and higher
quality habitat for birds. There are no ORBIC records of threatened or endangered species occurring in or
near Wetland D.
Wetland E:
Wetland E is a freshwater, Slope wetland that contains PEM, PSS, and PFO communities. Wetland E is
primarily vegetated with field meadow foxtail (Alopecurus pralensis, FAC), teasel (Dipsacus fullonum, FAC),
common velvet grass (Holcus Ianatus, FAC), tall fescue (Schedonorus amndinaceus, FAC), and spreading
rush (Juncus patens, FACW), with areas of camas (Camassia quamash, FACW), Oregon ash saplings and
seedlings (Fraxinus latdolia, FACW), lamp rush (Juncus e/fusus, FACW), Himalayan blackberry, nootka rose,
and cattail (Typha latifolia, OBL). Wetland E is in the same soil mapping unit as Wetland D. Soils were
documented in the field as dark silty day over depleted clay with gleyed depletions and iron concentrations.
Hydrology is likely supplied by seasonal runoff from surrounding uplands and the road, direct precipitation, and
lateral subsurface flow. Wetland E provides moderate habitat for reptiles and amphibians and higher quality
habitat for birds. There are no ORBIC records of threatened or endangered species occurring in or near
Wetland E.

Wetland F is a freshwater, Slope wetland that contains PEM and mature PFO communities. The PEM portion
of the wetland is part of a grazed pasture and is primarily vegetated with short -awn foxtail (Alopecums aequalis,
OBL), redtop bentgrass (Agrostis gigantea, FAC), black medic (Medicago lupulin, FACU), small -headed clover
(Tnfolium microcephalum, FAC), white cover (Trifolium repens, FAC), awl -fruit sedge (Carex stipsta, OBL),
and one-sided sedge (C. unilateralis, FACW), with areas of Himalayan and cutleaf blackberry (R laciniatus,
FACU). The PFO portion of the wetland is dominated by mature Oregon white oak (Quercus garryana, FACU)
and mature Oregon ash, scattered occurrences of western serviceberry (Amelanchier alnifolia, FACU), and
Himalayan blackberry nearthe edges. The herbaceous layer of the mature PFO is sparse due to cattle grazing,
containing mostly camas, sedges, rushes, grasses, and duckweed. The mature PFO portion of Wetland F is in
the same soil mapping unit as Wetlands D and E. The PEM portion of Wetland F is in the non -hydric (hydric
rating = 8) soil mapping unit 73, Linslaw loam. In the pasture, soils were documented in the field to be dark silt
loam over depleted matrix with redox features beginning within 2-3 inches of the surface. Soils in the forested
wetland were documented in the field to be dark silt loam with redox features beginning within 8 inches of the
surface. Saturation, sediment deposits, sparsely vegetated concave surface, and geomorphic position indicated
wetland hydrology in the forested wetland. Hydrology for Wetland F is likely supplied by surface runoff from
surrounding uplands, direct precipitation, and subsurface lateral flow. Wetland F provides moderate habitat for
reptiles and amphibians and higher quality habitat for birds. The mature PFO portion of Wetland F provides
higher native plant diversity than that of the PEM portion. There are no ORBIC records of threatened or
endangered species occurring in or near Wetland F.
Wetland G:
Wetland G is a freshwater, Slope wetland that contains PEM, PSS, and PFO communities. The PEM portion
of the wetland that is not maintained as the owner's yard is primarily vegetated with field meadow foxtail, one-
sided sedge, teasel (Dipsacus fullonum, FAC), poverty rush (Juncus tenuis, FAC), pennyroyal (Mentha
pulegium, OBL), straight -beaked buttercup (Ranunculus orthohynchus, FACW), and tall fescue. The remainder
contains a few Oregon ash and Oregon white oak and a shrub layer dominated by Himalayan blackberry and
snowberry (Symphoricarpos albus, FACU). Wetland G is in the same soil mapping unit as Wetlands D, E, and
F. Soils were documented in the field as dark silt loam over a depleted matrix with redox features beginning
within 6-8 inches. Hydrology for Wetland G is likely supplied by surface runoff from surrounding uplands, direct
precipitation, and subsurface lateral flow. Wetland G provides moderate habitat for reptiles and amphibians
and higher quality habitat for birds. There are no ORBIC records of threatened or endangered species
occurring in or near Wetland G.
Waters 2:
Waters 2 is a freshwater, perennial stream that flows from the east to the southwest and through a culvert under
the railroad tracks. The culvert flows into a slough that is connected to the Middle -Fork WIlamette River.
Hydrology for Waters 2 is primarily provided by areas of high groundwater with seeps at its headwaters, less
than a mile northeast in areas that include mature forested wetlands. Stormwater runoff from surrounding
development is likely a secondary source of hydrology. Waters 2 exhibits low sinuosity and has an average
bank -full width of approximately 9 feet; the wetted width in summer months is typically 2-5 feet. The substrate
is made up of cobbles set in silty material, and areas of silt with sparse cobbles. Its banks are incised and
primarily vegetated with red alder (Alms rubra, FAC), camas, osoberry (Oemleria cerasiformis, FACU), reed
canary grass (Phalaris amndinacea, FACW), Himalayan blackberry, climbing nightshade (Solanum dulcamars,
FAC), and snowberry. The ordinary high-water mark was evidenced by scour lines and unvegetated banks.
There are no known populations of fish that inhabit Waters 2; it is not included in StreamNet records, and there
was no evidence of fish observed during the field delineation of Waters 2 (e.g., direct sightings, or tracks and
scat of semi -aquatic mesopredators such as mink and otters). There are no ORBIC records of threatened or
endangered species occurring in or near Waters 2. There will only be 50 square feet (10 stream feet) of
temporary impact to Waters 2, so Waters 2 was not evaluated with SFAM.

(7) PROJECT SPECIFIC CRITERIA AND ALTERNATIVES ANALYSIS
Describe project -specific criteria necessary to achieve the project purpose. Describe alternative sites and
project designs that were considered to avoid or minimize impacts to the
wa[erbody or wetland:
This project is Phase 3 of a multi -phase sanitary sewer project; Phases 1 and 2 have already been
constructed. The sewer line is a gravity -fed system, which informs the location, linear feet, depth, and
gradient of the pipe. Project criteria are as follows:
a. The project must connect with the existing Phases 1 and 2 and with future phases.
b. Phase 3 must be gravity -fed and maintain a straight or near -straight alignment to minimize maintenance
issues.
c. Construdability and access: The project will use trenchless baring where feasible to minimize impacts,
but temporary open -cut trenches are necessary for most of the project. A gravel access road is necessary
for most of this linear project.
d. Minimize take of private properly.
Alternatives Analysis:
Phase 3 is a gravity -fed sewer line that must connect with Phases 1, 2, and future phases; the project is
confi
ned to a linear alignment that is consistent with other phases. As such, the project's alternatives
analysis focused on the section that is proposed through mature PFO. The following assumes that the

(7) PROJECT SPECIFIC CRITERIA AND ALTERNATIVES ANALYSIS
Describe project -specific criteria necessary to achieve the project purpose. Describe alternative sites and
project designs that were considered to avoid or minimize impacts to the
wa[erbody or wetland:
This project is Phase 3 of a multi -phase sanitary sewer project; Phases 1 and 2 have already been
constructed. The sewer line is a gravity -fed system, which informs the location, linear feet, depth, and
gradient of the pipe. Project criteria are as follows:
a. The project must connect with the existing Phases 1 and 2 and with future phases.
b. Phase 3 must be gravity -fed and maintain a straight or near -straight alignment to minimize maintenance
issues.
c. Construdability and access: The project will use trenchless baring where feasible to minimize impacts,
but temporary open -cut trenches are necessary for most of the project. A gravel access road is necessary
for most of this linear project.
d. Minimize take of private properly.
Alternatives Analysis:
Phase 3 is a gravity -fed sewer line that must connect with Phases 1, 2, and future phases; the project is
confi
ned to a linear alignment that is consistent with other phases. As such, the project's alternatives
analysis focused on the section that is proposed through mature PFO. The following assumes that the
disturbance footprint and permanent access corridor through mature PFO will be permanent wetland
impacts due to the permanent removal of mature trees:

Alternative 1: Open -cut trench 300 feet: lack and bore under the remaining extent of mature PFO.
This alternative minimizes impacts. however, engineers analyzed the length/depth of boring in the context of
tree roots and determined that jack/boring under most of the mature PFO was not feasible. This alternative
satisfies criteria a, b, and d, but it does not satisfy criterion c.
Alternative 2: Open -cut 250 linear feet through mature PFO: sewer alignment bends with three inflection
points to avoid a portion of the mature PFO.
This alternative would reduce the permanent impacts to mature PFO, but it would result in more manholes,
more ground disturbance overall, and the additional linear feet of pipe needed to circumvent a part of the
wetland affects the depth and gradient needed for the remainder of the pipe to be a gravity -fed system. Also,
the deviation from a straight alignment introduces the potential for maintenance problems and requires
additional take of private property. This satisfies criteria a and c, and it does not satisfy criteria b and d.
Alternative 3 (Preferred Alternative): Open -cut throuah the entirety of mature PFO (500 linear feet).
This alternative entails a temporary trench through the extent of mature PFO wetland, and a permanent
utility corridor that is 25 feet wide. This alternative satisfies all project criteria, and it excludes the access
road through the mature PFO portion of Wetland F.

(9) IMPACTS, RESTORATION/REHABILITATION, AND COMPENSATORY MITIGATION
A. Describe unavoidable environmental impacts that are likely to result from the proposed project. Include
permanent, temporary, direct, and indirect impacts.
All impacts (temporary and permanent) are enumerated in Block 4 and shown in Figure 4 (Attachment A).
Wetland D:
167 cubic yards of native soils will be temporarily removed (2 months) from a 225 -square -foot area to create a
boring pit fortrenchless excavation southeast under Bob Straub Parkway and northwest under Waters 1. Thiswill
be backfilled with native material, restored to pre -construction contours, and planted with restoration seed mix.
Therefore, all impacts will be direct and temporary.
Wetland E:
803 cubic yards of native soil will be temporarily removed (2 months) (direct impact) from a 1,084 -square -foot
area of Wetland E forthe open -trench installation of the sewer pipe. This same areawill then be filled and restored
to original contours with geotextile, PVC sewer pipe, crushed rock, over 15 vertical feet of native soil, and native
sod. Construction of the access road will permanently remove 181 cubic yards of native soil in a 3,252 -square -
foot area (direct impact). This same area will then be filled to match surrounding contours with geotextile and
crushed rock (1.25 -inch max. diameter).
Wetland F:
1,521 cubic yards of native soil will be temporarily removed (2 months) (direct impact) from a 2,416 -square -foot
area of Wetland F. This same areawill then be filled and restored to original contourswith geotextile, PVC sewer
pipe, crushed rock, over 10 vertical feet of native soil, and native sod. Part of Wetland F consists of mature
forested wetland and, as such, the access road will only be constructed in part of Wetland F, and the footprintwill
be reduced to a width of 25 feet along 500 feet of the alignment. however, 26 trees will be removed, and this
12,500 -square -foot area will be considered permanent impact (direct impact). Construction of a manhole, the
access road, and an access -road turnaround will permanently remove 602 cubic yards of native soil in a
cumulative area of 10,060 square feet (direct impact). This same area will then be filled to match surrounding
contours (except for manholes with geotextile and crushed rock 1.25 -inch max. diameter).

Wetland G:
1,060 cubic yards of native soil will be temporarily removed (2 months) (direct impact) from a 1,972 -square -foot
area of Wetland G. This same area will then be filled and restored to original contourswith geotextile, PVC sewer
pipe, crushed rock, over 10 vertical feet of native soil, and native sod. Construction of a manhole and the access
road will permanently remove 367 cubic yards of native soil in a cumulative area of 5,932 square feet (direct
impact). This same area will then be filled to match surrounding contours (except for manholes) with geotextile
and crushed rock (1.25 -inch max. diameter).
Waters 2:
Installation of the sewer pipe will temporarily remove (1 month) 13 cubic yards of native substrate and soils in a
50 -square -foot area (direct impact). This same area will then be filled with geotextile, PVC sewer pipe, crushed
rock, native soil, native substrate, and dprap with willow stakes above the OHWM. The impact area of Waters 2
will be isolated, and a bypass system will be installed prior to the open -cut installation of the sewer pipe. After the
pipe has been installed and the trench in this area has been filled, the isolation and bypass systems will be
removed, and flow will resume along its original path. All in-waterwork will occurwithin the prescribed ODFW in -
water work window, June 1 —October 31.
There are no indirect impacts.
B. For temporary removal or fill or disturbance of vegetation in waterbodies, wetlands or riparian (i.e
areas, discuss how the site will be restored after construction to include the timeline for restoration.
Native sod and the top 12 inches of topsoil will be removed and stockpiled for reuse as surface restoration for the
open -trench installation of sewer pipe through Wetlands E, D, F, and G. all surfaces will be restored to original
contours. Over 10 feet of native soil will overlay the geotextile, crushed rock subgrade, pipe bedding, and pipe at
the bottom of the trench. Trench dams will be installed to prevent the underground pipe alignment from becoming
a sink for groundwater. Any areas of temporary impact that have exposed soilswill be seeded with a native seed
mix and erosion control tackifier.
Waters 2 will be temporarily bisected by the open -trench installation of the sewer pipe. however, the impacted
area will first be isolated with temporary coffer dams, and a bypass system will be installed to route flow around
the impacted area. Trench dams will be installed to prevent redirection of subsurface hydrology. After the work
has been completed in this section (1 month) and the bed and banks have been restored, the coffer dams and
bypass system will be removed so that flow can resume down the original course. Per Sheet D-4 in Attachment
A, the banks will be restored with reworked, native coarse material. The contractor may install class 50 dprap
above the OHWM, if deemed necessary. Live willow stakes will be installed in the native coarse material and
riprap per the detail on Sheet D-4. Other exposed soils in the vicinity of Waters 2 will be seeded with a native
seed mix with erosion control tackifier.

The project will result in the loss of mature PFO wetland, a rare wetland type. To offset this and all other permanent
wetland impacts, The City of Springfield will preserve 7.32 acres of mature PFO wetlands in the adjoining tax lot
1802040001511. The preservation site is within the urban growth boundary and thus threatened by future
development. Preserving wetlands at this site is the optimal mitigation method to protect this rare wetland type.
The details of this proposed preservation as mitigation are presented in the attached compensatory mitigation
plan (Attachment F).
As shown in the CM Eligibility and Accounting worksheet (Attachment E), Cowardin system classes are not met
because impacted PEM, PSS, and non -mature PFO wetland will be offset by preserving mature PFO. However,
mature PFO is a rare wetland type that is a priority in all watersheds of the WIlamette Valley. The targeted
priorities are wildlife habitat and ecosystem services, and mature PFO wetlands provide high levels of functions
and values to address these priorities.

The Department of State Lands has reviewed the wetland delineation report prepared
by Mason, Bruce & Girard for the site referenced above. Please note that the study area
includes only a portion of the tax lot(s) described above (see the attached maps). Based
upon the information presented in the report, and additional information submitted upon
request, we concur with the wetland and waterway boundaries as mapped in revised
Figure 6a -f of the report. Please replace all copies of the preliminary wetland maps with
these final Department -approved maps.
Within the study area, 5 wetlands (Wetland A, D, E, F, and G, totaling approximately
5.445 acres), 2waterways (Waters 1 and Waters 2), and 6 ditches (Ditch 1 through 6),
were identified. The wetlands and the 2 waterways are subject to the permit
requirements of the state Removal -Fill Law. Under current regulations, a state permit is
required for cumulative fill or annual excavation of 50 cubic yards or more in wetlands or
belowthe ordinary high-water line (OHWL) of the waterway (or the 2 -year recurrence
interval flood elevation if OHWL cannot be determined). The 6 ditches are exempt per
OAR 141-085-0515(10); therefore, are not subject to current state permit requirements.
This concurrence is for purposes of the state Removal -Fill Law only. We recommend
that you attach a copy of this concurrence letter to any subsequent state permit
application to speed application review. Federal, other state agencies or local permit
requirements may apply as well. The U.S. Army Corps of Engineers will determine
jurisdiction under the Clean Water Act, which may require submittal of a complete
Wetland Delineation Report.
Please be advised that state law establishes a preference for avoidance of wetland
impacts. Because measures to avoid and minimize wetland impacts may include
reconfiguring parcel layout and size or development design, we recommend that you
work with Department staff on appropriate site design before completing the city or
county land use approval process.
This concurrence is based on information provided to the agency. The jurisdictional
determination is valid for five years from the date of this letter unless new information
necessitates a revision. Circumstances under which the Department may change a
determination are found in OAR 141-090-0045 (available on our web site or upon
request). In addition, laws enacted by the legislature and/or rules adopted by the
Department may result in a change in jurisdiction; individuals and applicants are subject
to the regulations that are in effect at the time of the removal -fill activity or complete
permit application. The applicant, landowner, or agent may submit a request for
reconsideration of this determination in writing within six months of the date of this letter
