ISSUE The City's camping ordinance is out of compliance with HB3115 and must be STATEMENT: repealed or revised to include reasonable time, place and manner restrictions by July 1, 2023. ATTACHMENTS: 1: PowerPoint Presentation 2: Public Land & ROW Map DISCUSSION/ In November, the Council reviewed legal issues related to regulating camping on FINANCIAL public land and HB3115 which requires cities to amend their illegal camping IMPACT: ordinances to include reasonable time, place and manner restrictions. The purpose of this work session to obtain guidance about the communication strategy and review a public land and ROW map of the City of Springfield. Schedule: There are several upcoming opportunities for the Council to consider this issue: February 6, Work Session - review examples from other jurisdictions and the City's efforts in sheltering unhoused persons. March 6, Work Session - provide guidance for City of Springfield's proposed ordinance. April 17, Regular Session - public hearing and first reading. May 1, Regular Session - place holder for potential second public hearing and reading. Communication Strategy: The intent of the communication strategy is to inform the public about why the City is changing its camping ordinance and to receive their feedback. The website will serve as a landing page with general information, schedule and updates. Social media will be used to amplify information and notify the public about how to provide feedback. The communication style is intended to provide information in a way that is concise and straightforward. Since the ordinance must be adopted in a Council meeting, the public input methods embedded in the Council meeting agenda and process can serve as a way to receive public input. Finally, staff will intentionally reach out to stakeholders such as Team Springfield partners, service providers and the Chamber of Commerce to invite their feedback. Public Land and ROW Map: Attachment 2 is a map of public land and right of way in the City of Springfield. The City owns several different types of property, but this ordinance is limited to land that is open to the public. Also, it will only apply to land located within Springfield city limits because it will be enforced through Springfield Municipal Court.
