ITEM TITLE: LAURA STREET INTERGOVERNMENTAL AGREEMENT AMENDMENT #1
WITH LANE COUNTY.
ACTION Approve or reject a motion to authorize and direct the City Manager to execute the
REQUESTED: FIRST AMENDMENT FOR THE LAURA STREET INTERGOVERNMENTAL
AGREEMENT JURISDICTIONAL SURRENDER AND ANNEXATION FOR
PORTIONS OF ANDERSON LANE, MENLO LOOP, ASPEN STREET,
KELLOGG ROAD, AND LAURA STREET.
ISSUE This Jurisdictional Transfer Amendment modifies the IGA to expand the project
STATEMENT: area for Laura Street improvements by approximately 400 feet to the south past the
end of the County Road segment of Laura Street.

DISCUSSION/ The City of Springfield and Lane County entered a Jurisdictional Transfer -
FINANCIAL Intergovernmental Agreement in January 2022 for the city to acquire portions of
IMPACT: Anderson Lane, Aspen Street, Menlo Loop, Kellogg Road, and Laura Street, which
will serve local residential traffic within Springfield City limits.
This Amendment expands the project area for the Laura Street Improvements by
approx. 400ft, constructs a culvert for the "Channel 6" crossing and improves the
east and west sides of Laura Street with sidewalks, ADA ramps, bike lanes, curbs,
stormwater families, and new pavement. The city will acquire jurisdiction once
construction is completed and agrees to cooperate with County to allow the
construction of the improvements described in subsection 2.1.6 of the original
Intergovernmental Agreement.
This Amendment adds $1.77M to the project total which is being contributed by
FHWA. The City is responsible for 10.27% match or approx. $174,590 which will
be covered by Street funds. The overall project total is $5.07M, contributed by
FHWA and Lane County.
The City Attorney's Office has approved and stamped the draft IGA attached.
LANE COUNTY INTERGOVERNMENTAL AGREEMENT (IGA) AMENDMENT (Contract Form B-2, 2021)
Contract Title: INTERGOVERNMENTAL AGREEMENT FOR JURISDICTIONAL SURRENDER AND ANNEXATION OF
PORTIONS OF ANDERSON LANE, MENLO LOOP, ASPEN STREET, KELLOGG ROAD, AND LAURA
STREET
Amendment No.: ONE
This Amendment modifies the Intergovernmental Agreement named above between Lane County ("County"), and
the City of Springfield ("Springfield"). County and Springfield agree as follows:
1. SCOPE OF AMENDMENT. The scope of the Agreement is amended as follows:
Add the following paragraph to subsection 2.1.6:
a. Expand the project area for the Laura Street improvements by approximately 400 feet to the south past
the end of the County Road segment of Laura Street, as show on the attached Exhibit 1.
b. Change the proposed paving from asphaltic concrete paving to Portland cement concrete for any new
paving in the entire project area.
C. Construct a culvert for the "Channel 6" crossing, as shown on the attached Exhibit 1, and improve the
east and west sides of Laura Street within the expanded project area with sidewalks, ADA ramps, bike
lanes, curbs, stormwater facilities, and new pavement.
d. Provide the additional work and improvements described in this subsection for an additional estimated
cost of $1.77 million.
Add the following paragraph to subsection 2.2.8:
a. Provide the required local matching funds for the STIP funding for the expanded project area described
in subsections 2.1.6 a. through d. above.
2. CONSIDERATION. Add the following subsection between subsections 4.1 and 4.3 of the Agreement:
4.2 With respect to the additional work described in subsection 2.1.6 above, Springfield will: (i) cooperate
to ensure County receive payment from STIP funds to County, (ii) will pay the local match funds for the
additional STIP funding, and (iii) ensure that County's entire cost of the additional work is paid by the
combination of STIP funds and Springfield funds. County will invoice Springfield for design and right of
way services when construction documents are complete, and for construction costs (including
construction engineering, inspection, and testing) thereafter periodically as the work progresses, not
less than monthly. Springfield will pay County's invoice within 30 days of receipt. Springfield's share of
project costs is estimated to be 35% of the total project costs.
3. TIME. In consideration of this Amendment, the Agreement term is unchanged.
4. DATE. This Amendment is effective as of the date last signed below.
Each party, by signature below, agrees to be bound by the terms and conditions of this Amendment. All other terms
and conditions of the original Agreement not altered by this Amendment remain in full force and effect.
