PROJECT PROPOSAL AND DIM QUESTIONS
CITY OF SPRINGFIELD
ANNEXATION
Branch Engineering Inc. Project No. 22-362
This annexation proposes to incorporate Parcel 3 of Land Partition Plat 2020-
P2943 (TM 18-02-04; TL 1511), a 30 -foot strip of land west of Parcel 3 (TM 18-02-04-42;
TL 1300), the Linda Lane right-of-way from its southerly terminus to its intersection with
Mt. Vernon Road, and that portion of the Mt. Vernon Road right-of-way that falls within
its intersection with Linda Lane. The exact locations of all these portions of land can be
found on the map submitted as part of this application. The City of Springfield is the
owner of all the properties listed.
The aforementioned Parcel 3 abuts S 57ih Street to the east, and the aforementioned 30 -
foot strip, which abut Parcel 3 to the west, functions as a southerly extension of Linda
Lane. S 57*" Street's current improvements include underground electric, water, sanitary,
stormwater, and various low voltage utilities. S. 571" Street is partially improved with a
20 -foot pavement width with curb along its west side and curb, gutter, and sidewalk
along its east side. Linda Lane's current improvements include electric, gas, and various
low voltage utilities. At its intersection with Mt. Vernon Road, exists a stubbed 16" water
main. Linda Lane also includes an unimproved gravel road being accessed by 12
properties along its length.
Parcel 3 also includes an 18" sanitary sewer main running centrally through the site from
east to west. Above ground electric utilities are just south of its southerly boundary.
Jasper Meadows Park abuts Parcel 3's northeasterly boundary. To see any additional
detail regarding utilities and other key urban facilities and services, see the existing
conditions plan submitted with this application.
Parcel 3 consists of large portions of wooded area with a riparian wetland running
through it. There are two main areas of uplands, one in the northwest and one located
centrally on its easterly edge.
Development of the northwesterly upland area, which abuts the 30 -foot strip extending
southerly from Linda Lane, will require coordination with the city to extend utilities
(water and electric) from the Linda Lane and Mt. Vernon Road intersection and improve
all or a portion of Linda Lane in order to develop the property.

The easterly upland area directly abuts S 571h Street, along with a number of utility and
public facilities. Mineral Way, which intersects S 57" Street, would likely be extended
through the site with development along its northerly and southerly side in the upland
area. Utilities could be extended through the site.
No stormwater sewer lines can be extended to the property at this time, and any future
development will likely have to resort to stormwater detention facilities to meet
stormwater requirements. All development could connect to the 18" sanitary sewer main
discussed above.
The following are a list of question from the applicant regarding future development:
1. What will be the current or future requirements regarding extension of Mineral
Way to Linda Lane? S 57th Street to the north? (Annexation Agreement)
2. Who will be responsible for extension of utilities and street improvements from
Mt. Vernon Rd to the site?
3. Does the city know the status of the strip along the southerly boundary of the
site? Is it right-of-way? If so, what are the responsibilities regarding
- improvements within it?
4. Is this application complete enough to skip Pre -Submittal once all the signatures
are obtained?

The annexation area is located immediately west of the City of Springfield's city
limits in South 57°" Street. The annexation area has approximately 800 feet of frontage
along the westerly margin of S 57th Street. The proposed annexation area consists of
Parcel 3 of Land Partition Plat 2020-P2943 (TM 18-02-04; TL 1511), A 30 -foot strip of
land west of Parcel 3 (TM 18-02-04-42; TL 1300), the Linda Lane right-of-way from its
southerly terminus to its intersection with Mt. Vernon Road, and that portion of the Mt.
Vernon Road right-of-way that falls within its intersection with Linda Lane. The exact
locations of all these portions of land can be found on the map submitted as part of this
application.
Wastewater Services/Sanitary Sewers
The annexation area is bisected by an 18" sanitary sewer running east to west from the
intersection of Mineral Way and S 57'" Street. All the developable area within the
annexation area has direct access to this sanitary sewer.
Stormwater Services
The neighborhood to the east of the annexation area has a fully developed stormwater
conveyance system; however, the system currently outfalls into the annexation area. No
other stormwater systems or facilities exist nearby. All Stormwater runoff caused by
development will need to meet the City of Springfield's Stormwater Management Manual
for detention and treatment. If any wetland impacts occur with the development, the
stormwater design will also need to meet the SLOPES V standards as enacted in the
Endangered Species Act. The ability of jasper Meadows Phases 5-7 to accomplish
stormwater detention and vegetative treatment is testimony to the reasonable potential
of this site to meet the standards.
Solid Waste Management
The annexation area is within the service area of private waste disposal services.
Water Services
Springfield Utility Board has service connections located within S 57"1 Street and at the
Linda Lane and Mt. Vernon Road intersection.

Fire and Emergency Medical Services
The annexation area is within 4-6 minutes from Eugene Springfield Fire Station 14
located at 4765 Main Street via adequately accessible access roads. Currently, the
annexation area is within the Willakenzie Rural Fire Protection District, but at the time
of annexation, will be withdrawn.
Police Protection
Currently, the City of Springfield police provide police services to the areas within the
city limits adjacent to the annexation area. After annexation, the City of Springfield
police will provide police protection to the annexation area.
City wide Parks and Recreation Programs
Willamalane Park and Recreation District will provide park, open space, and recreation
services to the annexed property at the effective date of annexation.
Electrical Services
The Springfield Utility Board (SUB) provides electric services within the City of
Springfield's city limits under the authority of the Springfield City Charter. SUB already
has connection at the intersection of Linda Lane and Mt. Vernon Road, and the
subdivision to the east of the site.
Land Use Controls
The annexation area is within the Urban Growth Boundary for Springfield. After
annexation the city will administer land use controls.
Communication Facilities
Wired and wireless communication services are provided to the Springfield portion of
the Metropolitan Area and the annexation area can generally receive service from these
private providers.
Public Schools
Springfield School District 19 provides the City of Springfield K-12 educational needs.
The existing district's public schools that will serve the annexation area are Riverbend
Elementary School, Thurston Middle School, and Thurston High School. -

This annexation proposes to incorporate Parcel 3 of Land Partition Plat 2020-P2943 (TM
18-02-04; TL 1511), a 30 -foot strip of land west of Parcel 3 (TM 18-02-04-42; TL 1300),
the Linda Lane right-of-way from its southerly terminus to its intersection with Mt.
Vernon Road, and that portion of the Mt. Vernon Road right-of-way that falls within its
intersection with Linda Lane. The exact locations of all these portions of land can be
found on the map submitted as part of this application.
The following describes how this annexation complies with SDC 5.7-125(b)(13) and (14):
A. The affected territory proposed to be annexed is within the City's Urban Growth
Boundary, and is
1. Contiguous to the city limits; or
2. Separated from the City only by a public right-of-way or a stream, lake or
other body of water.
The property is contiguous with city limits along its easterly edge.
B. The proposed annexation is consistent with applicable policies in the Metro Plan
and in any applicable refinement plans or Plan Districts;
The property is currently zoned as RI in the City of Springfield's zoning map which is
consistent with the Eugene/Springfield Metro Plan.
C. The proposed annexation will result in a boundary in which the minimum level
of key urban facilities and services, as defined in the Metro Plan, can be provided
in an orderly, efficient and timely manner; and
All utilities, including water, electric and sanitary are located within the annexation
area or are directly adjacent to the annexation area, within dedicated public light -of -
way. See the Public/Private Utility Plan submitted with this application for additional
details.
D. Where applicable, fiscal impacts to the City have been mitigated through an
Annexation Agreement or other mechanism approved by the City Council.
If required, an Annexation Agreement or other City approved mechanism will be
obtained prior to annexation.
