Proposed Use: Single Fanily Residence City Job #BB0013 At your request, the Springfield Building Safety Division recently conducted an inspection of the building(s) at the above address. The purpose of the inspection was to determine the suitability of the building(s) for the proposed use as indicated. Based on the proposed occupancy, the existing conditions which are mentioned below do not meet the nininum Building Safety Code requirements. Corrective measures must be taken prior to occupancy to insta1l, repair, replace or modify the following items in order for the building to conforrn to applicable safety codes: Structural 1. Rooms used for sleeping purposes shall fuave a secondary oeans of emergency egress directly to the outside through a door or window having a minimum openable area of 5.7 square feet. The ninirmln opening dinensions shall measure at least 20 inches horizontally and 24 inches vertically. The height of the window sill above the interior floor or landing shall be no greater than 44 inches. When the siII height is greater than allowed, but all other criteria is satisfied, a platform may be installed below the window opening to provide acceptable height between the si11 and platform. Mechanical 2. The exhaust duct serving the bathroom fan is not of an approved material. Electrical wall outlets shall not be located above electric baseboardheaters. This condition can cause the overheating of appliance cords that are connected to the wall outlet above the heater, creating a potentially hazardous condition for electrical shock or fire. The electricaloutlet(s) or heater must be reroved or relocated. 4. Newly created rooms shall be provided with electrical outlets spaced nogreater than 12' apart along usable waIls. At least one outlet shatl be located on isolated walls having a dinension of 24" or greater. Outletsshall be located no more than six (6) feet from a break in the wall, such as a doorway. 5. The electrical panel sha1l be labeled correctly and all appliance circuits served by more than one circuit breaker shal1 have the handles of the breakers tied together so that they disconnect the power simultaneously. 6. tfiring to the water heater shall be portected by flexable conduit and terminate at the water heater in a 90 degree flex connector. 7. Wiring terrnination for the attic exhaust fan sha1l be enclosed in ajunction box. 8. The wire protruding from the north gable end of the house shall be removedor terminated in a rain proof junction box. 9. The wiring for the yard light on the south gable end of the house shall be approved for outdoor use or protected fron the weather. The terminationfor the light fixture shall be made in a rain proof junction box. 10. All counter areas in the kitchen wider than one (I) foot shall be provided with a 110 volt receptacle. The counter on the left side of the kitchen sink requires a receptacle to supply portable appliances which nay be used on the counter. 11. Provide two appliance circuits in the kitchen area which serve only receptacles in these areas. 12. Ground fault circuit protection (GFCI) is required for receptacle outlets in all bathrooms and within six feet of the kitchen sink. Plumbing 13. The discharge from the water heater tempreature and pressure valve shall be extended directly to the outside of the building using approved materials of the same size as the valve outlet and shall terminate downward at a point within 6" to 24" of the ground. The discharge shall not terminate under the building. Ednund Cooper January 28, l9BB Page 3 L4. The kitchen sink was installed without proper permits or inspection. The following corrections shall be nade: A. The water supply lines serving the sink are not of an approved naterial and shall be replaced. B. The drain serving the sink shall be a minimum 2" dianeter pipe. 15. The required shut-off valve is missing from the water supply to the water heater. Planning 16. The conversion of this structure to a residence has added an additional non-conforrning condition which is prohibited by the City Development Code. One of the three residences on this lot must be eliminated in a manner conforming to the requirements of both the Development Code and the City Building Code. If an acceptable means to partition the property is devised to aleviate the non-conforming condition, please note that aII utilities serving a lot nay NOT encroach upon another property without an acceptable recorded easement for the encroachment. Building permits must be obtained for the above items which involve repairs or modifications to the structural, electrical, Plumbing or mechanical systems of the building and for any additions or revisions you wish to make to the building. A penalty fee equal to the a:nount of the permit fees shall be added to the permit as prescribed by the State of Oregon for nodifying the building without a permit or required inspections. The above required corrections shall be conpleted with appropriate inspection approvals fron this office within 30 days fron the date of this letter or measures to discontinue the use of the building may be initiated. Cooper, 736 South 42nd Street have submitted an application to rezone their property (identified above) from Low Density Residential District (LDR) to l'ledium Density Residential District (MDR). The request has been scheduled for a public hearing before the Springfield Planning Commission on July 6, 1988. The Cooper's request for a zone change to MDR fs consistent with the Comprehensive Plan's designation for this property. The Cooper's application contains findings that satisfactorily address the zone change criteria found in the Springfield Development Code. Staff supports this request because of consistency with the Plan and Code and because the current number of dwelling units on this property will be permftted upon completion of this rezoning. I,Jhen the Planning Commission reviews this request on July 6, 1988, they will consider a'll the evjdence entered into the record. l.lhile I cannot predict with unfailing accuracy what the decision of the Planning Commission will be, their record of objectivity and concern with the timely implement,ation of Comprehensive Plan po'licies is very well documented.
