ITEM TITLE:
HISTORIC COMMISSION APPLICANT APPOINTMENTS
ACTION
REQUESTED:
Appoint two (2) new members, Adam Howard and Celine Swenson-Harris to the
Historic Commission with full terms expiring December 31, 2026. Extend Jenna
Fribley’s current appointment to March 31, 2023.
ISSUE
STATEMENT:
There are two vacancies on the nine-member Historic Commission because of two
additional seats being added January of this year. Council interviewed three
candidates on November 14, 2022, Adam Howard, Rebekah Weed, and Celine
Swenson-Harris, and made a decision to appoint Adam Howard and Celine
Swenson-Harris.
Jenna Fribley’s appointment was due to end on November 19, 2022. However,
during the November 14, 2022 interviews, Council chose to extend her appointment
to March 31, 2023, allowing her to reapply at that time if desired.

DISCUSSION/
FINANCIAL
IMPACT:
The Historic Commission has had two vacancies since January of this year as the
updated code expanded the 7-person commission to a 9-person commission. The
recruitment for these vacancies opened on August 1, 2022 and closed on October
17, 2022 following an extension of the deadline.
The city received three candidate applications from Adam Howard, Rebekah Weed,
and Celine Swenson-Harris. On November 14, 2022, Council chose to appoint
Adam Howard and Celine Swenson-Harris to full-term (4-year) positions on the
Historic Commission ending December 31, 2026. Council also agreed to extend
Jenna Fribley’s appointment to March 31, 2023.
The Historic Commission requests that the Council formally ratify the
appointments during the regular meeting.
