The amendments are intended to formally acknowledge recent or future acquisitions of real property by SEDA. ATTACHMENTS: Attachment 1: Proposed Resolution ratifying the amendment to the Glenwood Urban Renewal Plan, including Exhibit A Property map and list DISCUSSION/ FINANCIAL IMPACT: SEDA took action at its October 24, 2022 meeting to amend the Glenwood Urban Renewal Plan to include acquisitions of specific parcels, identified in Attachment 1, Exhibit A. Per the requirements of the urban renewal plan, the City Council is required to ratify the SEDA amendments by Council resolution. This Glenwood Urban Renewal Plan amendments includes six parcels that SEDA is in negotiations to acquire, including three properties that SEDA is currently under contract to purchase. If purchased by SEDA, these properties would be included in SEDA’s forthcoming Master Plan of the Glenwood Riverfront area. The future Master Plan area also includes additional properties owned by SEDA and the City, Homes for Good (Lane County’s housing authority), and two sets of private owners. These properties are proposed to be added to the Plan, as shown in Exhibit A: • Map 17-03-34-42, Tax Lot 00200, approximately 0.18 acres • Map 17-03-34-42, Tax Lot 00300, approximately 0.18 acres • Map 17-03-34-42, Tax Lot 00400, approximately 0.18 acres • Map 17-03-34-42, Tax Lot 01200, approximately 0.47 acres • Map 17-03-34-42, Tax Lot 01300, approximately 0.18 acres • Map 17-03-34-42, Tax Lot 01400, approximately 0.18 acres CITY OF SPRINGFIELD, OREGON RESOLUTION NO. ___________ A RESOLUTION RATIFYING AN AMENDMENT TO THE GLENWOOD URBAN RENEWAL PLAN FOR REAL PROPERTY ACQUISITION WHEREAS, the Glenwood Urban Renewal Plan was approved by voters on November 2, 2004 and accepted by the SEDA on November 15, 2004 by Resolution 2004-02; WHEREAS, the Glenwood Urban Renewal Plan (the “Plan”) authorizes SEDA to acquire real property to achieve the Plan’s objectives subject to sections 600.D, 700, 800 and 900 of the Plan; WHEREAS, Section 700.A.1 of the Plan requires City Council ratification as well as SEDA approval, both as described in Section 900.C of the Plan, for SEDA acquisition for assembling land for development by the public or private sector; WHEREAS, Section 700.C of the Plan requires that properties to be acquired be identified in the Plan and a map exhibit, attached and incorporated to the resolution as Exhibit A, showing the properties be shown as an official part of the Plan; and WHEREAS, pursuant to Section 700.A.1, on October 24, 2022, SEDA adopted Resolution SEDA2022- 05 amending the Plan to acquire the properties listed in Exhibit A for development by the public or private sector (“the Amendment”), NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD: Section 1: The Council approves and ratifies the Amendment. Section 2: This Resolution will take effect upon adoption by the Council. ADOPTED by the Common Council of the City of Springfield this 5th day of December, 2022, by a vote of _____ for and ____ against.
