HomeMy WebLinkAboutItem 09- Justice Assistance GrantAGENDA ITEM SUMMARY Meeting Date: 11/21/2022 Meeting Type: Regular Meeting Staff Contact/Dept.: Chief Shearer/Police Staff Phone No: 541-726-3729 Estimated Time: 5 minutes SPRINGFIELD Council Goals: Provide Financially CITY COUNCIL Responsible and Innovative Government Services ITEM TITLE: JUSTICE ASSISTANCE GRANT ACTION Hold a public hearing on the proposed uses of the 2022 Justice Assistance Grant REQUESTED: ISSUE The Police Department proposes use of the 2022 Justice Assistance Grant to STATEMENT: support purchase of replacement gas masks and installation of a secure Wi-Fi system within the Springfield Justice Center. ATTACHMENTS: Attachment 1: 2022 Justice Assistance Grant Program Narrative DISCUSSION/ The City of Springfield was awarded the Department of Justice, Local Justice FINANCIAL Assistance Grants (JAG) for 2022 in the amount of $22,201. JAG grants are an IMPACT: annual, non-competitive grant award designated to support public safety goals. Agencies propose use of the local JAG grant funds to support program costs without a dedicated funding source. The Springfield Police Department proposes use of the 2022 JAG grant award to support two unfunded initiatives. 1. The replacement of 20 older gas masks that were found to be notably deteriorated in quality since the last inventory. The gas masks have fogging lens, cracked seams and are generally not sound. New masks would support safety requirements and provide police officers essential tools in the event personal protective equipment is necessary. Replacement of 20 gas masks will cost approximately $8,000. 2. Support funding towards a secure Wi-Fi system within the Springfield Justice Center. The secure Wi-Fi will adhere to Criminal Justice Information System (CJIS) requirements and support gaps in cellular coverage and network port access in secure areas of the Justice Center (i.e. patrol report writing, dispatch). This unfunded project has been evaluated several times over the past few years and identified as an opportunity to support efficiency and business continuity. The remaining grant funding of $14,201 would support most of the Wi-Fi upgrade costs estimated at $15,000 to $17,500. The gap in project funding would be addressed by reevaluating the project's scope of coverage and/or reprioritization of budgeted computer replacement. The Department has requested this public hearing to inform the Council and the public of the grant opportunities, the proposed use of grant funds, and to fulfill an application requirement for review by the local governing body and opportunity for public comment. ATTACHMENT BJA FY 2022 Edward Byrne Memorial Justice Assistance Grant Local Solicitation Proposal Narrative The City of Springfield Police Department proposes use of grant funding to unbudgeted purchases to replace 20 gas masks that have exceeded their useful life and to support installation of a secure Wi-Fi system within the Springfield Justice Center that would adhere to Criminal Justice Information System (CJIS) requirements. While taking inventory of existing gas masks, it was determined the department has approximately 20 older MSA Advantage 1000 masks that had notably deteriorated in quality since the last inventory (i.e. fogging lens, cracked seams). New masks would support safety requirements and provide police officers important and effective tools in the event the personal protective equipment was necessary. Installation of a secure Wi-Fi system within the Springfield Justice Center that adheres to CJIS requirements would provide efficiencies for use of department issued cell phones in areas of the facility with poor cellular reception, as well as provide backup options for body -worn camera footage upload and completion of mobile field reporting duties via mobile computers terminals. Currently the Springfield Justice Center has a publicly accessible Wi-Fi solution that is not utilized by law enforcement devices that must adhere to CJIS requirements and is generally unreliable. A secure, enterprise grade Wi-Fi system would provide a solution to a gap in technology that regularly arises when trying to utilize existing department tools in an efficient manner. Page 1 of 1
