ISSUE STATEMENT: There are three vacancies on the nine -member Historic Commission because of two additional seats added in January of this year and the expiration of Jenna Fribley's term on November 19, 2022. The recruitment for these vacancies opened on August 1, 2022 and closed on October 17, 2022. The city received three applications from Adam Howard, Rebekah Weed, and Celine Swenson -Harris. ATTACHMENTS: ATT 1: Adam Howard Application ATT 2: Rebekah Weed Application ATT 3: Celine Swenson -Harris Application ATT 4: Historic Commission Roster ATT 5: Interview Schedule and Questions DISCUSSION/ FINANCIAL The Historic Commission has had two vacancies since January of this year as the IMPACT: new code expanded the 7 -person commission to a 9 -person commission. In addition, Jenna Fribley has completed her term. The city received three candidate applications from Adam Howard, Rebekah Weed, and Celine Swenson -Harris. Qualifications for membership on the Historic Commission include expertise in the fields of architecture, history, architectural history, planning, or archeology; residency within the Metro Plan boundaries; or as residents, electors, or property owners within Springfield. State and Federal funding of the City's historic preservation activities stipulate that a majority of the Commissioners have professional qualifications in a field related to historic preservation. The current composition of the Historic Commission satisfies this requirement and two of the three applicants also meet this requirement. Springfield Municipal Code Section 2.506 states that any vacancy shall be filled for the unexpired portion of the term of the member creating the vacancy, and Section 2.504 states that appointed members shall hold office for four years with the terms staggered to provide overlapping and continuity. Council could fill each of the three vacancies with members serving a four year term which would continue to result in staggered terms that would provide the overlapping and continuity desired. I have been a member of the Springfield History Museum Committee since its inception in 2017, most of this time, as Chair. As Chair, I assumed a leadership role in articulating the Committee's long-term goals and objectives, including drafting and developing: the Museum's mission; the Museum's Strategic and Implementation Plans; the Committee's Bylaws; and, the Museum's Social Media Expectations. 2. What specific contribution do you hope to make? Joining the National Trust for Historic Preservation's Main Street America advocacy initiative and incorporporating it into the Historic Commission's Mission. The mission of Main Street America is to strengthen "communities through preservation -based economic development in older and historic downtowns and neighborhood commercial districts. This mission is consistent with, and reinforces, the Historic Commission's five goals that guide its work. Briefly describe your involvement in relevant community groups and activities. (Lack of previous involvement will not necessarily disqualify you from consideration.) In addition to my involvement with the Springfield History Museum Committee, I am currently a member of the University of Oregon's Jordan Schnitzer Museum of Art Leadership Council Emeriti Group (having served as Student Liaison to the JSMA's Collections and Executive Committees). Previous community group activities include serving on the Board of the Shelton McMurphy Johnson House, where I developed concepts for a script -based interactive tour and a travelling trunk program. I was Maude Kerns Art Center's 2004 Volunteer of the Year. 4. What community topics concern you that relate to this board / commission / committee? Why do you want to become a member? This community's historic assets are integral and vital to its future; I am concerned this community should miss any opportunity or resource to improve upon the success it has already made. But, I am far more excited, than concerned, for the potential positive changes and impacts the Historic Commission can (and will) make upon the Springfield community. I want to become a member of the Historic Commission because I have, can, hope, and wish to contribute to these positive changes and impacts. Most boards / commissions / committees meet monthly.
