Request: An application for Floodplain Overlay District Development approval was submitted to the Springfield Planning
Division on October 6, 2022 for the construction of new two-story home with attached garage. The site is located at 1560
Harbor Drive, Springfield Oregon (Map and Tax Lot 18-03-02-32-001000).
Status of the Application: The application is incomplete and requires additional information for review. The Springfield
Development Code requires that submittal requirements of SDC 5.4-105 be fully met prior to application acceptance for
review. In order to respond to each criteria of the Floodplain Overlay District and issue a decision the following items are
required in be submitted. Please be aware that correct information submitted for the review will affect the ability to obtain
flood insurance or the cost of that insurance and may cause future required elevation certificates at building construction
and finished construction to be incorrect.
The items listed below are needed to make the application Complete for review:
The Base Flood Elevation listed on the Elevation Certificate, plot plan, exterior elevations plan (A3),
foundations plan (Sl), and detail foundation plan is based on the FEMA Map Panel dated June, 1999 and
does not reflect the Revised LOMA, Effective July 27, 2009, Microsoft Word — Springfield
102.gubs.word2003.doc tfema.govl (see also revised Panel 1142 attached). This LOMA raised the Base
Flood Elevation in the Filbert Grove Subdivision and amended flood zone locations in the area. The
revised BFE in the site area is now shown between 448 and 449 at approximately 448.7 (however your
surveyor should determine the exact BFE for the Elevation Certificate and all other related documents).
We will need the following revised documents:
• A Revised Elevation Certificate:
a. Items A4 through A9 shall be completed based on construction drawings
b. The Elevation Certificate should be completed based on the construction drawings and
the relevant areas based on the drawings should be completed (Section C2 a, b it, c, f, g
and h)
c. Item B4 must include the panel number
it. Item B7 should include the LOMA revision date of 07/27/09
e. The Base Flood Elevation shall be revised in Item B9

• A Revised Plot Plan:
a. Revise the Base Flood Elevation listed.
b. Include either a scale or the distance from the home to the septic tank and distances
from the leach field lines to the property lines.
c. Now whether the gazebo shown is existing or proposed. If it is proposed provide the
setback to the property lines.
d. Are any other structures remaining on the property'? If there are they must be shown on
the plot plan.
e. If fill is to be brought to the site indicate the amount and location of the proposed fill.
f. Indicate the location of any HVAC equipment for the home and the elevation of the
equipment (must be at or above BFE and how it is elevated).
g. Note the location of the Floodway line on the plot plan.
h. As shown below, the face of the curb is not the front property line. Accurately show
the location of the front property and provide accurate setbacks to the property line
versus face of curb,
• Provide revised foundation Plan. exterior elevation sheet and detail sheet:
a. Revise the foundation plan notes to indicate the correct BFE.
b. Revise the foundation sheet detail to reflect the correct BFE and distance between
grade and floor to be elevated to one foot above the BFE. Provide the type of
materials and method that will be used to obtain this elevation (approximately 4.1
feet from lowest grade).
• Provide a revised narrative:
a. Provide the square footage of the new proposed house and garage.
b. Provide the number of bedrooms for the new home versus the manufactured home
being removed.
c. If there are more bedrooms in the home than were in the manufactured home being
removed an authorization to= from the Lane County Sanitarian is required. The
transaction receipt from Lane County is based on a major repair on a 3 bedroom
manufactured home.
I have included a depiction of the revised FEMA Firm panel that can be accessed under the 7/27/2009 LOMA on FEMA's
website and an example of an Elevation Certificate completed "with construction drawings". I've also included the Lane
County permit for the Major Repair on a 3 bedroom manufactured home septic system.
