Applicant Submits a Land Division Plat Application for Pre -Submittal • The application must conform to the Land Division Plat Pre -Submittal Requirements Checklist on pages 4-6 of this application packet. • A pre -submittal meeting to discuss completeness is mandatory, and pre -submittal meetings are conducted every Tuesday and Friday, from 10:00 am - noon. • Planning Division staff strives to conduct pre -submittal meetings within five to seven working days of receiving an application. 2. Applicant and the City Conduct the Pre -Submittal Meeting • The applicant, owner, and design team are strongly encouraged to attend the pre - submittal meeting. • The meeting is held with representatives from Public Works Engineering and Transportation, Community Services (Building), Fire Marshall's office, and the Planning Division and is scheduled for 30 to 60 minutes. • The Planner provides the applicant with a Pre -Submittal Checklist specifying the items required to make the application complete if it is not already complete, and the applicant has 160 days submit a complete application to the City. 3. Applicant Submits a Complete Land Division Plat Application • When the applicant has addressed all items on the Pre -Submittal Checklist and the City Surveying Section has notified the applicant's surveyor that the plat and other documents are sufficiently refined, the applicant can submit a complete application to the City Survey Section located in the NW Quad of City Hall. • The application must conform to the Land Division Plat Submittal Requirements Checklist on page 6 of this application packet. • If the submittal is deemed complete, the City Survey Section will sign -off on the City Survey approval sheet and send the applicant to the Development & Public Works Department for application submittal and fee collection. • Planning staff checks and signs the mylars. 4. Applicant Records Plat at Lane County & Submits Plat and Documents to City • After Planning staff checks and signs the mylars, the plat may then be recorded by the applicant's surveyor at Lane County. • After plat has been recorded at Lane County, applicant submits five (5) recorded, rolled paper copies of the plat and three (3) copies of required documents to the Development & Public Works Department prior to the issuance of building permits. Revised 10.14.13 kl 3 of 6 LAND DIVISION PLAT APPLICATION PROCESS Applicant submits land division plat application for pre -submittal (See Land Division Plat Pre -Submittal Requirements Checklist) City departments review application for completeness and hold pre -submittal meeting to discuss completeness issues with applicant and applicant's representatives. Applicant addresses incomplete items. City Surveyor checks application and returns comments to applicant's surveyor. Applicant's surveyor corrects plat City Surveyor conducts field check and and returns to City Surveyor. returns comments to applicant's surveyor Applicant's surveyor sets new monuments and flags existing ones. Once no errors appear on the plat and a current title report is submitted, applicant's surveyor is given ok to submit complete land division plat application. After ok given from City Surveyor and applicant has addressed all incomplete items from pre -submittal, applicant submits complete application to the City Survey Section (See Land Division Plat Submittal Requirements Checklist) City Survey Section signs -off on City Survey approval sheet and sends the applicant to the Development & Public Works Department for application submittal and fee collection. Revisec 10.14.13 kl 6of6 November 3, 2022 City of Springfield Development & Public Works Department 225 Fifth Street Springfield, OR 97477 Attn: Andy Limbird, Senior Planner Re: Karotko LLC Subdivision (Now Known as the South A Street Subdivision) Subdivision Plat Pre -Submittal Response to Conditions of Approval regarding Tentative Subdivision (Case # 811-20-000168- TYP2) Dear Andy, In response to the Tentative Subdivision (Case #811-20-000168-TYP2) Staff Report and Decision the following responses to the Conditions of Approval are hereby submitted for your consideration and approval. With this submittal we believe we meet all conditions of the decision. Tentative Subdivision Conditions of Approval There are 14 Conditions of Approval in the Tentative Subdivision decision. The Conditions are in italics. The applicant's responses are in plain text. Condition of Approval #1: Prior to approval of the Final Subdivision Plat, the applicant's construction plans shall be modifred to provide for the installation of ADA ramps for pedestrian crossings of South A Street at the Sixth, Seventh, and Eighth Street driveway locations. Applicant Response: ADA ramps for pedestrian crossings at South A Street at Sixth, Seventh, and Eighth Street driveway locations are shown on the Final Subdivision Plans. Conditions of Approval #2: Prior to approval of the Final Subdivision Plat, the applicant's construction plans shall be modifred to provide for closing the unused curb cuts and driveway entrances along the property frontage and replacing same with vertical face curb and gutter. Any sidewalk panels that are damaged or impacted by the closure of unused driveway approaches shall be repaired or replaced as necessary. Applicant Response: Unused curb cuts and driveway entrances will be replaced with vertical face curb and gutter. See Construction Plans. Damaged or impacted sidewalks will be repaired or replaced. Condition of Approval #3: Priw to approval of the Final Subdivision Plat, the applicant shall design and construct the required improvements along the South A Street frontage of the site using the City of Springfreld Public Improvement Project (PIP) process. Required improvements include but are not limited to curb retum driveways, ADA ramps, pedestrian crossings of South A Street, new or replacement street trees, pedestrian -scale streetlights, underground utilities, and repair or replacement of damaged sidewalk panels. Applicant Response: Section 5.12-145 Plat Criteria, subsection (C)(2) allows the applicant to post a "performance bond or suitable substitute as agreed upon by the City Engineer and the applicant has been fled with the City in an amount sufficient to assure the completion of all required public improvements" The applicant is proposing to bond for this improvement. Applicant Response: Prior to start of construction the applicant will obtain the required ODOT highway approach permits for the work in South A Street right-of-way. Evidence of the permits will be provided to the city. Condition of Approval #5: The applicant shall design and construct the sanitary sewer system connections along South A Street using the City's PIP process. Applicant Response: Acknowledged and agreed. See plans. Condition of Approval #6: Prior to approval of the Final Subdivision Plat, the applicant shall design and construct the stormwater line connections under South A Street using the City's PIP process. Applicant Response: Acknowledged and agreed. See plans. Condition of Approval #7: Prior to approval of the Final Subdivision plat, the applicant shall provide for this remaining portion of wood stave stormwater line located under the South A Street right-of-way to be decommissioned and filled with inert material acceptable to the City. Applicant Response: Acknowledged and agreed. See plans. Condition of Approval #8: Development of any lots within the subdivision area will need to meet all requirements of the Springfield Development Code and the Engineering Design Standards and Procedures Manual (EDSPM) for both mitigation of runoff and treatment of stormwater quality. Applicant Response: Acknowledged and agreed. The lots in the subdivision will meet the requirements in the Springfield Development Code and the Engineering Design Standards and Procedures Manual for runoff and treatment of stormwater. Condition of Approval #9: The applicant shall provide for the installation of all required utilities and conduit in the public right-of-way or within suitable public easements and shall coordinate the placement of utilities with the affected utility providers to prevent conflicts with existing and planned features including but not limited to driveways, sidewalks, curb ramps, streetlights, street signs, transit facilities, and street trees. Condition of Approval #10: The Final Subdivision Plat shall replace the parallel 7 -foot -wide Lane Transit District and 7 -foot -wide public utility easements with a 10 -foot -wide PUE along the northern boundary of Lots 1-6. Condition of Approval #11: To meet minimum separation requirements for installed utilities, the applicant will be responsible for ensuring that buildings and structures are not placed within 10 feet of vaults and junction boxes and relocating utilities that are found to be in conflict with new driveway locations within this subdivision area, to the satisfaction of the City and the affected utility provider. Applicant Response: Acknowledged and agreed. See plans. Condition of Approval 13: Prior to approval of the Final Subdivision Plat, the applicant shall obtain vacation approval for the existing 14 -foot -wide public stormwater easement that runs obliquely though Lot 1 of the subdivision area. Applicant Response: Acknowledged and agreed. Condition of Approval 14: The construction plans for the subdivision shall include groundwater protection construction notes as outlined in Finding 65 of the staff report and decision on the subdivision, Case 811-20-000168-TYP2. Applicant Response: To protect existing surface and groundwater resources, the Drinking Water Protection construction notes outlined in Finding 65 of the staff report and decision have been added to the plan set.
