HomeMy WebLinkAbout2022 02 01 Regular Session MinutesApproved 2/23/22 Minutes of the Springfield Planning Commission Regular Session Tuesday February 1, 2022 Roll Call - City of Springfield Planning Commissioners: Chair Sophie McGinley, Vice-Chair Andrew Landen, Michael Koivula, Kuri Gill, Matt Salazar, and Grace Bergen Absent: Andrew Buck Pledge of Allegiance Staff: Tom Boyatt, Community Development Director; Sandy Belson, Interim Planning Manager; Brenda Jones, Planning Commission Assistant; Kristina Kraaz, Assistant City Attorney; Mark Rust, Interim Planning Supervisor, Katie Carroll Planner Item 1: Development Code Update Project Mark Rust, Senior Planner Kristina Kraaz, Asst. City Attorney read a brief statement regarding conflicts of interest. Springfield Planning Commission Potential Conflicts of Interest: • McGinley - Does not own any property therefore has no potential conflict of interest. • Landen - Potential conflict of interest because he owns property in Springfield. • Koivula - Potential conflict of interest because he owns property in Springfield. • Gill - Potential conflict of interest because she owns property in Springfield. • Bergen - Potential conflict of interest because she owns property in Springfield and is a practicing Real Estate Agent in Springfield as well. • Salazar - Has two potential conflicts of interest: 1) that he owns residential property in Springfield, and 2) works for a real estate developer that operates in Springfield. • Buck - Has two potential conflicts of interest: 1) owns property in Springfield and, 2) professionally sells insurance for residential property owners in Springfield. Mark Rust Senior project manager presented to the Planning Commission staff report for the Development Code Update project. In this meeting the staff presented on the following agenda items for the PC deliberations: • Lot size for triples and fourplex • Parking • Demolition of existing structures • Access to greenspace Approved 2/23/22 • Homeownership v/s rentals Deliberations on lot size standards for triplex and fourplex concluded with a majority of commission members supporting option 1 corresponding to the state law - which is allowing triplexes on 5000sq ft and fourplexes on a 7000sq ft minimum lot size. Pause: 7:00 pm Regular session for the development Code Update resumed at 8:40pm Deliberations on parking standards for the middle housing concluded with a straw poll and a majority of commission members supporting option 1 that corresponds to similar state requirement for parking. At the next regular session scheduled for February 23, 2022, the planning commission members will deliberate on the remaining three agenda items from this meeting. Additional topics brought up by the commission members will also be included in the forthcoming regular session. Adjourned 9:10 pm
