Item 1: Development Code Update Project

Kristina Kraaz, Asst. City Attorney read a brief statement regarding conflicts of interest.
Springfield Planning Commission Potential Conflicts of Interest:
• McGinley - Does not own any property therefore has no potential conflict of interest.
• Landen - Potential conflict of interest because he owns property in Springfield.
• Koivula - Potential conflict of interest because he owns property in Springfield.
• Gill - Potential conflict of interest because she owns property in Springfield.
• Bergen - Potential conflict of interest because she owns prope rty in Springfield and is a
practicing Real Estate Agent in Springfield as well.
• Salazar - Has two potential conflicts of interest: 1) that he owns residential property in
Springfield, and 2) works for a real estate developer that operates in Springfield.
• Buck - Has two potential conflicts of interest: 1) owns property in Springfield and, 2)
professionally sells insurance for residential property owners in Springfield.

• Betsy Shultz – Owns an investment property in Springfield, recently started a
development company that may operate in Springfield.
• No other potential conflicts of interest.
Mark Rust Senior Planner presented the Development Code Update Project staff report,
reflections of the last public hearing held on 1/4/22 to both the Planning Commission members.
An overview of all the public testimonies received via phone, email and virtually at public
hearing was presented to the commissioners at this meeting. The staff highlighted for the
commission changes made to the draft code sections after the Jan 4 meeting and proposed
edits to the draft code sections. The changes were done in response to the public comments
received via various platforms.
Elizabeth Decker the project consultant from Jet Planning presented a brief discussion about
Lot size as it pertains to OAR’s.
Other topics that were deliberated at this meeting include lot coverage/impervious surface
area, parking and definitions.
Deliberations around additional topics that occurred at this meeting include solar access
permit, incentivizing affordable housing, disincentivizing demolition of existing structures.
Deliberations on lot coverage concluded with majority supporting the change to reflect lot
coverage and impervious surface standards on the draft code, majority favored this
recommendation in the straw poll.
Deliberations on Definitions concluded with a straw poll majority favoring the changes
proposed in staff report. In this meeting discussion on the Urban Fringe Overlay Uses concluded
with a straw poll. Majority commission members favored proposed changes to the Urban
Fringe Overlay Uses in the draft code sections.
